Members present were DeBellis, Hermsen, Holden, Lawrence, Rogers, Stanley and Mayor Stidd. Hermsen moved, Rogers seconded that the minutes of the December 15, December 19, and December 22 meetings be approved as mailed. Motion carried. CITY ATTORNEY -..L. Eugene Crampton Public hearing held on Ferncrest Annexation (3 lots). No written remonstrances received by City Recorder. No verbal ones from the floor. After discussion ORDINANCE NO. 652 - AN ORDINANCE ANNEXING TO THE CITY OF OSWEGO-CERTAIN LAND CONTIGUOUS TO THE CITY OF OSWEGO, BEING IN SECTION 16, T2S, R1E, 'W.M., AND DECLARING AN :EMERGENCY - read first time in its entirety. Hermsen moved, Rogers seconded that it be read second time by title only. Motion carried unanimously. ORDINANCE NO. 652' - read second time by title only. On roll call vote ordinance unanimously approved. ORDINANCE NO. 654 - AN ORDINANCE SETTING A DATE FOR A HEARING ON THE WITHDRAWAL OF CERTAIN PROPERTIES HEREIN DESCRIBED FROM LAKE GROVE WATER DISTRICT NO. 15 - read first time in its entirety. Rogers moved, Hermsen seconded that it be read second time by title only. Motion carried unanimously. ORDINANCE NO. _ 654 read second time by title only. On roll call vote ordinance unanimously approved. • ORDINANCE NO. 655 - AN ORDINANCE DISPENSING WITH AN ELECTION ON AN ANNEXATION, AND SETTING. A DATE FOR PUBLIC HEARING - read first time in its entirety. Lawrence moved, Hermsen seconded that it be read second time by title only. Motion carried unanimously. ORDINANCE NO. 655 read second time by'title only. On roll call vote ordinance unanimously approved. ORDINANCE NO. 656 - AN ORDINANCE DISPENSING WITH AN ELECTION ON AN ANNEXATION, AND. SETTING A DATE FOR PUBLIC HEARING - read first time in its entirety. Holden moved, Stanleyy seconded that it be read second time by title only. -Motion carried unanimously. ORDINANCE NO, 656 read second time by title only. On roll call vote ordinance unanimously approved. ORDINANCE NO. 657. - AN ORDINANCE TO PROVIDE FOR RENAMING OF RYE ROAD TO SUNNINGDALE ROAD - read first time in its entirety. Lawrence moved, Stanley seconded that it be read second time by title only. Motion carried unanimously. ORDINANCE NO. 657 read second time by title only. On roll call vote ordinance unanimously approved. DeBellis moved, Lawrence seconded that authorization be granted'to the Mayor _ /� and the Recorder to execute the Southern Pacific easement dated January 5, 1960. t/ This provides for water line crossing on State Street. Motion approved. CITY ENGINEER - Ray N. Cruden None ' MISCELLANEOUS Don Ross gave his report on the proposed improvements in the fire hall for housing the police department. His recommendation was that the city approach this and the other improvements on a long range basis and he did not advise nor recommend improving the back end of the fire hall for the • January 5, 1960 - Na b r • palace department. He recommended that the City endeavor to purchase or condemn the property adjacent to the City Hall and Fire Hall to be used for the City Hall facilities. He recommended that the City proceed on a unit project rather than an emergency improvement. He did not advise using the property adjacent to the proposed library building. Request of William Dorner with regard to the engineering on the subdivision of Blue Heron Bay to be developed by the South Shore Development Company presented. After discussion the City Engineer was instructed to prepare a written report on the amending desired on Ordinance 494. This is. to be in the hands of the council by the special meeting on the 12th. Residents of Lake Grove area, presented petitions of 90% of the registered, voters of area in which they wish to hold an election for annexation to the City of Oswego. City engineer to have legal prepared so ordinance setting date of election can be presented at spedial council meeting ', on January 129 1960. • FINANCE & PERSONNEL - Dr. Stanley Stanley moved, Lawrence seconded that Dave Mitchell be placed on a permanent employee basis effective January 1, 1960. Motion carried. FIRE James Lawrence None • LIBRARY A PUBLIC BUILDINGS - Wm. F. Holden None • PUBLIC WORKS - R. F. DeBellis Advised the council that street lights had now been installed on improved • streets. Also reported on the progress of the public works building. PARK - George_ Rogers None WATER - Frank Heamsen City Engineer presented the second phase program of the $300,000 water bond issue. This ,included a water tank located on Ferry Smith's property, also installation of 6-inch lines in order to have proper distribution of available water. Plans are to be prepared and ready for authorization of bid call at January 19, 1960 council meeting. POLICE - Mayor Stidd None . Meeting adjourned. I, Mary E.
