HomeMy WebLinkAboutApproved Minutes - 2017-01-09Cal I W9912 ELI :l 41911vd/ tele] Sustainability Advisory Board Minutes January 9, 2017 Call to Order / Roll Call Chair Eliot Metzger called the January 9, 2017 meeting of the Sustainability Advisory Board (SAB) to order at 6:30 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego, Oregon. Members Present: Lisa Adatto, Richard Canaday, Eliot Metzger, Paul Soper, Stephanie Glazer, Bob Sack, Ashley Hall, Karthik Sreedhar Members Excused/Absent Sarah Hussion, Sharon Lumbantobing, Councilor Joe Buck Staff: Jenny Slepian, Sustainability and Management Fellow; Anne MacDonald, Stormwater Quality Program Coordinator Public: None Announcements from Board and Staff Lisa announced LOSN is holding a green buildings presentation on February 2. Jenny updated the Board on the DEQ Materials Management grant. Giving a presentation to the City Council on the waste audit. Approval of Minutes The Board unanimously approved the December 12, 2016 meeting minutes. Public Comment None Regular Business A. Review Agenda Chair Eliot Metzger reviewed the meeting agenda. B. City Council Update/City Council Goals Update No City Council Update. C. Stormwater Permit Renewal Process- Anne MacDonald Anne MacDonald gave a presentation on the MS4 (Municipal Separate Storm Sewer System) permit from DEQ to discharge stormwater. Anne went over the details of the City's permit, including what are permitted as stormwater treatment facilities, monitoring, and reporting. As part of the permit renewal requirements, the City is required to seek public input on the monitoring plan, management plan, and TMDL benchmarks. Anne is looking for comments from advisory boards who have certain perspectives to share with the City. Karl asked about the mitigation of large amounts of runoff from properties. Private developers are meant to mitigate on their site. The CIP provides funding for stormwater treatment as streets and roads are rebuilt. Karl asked about rainwater harvesting and whether it is encouraged. Anne said it is encouraged, but rainwater capture here happens outside of the growing season, so you need a lot of storage capacity. Anne said incentives are hard because we don't have a very large surface water fee. Bob asked why Portland encourages people to discharge into their yards- Portland has the combined pipe, so the downpipe disconnect keeps all that water out of the combined pipe. Richard asked what the city's plan is to reduce phosphate contamination in the lake. We are working with UP right now on some bench scale tests to see if residuals from our water treatment plan can be combined with compost to be used in stormwater treatment facilities, which would absorb phosphate. Minimizing erosion helps to reduce the speed that runoff goes into the lake and gives time for phosphate to be removed. There are already high levels of phosphorus in the lake from existing sediments and the Tualatin River. Richard asked if it's true that when runoff with fertilizers from yards goes into the city's pipes it goes into the lake. It is true, so really the solution is to encourage people to not use fertilizers. Lisa asked if Anne works with the Watershed Council. Over the permit term, the city has given $140,000 to the watershed council. Watershed Councils work on private land, the City does not. Stephanie asked about anti -degradation- are the loads and limits absolutes or per capita, and are there allotments for population growth. The allotments are per water body. Stephanie asked about the trends- we are holding our own to slipping on most trends. We are doing well on bacteria, thanks in part to poop bags. Eliot asked about modelling for future events. We don't manage it very explicitly- we are a little conservative in how we set up our designed storms. Stephanie asked if there was a way to account for future storm events- not yet. D. 2017 Goals- Stakeholders and Assignments Eliot asked for feedback on the goals. Richard asked that the Board not re -invent the wheel and spend a ton of time going down the same road.
