Comments I am commenting to on the proposed development on Inverurie Rd/Kimball St. in
Lake Oswego/unincorporated Clackamas county. LU 23-0002:A request for a RP
District(wetland)delineation, Unavoidable RP Crossing,and Serial Lot Line
Adjustments
I live at 15879 Kimball St, directly across the street from the proposed
development.While I am very disappointed this beautiful space will be developed,
removing so many trees and impacting my life experience in a negative way, I
appreciate that it is privately owned property and subject to the owner's discretion.
My primary operational concerns are regarding the:
1. Potential water runoff disaster that destruction of this wetland will cause to my
property
2. Environmental impact of excavating the existing wetlands within the protected
Waluga park
3.Traffic impact on unimproved Baleine St
Water runoff-wetlands destruction: I am very concerned about the impact to my
property by building in or adjacent to the identified wetlands. Regardless of the
delineation that was determined of where precisely the wetlands ends, I know after
living here for 7 years that the entire property floods each year. It is all a"wetland".
When this property is developed with 5 homes,there will be no place for the
standing water to go except for into the surrounding neighborhood.This will
negatively impact my property and I believe will create a liability for the City when it
has approved a building plan that knowingly will impact adjacent homeowners.The
development on Greystoke and Royal Oaks Drive was constructed on a wetlands,
and those homeowners report annual issues with water runoff.Anecdotally, some
are having to regrade their properties to deal with the issue.This regional wetland
has already been"shrunk"; it cannot stand to be shrunk further.
Impact of excavating an existing wetlands: I would like to know if an environmental
impact report has been completed to assess the impact of major construction
through the property. How will this impact water quality in the wetland? How will it
impact wildlife? How will the wetland recover? It seems like a remarkably
irresponsible approach to excavate through the wetland purely to accommodate a
developer.Why should the community suffer the environmental consequences to
satisfy the developer? It seems that the developer's best interests are superseding
the interests of the citizens of the community. I would like to see the results of a
comprehensive environmental impact report on how excavation through the
wetland, a verification of the currently designated wetland,and how and if the
ecosystem will ever recover from such irresponsible development.
Traffic impact: Has there been a study or plans to mitigate Baleine St?This rutted
gravel road is so bad during the winter that I don't drive on it.This road is not
sufficient for the existing neighborhood, let alone 5 new homes which will all use
this street.The road infrastructure is not appropriate for any further development
in the area let alone the construction vehicles that will flood the neighborhood for
the foreseeable future.
Thank you for considering my feelings on this project.While I support the
developer's rights to act, I do not support an irresponsible approach to building in
a very sensitive and fragile environment.A 5 home project that devastates the
property and removes 43 trees will impact me economically as well as
experientially. Lake forest has a character that will be detrimentally impacted by the
development of this project. Removing 43 trees will detrimentally impact the
community experience and the wildlife that calls this area home. Please do not
approve the developer's proposed plan as is,and please protect our scarce
wetlands in Lake Oswego.This is a beautiful neighborhood that will be forever
altered in a negative way.The developer should work with the community by not
devastating the environment in the process.
