BACKGROUND
In 2022, Council directed staff to complete an in-depth evaluation of emergency medical and
fire services. This Study will provide Council with an overview of the Emergency Medical
Services (EMS) system in Lake Oswego, focusing on both Basic Life Support (BLS) and Advanced
Life Support service delivery (ALS). Additionally, staff will provide Council with an overview of
the Clackamas County EMS Strategic Plan and a review of the recommendations of the
Cambridge Group Consulting Group relating to EMS service delivery that were provided to the
Clackamas County Board of Commissioners earlier this year.
