DEVELOPMENT REVIEW BOARD MINUTES December 15, 1986
The Development Review Board meeting was called to order by
Chairman Richard Eslick at 7:34 p.m. Board members present
were Chairman Eslick, E. Daniel rngrim, Anthony Wright and
Kenneth Zinsli. Vice Chairman Vern Martindale, Robert
Blackmore and Curtis Finch were absent. Staff present were
City Attorney Jim Coleman; Associate Planner Michael
Wheeler; and, recording secretary Marian Andersen,
APPROVAL OF MINUTES
The minutes for November 3, November 11 and December 11,
1986 were presented for a proval. Since there was not a
quorum of those who were in attendance at those meetings, it
was the consensus of the Board to table these three sets of
minutes until the January 5, 1987 meeting.
Chairman Eslick asked that it be noted for the record that
the sound system was not working properly. It is being
recorded but may not be a clear record.
PUBLIC HEARINGS
VAR 55-86-11. A request by Dan and Sall Bernhardt for

1, Approval of a variance to the restrictions placed
on nonconforming structures;
2. Approval of a variance of 8' 7" to the 25' rearyard
setback;
3. Approval of a variance to the 30% maximum lot
coverage,
4. Approval of a variance to the required 25' setback
from Oswego Lake, measured from the applicant's
property line;
5. Approval of a variance to the code restriction
requiring nonconforming structures, damaged or
destroyed by any means to the extant that the cost
of rebuilding the damaged portions would exceed 50%i
of the current replacement cost, the rebuilding
shall conform fully to City Codes and standards/

6. Approval of a variance to the requirement that no
yard or other open spaces, existing on or. after
December 16 1982 shall be reduced in dimension or

Mr, Wheeler atsted that two of the o1.x variances (Nos, 3 and
5) were withdrawn beeause they were no longer applicable,
He gave a brief summary of the staff report and addressed
the variance criteria as it applied to the four remaining
veriencee. )te also noted that the development standards
noted in the report were not applicable to the request, end

Since there was no further testimony, Chairman Ea1ick closed
the public portion of the meeting for Board deliberation.
Discussion followed regarding the impact the prepoaal will
have on. the surrounding propertyy owners and the Board agreed
that the impact would not be a detriment to the neighborhood
and would upgrade the front of the building. They also felt
that it would Make good usu of the apace and be more
aesthetically desirable.
There being no further diaounsion, Mr, Zinsli moved for

The Development Review Board meeting was called to order by Vice
Chairman Vern Martindale at 7131 p.m. Board members present Were
Vice Chairman Curtis finch, N, Daniel thgrim, Vern Martindale
and Kenneth Zlnsli. Anthony Wright, Chairman Richard >aslick and
Robert Blackmer* Were absent. Staff present were Development
Review planner and secretary Marian Andersen.

PETITIONS AND COMMUNICATIONS - None
PUBLIC HEARINGS

Mr, Galante gave a brief tPdate, of what had transpired. No paid
that the applicant has revised plans in response to the conoarne
expressed by the Board at the November 17th meeting. Mr. Galante
answered questions from the Board regarding the landscaping and
said that the applicant hoe revised the letter that was submitted
at the previous meeting, stating that existing planters will be
removed and the new planter will be constructed as shown on the
drawing, The area is not reduced over what wee originally on the
nitre.

Since there was no further testimony, Vice Chairman Vern
Martindale closed the public portion of the meeting for Board
deliberation.
Vice Chairman Martindale reiterated the requirements for approval
and asked Mr. Galante If the staff is still requesting a color
board. Mr. Galante said that the description of the colors end
materials was adequate and a color and materials board Web not.

addition to Condition No, 5 and in accordance with the revised
