Comments File Upload Letter to Lake Oswego City Council&DRC.docx.pdf 105.2KB PDF format only December 9,2023 Lake Oswego City Council and Development Review Commission 380 A Avenue Lake Oswego,OR 97034 Dear Lake Oswego City Council and Development Review Commission, One of Sierra Club’s missions is “to protect and restore the quality of the natural and human environment.”We were happy to play a small part in Lake Oswego voters'decision to protect their natural parks from development with the passage of citizen-initiated Measure 3-568 on November 2,2021.It is evident Lake Oswego residents cherish these natural habitats that provide sanctuary for wildlife,quiet solitude,and passive recreation. We are disappointed to learn from Lake Oswego residents that the City of Lake Oswego has tentatively approved development (LU 23-0002)that will severely impact one of the measure’s protected Nature Preserves,Waluga Park -West,without seeking voter approval.This proposed development would cut down trees and clear vital habitat through this wetland for a 17’x 525’construction road to trench and install a sewer line,in addition to the corridor extending through an adjacent sensitive land.The damage to this wetland and the adjacent sensitive land caused by removing 43 trees,clearing vegetation,excavating soil,and operating heavy construction equipment would be extensive and the effects long lasting . The Oregon Chapter Sierra Club stands with Lake Oswego residents in opposing the construction of a sewer line by a private landowner through the protected wetland of Waluga Park -West and the adjacent sensitive land.The plain text language of Measure 3-568,now Lake Oswego’s City Charter Chapter X,is clear and concise that all development must be consistent with preserving a Nature Preserve.Chapter X explicitly expresses this in the first development limitation: "The City of Lake Oswego shall insure that all development within a Nature Preserve is consistent with the preservation of a Nature Preserve as a natural area available for public enjoyment." It is clear to us that this proposed development is contradictory to the act of preservation stated in Chapter X and is inconsistent with Lake Oswego voters’will expressed on November 2,2021. On behalf of the Oregon Chapter Sierra Club members and supporters in Lake Oswego,the Lake Oswego voters who supported Measure 3-568,and every Oregonian who values our natural areas,we encourage the City of Lake Oswego to do the right thing and consider other options that honor the voters’will,that respect your city charter, and insure preserving this Nature Preserve.
