Development Review Commission Minutes
April 3, 2023
The Commissioners convened at 6:03 PM, via Zoom.
Members Present: Chair Randy Arthur, Vice Chair Kirk Smith, Bruce Poinsette, Dwight Sangrey, Timothy Lyons (joined at 6:06 PM), and John Dewes
Members Absent: Jeff Shearer
Staff Present: Johanna Hastay, Interim Planning Manager; Evan Boone, Deputy City Attorney; and Kat Kluge, Administrative Support
Chair Arthur thanked Vice Chair Smith for chairing the last meeting on short notice. Vice Chair Smith replied that it was his pleasure.
MINUTES
March 6, 2023: Chair Arthur requested a spelling correction for "Lemoyne Eisler" to "Lamoine Eiler" (seen on page 2, paragraph 4, line 6 and on page 3, paragraph 2, line 1). Vice Chair
Smith suggested that "...of the bridge was found at that location." should read as, "...of the bridge was found on page 24 of Exhibit F-006" (seen on page 6, paragraph 1, line 8).
March 20, 2023: Chair Arthur noted one correction, where "Chair Arthur" should be changed to "Vice Chair Smith" (seen on page 4, the last paragraph, line 3).
Commissioner Sangrey moved to approve the Minutes of March 6, 2023, as amended. Seconded by Vice Chair Smith and passed 5:0.
Vice Chair Smith moved to approve the Minutes of March 20, 2023, as amended. Seconded by Commissioner Lyons and passed 4:0, with 2 abstentions.
FINDINGS
LU 22-0029: A request for a modification to an approved Conditional Use Permit (LU 22-0029) for a private school to increase student enrollment from 50 to 150 students and a Resource
Protection District (stream corridor) delineation.
This site is located at 14790 Boones Ferry Road (21E05DC05500, 21E05DC05600). The Staff Coordinator is Evan Fransted, AICP, Senior Planner.
Vice Chair Smith moved to approve the Written Findings, Conclusion, and Order of LU 22-0029, as submitted. Seconded by Commissioner Lyons and passed 4:0, with 2 abstentions.

LU 22-0056: A request for a Conditional Use Permit modification and Development Review Permit Modification to construct five modular structures and expand the parking lot pavement to
add a new bus lane on the Uplands Elementary school site, and increase student enrollment on the site to 826 students. The applicant is also requesting a Resource Protection District
(wetlands) delineation on both the Uplands Elementary and Lake Oswego Middle School sites.
This site is located at 2055 Wembley Park Road (21E0400300) and 2500 Country Club Road (21E0500600). The Staff Coordinator is Ellen Davis, AICP, Associate Planner.
Vice Chair Smith moved to approve the Written Findings, Conclusion, and Order of LU 22-0056, as submitted. Seconded by Commissioner Dewes and passed 4:0, with 2 abstentions.
SCHEDULE REVIEW AND MANAGEMENT UPDATE
Johanna Hastay, Interim Planning Manager, updated DRC members on upcoming meetings:
Chair Arthur congratulated Ms. Hastay on her new position as Interim Planning Manager. Ms. Hastay thanked members for their well-wishes.
Ms. Hastay informed members that there were no applications completed for scheduling at this time; however, they would be on the docket in the coming months. She also noted that no applications
had been appealed to the City Council recently. Evan Boone, Deputy City Attorney, added that he believed that the City Council would be adopting the Findings on the Bus Barn the following
day.
Ms. Hastay then relayed that she, Ellen Davis, Associate Planner, and Jessica Numanoglu, Interim Community Development Director, were working on updates to Public Testimony guidelines.
Following a review by the Commissioners’ Chair, a draft will be emailed to all Commissioners for their own review. Chair Arthur stated that he appreciated the DRC administrative staff
for their work on this Testimony Guide.
ADJOURNMENT
Chair Arthur adjourned the meeting at 6:14 PM.
