SUSTAINABILITY ADVISORY BOARD
Vision of a Sustainable Lake Oswego
A sustainable Lake Oswego is a community that meets the vital human needs of the present without
compromising our ability to meet future needs. This requires consideration of both long-term and short-
term effects on ecological, economic, and community systems. Operating sustainably means that we are
leaving a legacy for the community of Lake Oswego and the planet.
A sustainable Lake Oswego is a place recognized nationally as a model of livability—a unified city with a
vital downtown, a strong sense of neighborhoods, and a harmonious relationship with the natural
environment. The lives of everyone who lives, works, and conducts business in Lake Oswego are
enriched by a wide range of choices in transportation, housing, recreation, and culture. Our
infrastructure is sound, our finances stable, and our citizens and employees healthy and engaged.
SAB Mission & Duties
The mission of the Sustainability Advisory Board is to promote the economic, ecological, and quality -of -
life sustainability of our community.
The Sustainability Advisory Board shall:
a. Advise and assist the City Council in efforts to make City operations more sustainable. The
Sustainability Advisory Board is guided by the Sustainable City Principles embodied in the City's
Sustainability Plan.
b. Assist in the development of plans and policies to enhance the sustainability of the City as a
whole.
c. Educate and engage the public in efforts to make the community of Lake Oswego, including
residents, businesses, and institutions, more sustainable.
SAB Meeting Ground Rules
We have agreed to abide by these ground rules to increase our meeting effectiveness.
1. Participate – everyone share "airtime"
2. Speak for yourself – use "I" language
3. Seek clarity:
– ask clarifying questions
– paraphrase what you hear others say
– check out your hunches
4. Be respectful:
– be on time
– come prepared
–turn off phones, pagers, and other devices

December 12, 2016
Call to Order / Roll Call
Chair Eliot Metzger called the December 12, 2016 meeting of the Sustainability Advisory Board (SAB) to
order at 6:30 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego,
Oregon.
Members Present: Lisa Adatto, Richard Canaday, Eliot Metzger, Paul Soper,
Stephanie Glazer, Sarah Hussion, Sharon Lumbantobing, Bob
Sack, Ashley Hall, Karthik Sreedhar, Councilor Joe Buck
Members Excused/Absent None

Lisa Adatto announced that the LOSN holiday party was moved to January 5.
Approval of Minutes
The Board unanimously approved the November 21, 2016 meeting minutes.

Regular Business
A. Review Agenda
Chair Eliot Metzger reviewed the meeting agenda.
B. City Council Update/City Council Goals Update
Joe Buck recapped the last City Council meeting, which included a discussion on the SW Employment
area. The Planning Commission had put forth a proposal for a food cart pod, which the Council rejected.
In that zone, restaurants no larger than 2000 ft2 are permitted, and that pod would be larger than that.
The planning commission is now looking at allowing individual food carts on a temporary basis.
The Council also looked at a piece of property adjacent to Marys Woods that someone wanted to
donate to the City for a park. The proposal was last minute and there had not been enough time to
approve it through the Parks board process. The Council turned down the donation.
The last City Council meeting of the current council will be next week.
C. 2017 Goal Setting
Paul Soper reviewed the action areas the Board identified in October and each member provided a
progress report:
Provide Guidance to City Council
o Stephanie: looked into tree code. Move this goal to an outreach action. SAB's role
should be as a mechanism of outreach to other cities who are looking at developing tree
codes.
o Promote residential curbside compost collection: Going to continue trying to find uses
for the finished compost from PRC since Luscher Farm does not want it.
o Deconstruction: Bob will continue to do outreach in this area
o Iron Mountain Park Planning: Lisa is the liaison to the planning committee, the process
is moving along
o LORA Projects: Paul will follow up. Joe added that the Council is still waiting to get more
info from the developer of North Anchor and making First Street a "festival" street.
Boones Ferry is moving along. Intricate and slow process. Keep tabs and watch it
develop.
o Solar Initiative: Need to work on delivering a clear message to potential customers.
Need to have a more clear process outside of the ETO trade ally process. 2017 goal will
be to develop an action plan.
o Bike Lane: continue working with TAB
o LOSD: Work on getting more schools to get Oregon Green Schools certification. Sarah
and Eliot are working on this goal. Encourage City Council to be involved in this goal
through their liaison to LOSD (currently Jackie Manz).
o Support the establishment of a permanent sustainability coordinator- done
o City Manager to ask SAB for input on city sustainability policies- ongoing
o Continuing Block 137 updates- Paul will work on this
o Air quality- Stephanie looking specifically at lawn care equipment and incentives or
rebates for cleaner lawn care equipment
Proactively approach City Council on sustainability issues
Education and Outreach
o Home Tour and Film Festival- continuing
o Work with PNAB on backyard certification programs
o Water quality
o Sustainability Dashboard
The Board then discussed the idea of a Climate Action Plan for Lake Oswego. Joe indicated that the
Council will want specific on time, cost, funding, staff time, etc, as well as how we make people
accountable for following the plan. The board went around the room gathering comments on the idea.
Lisa felt that there are a lot of resources and expertise in the region to put a plan together. Almost every
California city has a plan and there is more recognition of the need for small cities to do it. She
suggested putting a climate advisory group together to look at what the costs might be and what the
resources are, as well as what the scope would be.
Eliot suggested that it be a living document that gets updated regularly.
Richard wants to ensure that we also have time to achieve our specific action items for 2017.

Sarah echoed Richard's concern, particularly as the City hasn't been able to demonstrate compliance
with the Sustainability Action Plan.
Sharon expressed concern that just collecting the baseline data would be overwhelming.
Paul would like to know what the scope and brand would be- would SAB put something together and
then hand it off to another team? A climate plan is a huge goal to tackle alone.
Stephanie echoed many of the same sentiments. She asked if we make this a plan and it's adopted into
the code, will it be locked in versus being a living plan? With regard to data collection, do we just look at
trends and actionable steps to make positive changes using high level modelling? She also suggested
that the plan speak to people in a way that resonates.
Karl used the Christmas tree analogy- the climate plan is the goal (the tree), but all the actions SAB
works on throughout the year are ornaments and parts of the tree. We need to keep working on the
parts to meet the common goal.
Bob is interested in looking into the incentives and justification of spending on meeting sustainability
goals. Give managers a different way to justify expenses that meet these goals.
Lisa suggested that the SAB goal be to ask Council to consider launching a project, which leaves space
for SAB to work on their smaller goals. Stephanie suggested starting with an internal draft of some
initiatives that we are already pursuing, and laying out how they would fit into a climate plan. They
should highlight the easy wins and look at the categories being used by other cities. Lisa asked how to
include the residents who are interested in participating.
Bob then gave a presentation on improving transit ridership in Lake Oswego, with emphasis on
upgrading the LO transit center. He would like to have SAB goals to upgrade the transit center, and have
a representative to the SW Corridor project.
Eliot wrapped up the meeting by offering to compile all the goals and sending to the group. Eliot and
Paul will do a final draft of the goals memo.
Adjournment
Chair Eliot Metzger adjourned the meeting at 8:32 p.m.
