Development Review Commission Minutes
April 4, 2022
The Commissioners convened at 6:02 PM online via Zoom.
Members present: Vice Chair Randy Arthur, Kirk Smith, Mark Silen, Craig Berardi, Bruce
Poinsette, and Dwight Sangrey
Members absent: Chair Jeff Shearer
Staff present: Jessica Numanoglu, Planning Manager; Evan Boone, Deputy City
Attorney; and Kat Kluge, Administrative Support
REPORT ON COUNCIL ACTIVITIES – John Wendland, City Councilor
Councilor Wendland updated the Development Review Commission (DRC) members on the
following recent City Council activities: the City Council tentatively approved an Ordinance with
several code changes at their last meeting; Study Sessions were held regarding Residential
Demolition and Nonconforming Development issues; the Lake Oswego Recreation and Aquatic
Center received great input from the Sustainability Committee and from the LORAC Group on
design features; and there was a general discussion with the Parks Department and with the
Parks and Recreation Board over updating land acquisition policy guidelines.
Commissioner Berardi asked whether there was any talk about putting any additional recreation
areas at Luscher Farm. Councilor Wendland replied that there had been discussion about
pickleball courts; however, there were not many areas in the City that would allow for a pickleball
court due to the noise complaints. He added that Luscher Farm was plotted out with different
types of athletic areas and pickleball was one of the items on the list for further development.
MINUTES
March 21, 2022 Minutes
There were no corrections noted. Commissioner Sangrey moved to approve the Minutes for
March 21, 2022, as submitted. Seconded by Commissioner Smith and passed 5:0, with 1
abstention.
FINDINGS
LU 21-0075: A request for a 6-lot subdivision and the removal of 12 trees.
This site is located at 3811 Carman Drive (21E05CD10600). The Staff Coordinator is Evan
Fransted, Senior Planner.

There were no changes suggested for the submitted Findings.
Commissioner Smith moved to approve the Findings, Conclusion, and Order for LU 21-0075, as
submitted. Seconded by Commissioner Poinsette and passed 4:0, with 2 abstentions.
SCHEDULE REVIEW AND MANAGEMENT UPDATE
Jessica Numanoglu, Planning Manager, updated DRC members on upcoming meetings:
The April 18, 2022 meeting will be canceled, as there are no scheduled items.
Ms. Numanoglu then relayed that there could be items scheduled for the first and/or second
meeting(s) in May; adding that staff would keep members updated.
ADJOURNMENT
Vice Chair Arthur adjourned the meeting at 6:20 PM.
