Comments Dear Lake Oswego DRC,
We are writing to state our opposition to LU 23-0002,the housing development
that would severely impact a protected wetland area in Waluga Park-West,
trenching a sewer line through,and clear-cutting 14 significant trees.
We urge the DRC to do its job and comply with City Charter X Park Development
Limitation. Reject LU 23-0002.
On November 2,2021 the voters of Lake Oswego overwhelmingly passed Chapter
X Park Development Limitation, which states that the City of Lake Oswego must
preserve our Nature Preserves in their natural condition. LU 23-0002 would cause
significant damage to flora and fauna in the Nature Preserve and is inconsistent
with preserving the Waluga Park-West natural area.
The city of Lake Oswego claims that City Charter Chapter X doesn't have
jurisdiction over City Code. In fact, the City Charter retains superiority over City
Code and ordinances, since changes to the City Charter are restricted to a vote of
the people.
The City is ignoring Lake Oswego residents'concerns about the Waluga Park-
West preserve, and is challenging the voters of Lake Oswego to take the City to
court to get them to comply with City Charter Chapter X which was passed by the
voters in November 2021.
The City of Lake Oswego has purposely withheld records concerning LU 23-002
that should have been available to the public, by hiding pages and redacting text
from these records.
The City secretly expedited a DRC meeting on LU 23-0002 so that it was held
during the Thanksgiving Holiday.
The City's deceitful behavior has caused us to lose trust in our City government!
Mayor Buck and City Council members are failing their constituents, and
subverting the will of Lake Oswego voters!
Lake Oswego DRC members, please adhere to the rule of law put in place by Lake
Oswego voters: Chapter X Park Development Limitation. Reject LU 23-0002 and
preserve Waluga Park-West!
Sincerely,
Mary Ann Dougherty
