1, The City of Lake Oswego has a land area of 11,05 square miles and a certified population of w a
35,750(as of 7/1/02). There are 11 zoning districts where some form of residential development •Y., ,
v u can occur. In addition,seven of the eight commercial zones allow for limited special use ,;"
housing or residential use either through the development review process or conditional use r l.� ?'
- : 'n, process. As of May 2003,the City was estimated to have approximately 5,8202 acres of
residentially zoned land(approximately 80%of the City is zoned residential).
" In general,Lake Oswego is considered a residential community with limited commercial and
•+• "'' industrial uses. In 1990 there were 13,123 total housing units in Lake Oswego. In 2000,there
were 15,668 total housing units,

The role of local governments in providing housing opportunities is governed by the
requirements of Statewide Planning Goal 10 and the"Metropolitan Housing Rule"(OAR-660-7- r' ,
000-060,Attachment 3). The housing rule became effective in 1981 and requires that Lake
Oswego provide a minimum of 10 dwelling units per acre on vacant buildable land and the ' = V
'1 opportunity for a 50%/50%mix of single family to multifamily or attached housing. Y +
Lake Oswego demonstrated in its 1988-1995 Comprehensive Plan Periodic Review that the City

II. General Information `
Background:
' �•: The Portland Metropolitan Urban Growth Boundary(UGB)is a growth management tool that is y
intended to provide sufficient buildable urbanizable lands to accommodate urban growth for a
minimum twenty-year planning period, The boundary is the line that separates urban
'"" development and rural/farm land development. The UGB generally shares the same boundary
with the City's Urban Services Boundary along the southern edge of the City between the Childs < r•
Road area and the Skylands area,with the exception of two areas, The first area is north of
•-k Childs Road along I•Iilltop Road and Barton Road. The other area is north of Atherton Drive and
west of Stafford Road, One explanation as to why the UGB and the USB are not the same in ,`�
these areas is that these two areas were at one time identified at"Tier 1"urban reserve areas, ,
+ when Metro used that term, "Tier 1"lands were the first to be included in the UGB. Since the
inclusion of these lands in the UGB,the City has not had the opportunity to process a USB '
.,•' amendment to make the USB consistent with the UGB.
It should also be noted that these two areas are the only areas within the Stafford Basin that do
not require voter approval for annexation, The City Charter states that voter approval is required
for"territory located outside of the incorporated City limits,outside of the City of Lake Oswego ti

'' charter amendment for this language was to empower the zitizens of Lake Oswego by letting
