To the members of the Planning and Development Team and the City Council of Lake Oswego, This note comes from the Homeowners Association managing the four homes in the Tara Place cul de sac off of Carmen Drive in Lake Oswego.* The families within our association have worked tirelessly to present our concerns in regard to this wetland development via email, videos, and our own personal testimony before the City Council. At this point, those efforts appear to be in vain which is why we've reached out to the Wetland Scientists of the Pacific NW, Oregon Conservation Strategy, and shared our story with two PNW documentary filmmakers. This email notice, due at 12pm PST, July 10, 2023, is to reiterate our concerns and put these videos and photos into the record showing how over-saturated the wetland area already is before this proposed development. For our own protection, we want to make sure that the City Council is fully aware of the existing issues that plague this oversaturated space when prior to giving a developer carte blanche to remove additional trees and other water-absorbing flora. After sharing our concerns over flooding and the potential damage to the homes located in Tara Place at multiple City Council meetings, the Council still voted in favor of the annexation of the three tracts of land between Kimbal and Inverurie. We've also shared our concern regarding the lack of neighborhood involvement in the wetlands delineation process (no reports shared) and have records of the Associate City Planner on video stating there was no backfill used in the building of Tara Place (we have photos which show the exact opposite). We've worked to communicate our concerns about drainage and safety for more than two years. Be it from over-saturated trees rotting and falling on our homes to the rupturing of an already bulging/bellied sewer line (shared in Google Doc from May 2022), we're wanting to make sure we've got our voices on record showing the absolute vacuum of engagement and support we've from our City for when things invariably go south.
