Public Hearing on State Shared Revenues
May 4, 2023
The City is eligible to receive a portion of certain state revenues: fuel taxes, cigarette taxes, motor
vehicle fees, and cities’ 20% of OLCC net revenues.

To be eligible, Lake Oswego has to provide at least four (4) of a list of services:
Police protection
Fire protection
Street construction, maintenance, and lighting,
Sanitary sewer
Storm sewers
Planning and zoning
One or more utility services (Water)
Lake Oswego offers all of these services and is eligible. Before June 30th, Council is asked to pass a
resolution that certifies this. Staff will present that Resolution at the Budget Adoption meeting.
Tonight we are holding a required Public Hearing before the Budget Committee to elect to receive an
‘additional pot’ of state money: the 14% OLCC tax. The purpose of the Public Hearing is to give the
public an opportunity to comment verbally or in writing about, to ask questions about, the proposed use
of the funds. We are combining this public hearing with the hearing on the entire proposed budget
because the 14% OLCC tax is included in Intergovernmental general revenues on page i‐22. It is used for
general government services.

Another Public Hearing is then required before Council on the proposed uses of the funds in relation to
the entire budget. This hearing will be held during the same meeting as Budget Adoption.
