I oppose the proposed annexation into Lake Oswego for the following reasons.
1. Increase in traffic on what amounts to a single lane road (Inverurie Rd).
2. Mass transit is over a mile away and is not adequate to support the annexation (or anyone
else currently in the neighborhood). Adding more people just makes it an even bigger mess.
3. There is potential that I would have costs to facilitate the annexation and subsequent
construction of new housing. Costs such as moving the existing utilities such as the water
meter and water lines, electrical service, natural gas service, cable service, moving our mail
box, needing to change out address, etc.
4. There will be a loss of trees as a result of the annexation and subsequent construction.
5. There will be utility outages as a result of construction such as the two water outages we
suffered by the last piece meal annexation just down Inverurie. Construction activity was
almost certainly the cause of two flat tires with one tire ruined from previous construction
just down the street from the last piece meal annexation when the contractors and material
delivery trucks used the easement for turn arounds dropping nails, screws. razor blades etc.
The need to use private property by contractors and delivery trucks (the easement which is
the proposed City of Lake Oswego right of way)further demonstrates why additional traffic is
not supported by the current roads. Additionally the noise, litter and traffic generated by
construction will have a significant impact on us.
6. This annexation is piece meal which is done to avoid an election by all property owners
impacted. Additionally this goes against the stated City of Lake Oswego policy of not doing
piece meal annexations.This piece meal annexation creates issues for the entire area by
forcing future impacts such as traffic increases, road improvement costa and needing to hook
up to sewers without the ability of all impacted property owners to have a vote.
7. Allowing sewer lines to be built so close to our property would require that we go on sewer if
city of Lake Oswego so decides or when our septic system fails in the future at a significant
cost including requiring us to be annexed into the City of Lake Oswego in order to hook up to
the sewer resulting in significant increase in property taxes for no net additional services that
are needed or wanted.
8. This annexation can well result in us having to pay the City of Lake Oswego for road
improvements to the proposed right of way which is an expense we don't want or need.
9. Not settling who has the responsibility for maintenance of the proposed right of way as part
of the annexation leaves us in limbo as far as protecting our easement access to our house.

Our current easement rights (which is the proposed Lake Oswego right away in this
annexation) are not protected by this annexation. Additionally, reimbursement of the
maintenance and improvement costs we have incurred to this easement are not addressed
as part of the annexation. Additionally the costs of providing full easement access (such as
removing the big fir tree in the middle of the easement) are not addressed by this proposed
annexation.
10. The Council Report has a reference to Seville Ave on page 10 section 4 when Seville Ave has
no bearing on this annexation. I have no idea why Seville Ave is even part of this report and
don't understand what this section is referring to.
11. The only reason for this annexation to take place is to get the sewers in to allow very dense
development.This dense development will just exacerbate the above issues including impacts
to traffic, noise, lack of mass transit, crime, etc. as well as the current and future impacts to
adjacent and other property owners that get no vote on the annexation.
12. The proposed annexation of property is not contagious to existing Laker Oswego boundaries
meaning that this annexation would create an island of city boundaries unless the city takes
over maintenance and ownership of the section of Inverurie Rd fronting the house at 16083
Inverurie which the council reports states is not part of this annexation request.
13. Approval of this annexation puts the burden of the City of Lake Oswego meeting it's housing
goals on the backs of neighborhoods not even in then city which is blatantly unfair to these
neighborhoods. We get all the downside of this additional traffic, crime, construction activity,
utility disruptions, litter, added costs, etc. etc. and none of the upside.There is no benefit to
anyone other than the sole owners of the proposed annexation and the city of Lake Oswego.
