File No. LU 23-0002 Dear Ms. Davis; My name is Willy Paul, homeowner at 15868 Kimball St., located adjacent and abutting the proposed development. I am not attempting to prevent the developer from his right to develop homes on the proposed 5 lots, however I do urge that the following requests be honored to ensure the proposed development include the appropriate measures for the surrounding neighbors and community. In summary, my comments regarding the proposed development listed above are related to the three following matters. SUMMARY; 1. Existing community trail through the Baliene Right of Way area between Kimball and Inverurie streets. I submit that this trail is a highly utilized trail and provides great community benefit, and that the City maintain a community trail through this area as part of the restoration efforts by the Developer. A gravel path at the time of backfill of the new sewer line installation along the Baliene right of Way would be of little cost to the developer and integrate very well with the necessary tree replacement proposed in the development plans submitted. 2. Sewer Lateral Points of Connection (POC's)for five existing neighbors. I urge the City to require the developer to provide Sewer Lateral and POC's for future connection to the sewer being installed along Kimball St. to avoid future street disruption when neighbors elect to connect to the City's sewer system. I also request that an additional (3RD) sewer lateral be provided down the Southerly Access Lane to allow my property POC to be in the Access Lane rather than at the Kimball St. property line. 3. Three existing trees in the landscape easement portion of the Southerly Access Lane. I request that the City include these three significant sized trees in the proposed Tree Removal review process. The three trees in question (see attached diagram #1) are a 30" diameter Oak tree, a 32" diameter Fir tree, and a 20" diameter Oak tree. Although this Access Lane, easement, and the existing trees are located on my property, within Clackamas County and not in the City of Lake Oswego, the City is the "Reviewing Authority" of this proposed development, and the trees in question would not be impacted for any reason other than this proposed development within the City. I strongly urge and request that the City include these trees in their review process and require that they not be cut down. �d I urge, and thank the City for their consideration of the 3 items listed above.
