Long-Range Facility Planning &Bond Development Process and Timing

Long Range Facility Planning(LRFP) Committee: November 2o23-June 2024
• Assess facility conditions, educational adequacy assessments,financial outlooks, and capital
improvement program feedback
• Target: Present updated LRFP to the School Board on May 20, 2024
Lake Oswego School Board: May-June 2024
• Review and possibly modify LRFP considering community input, estimated costs, and current
and anticipated resources
• Solicit community input through public testimony at school board meetings
o May 20, 2024: LRFP information item
o June 3, 2024: LRFP information item
o June 17, 2024: LRFP action item,possibly subject to targeted additional analysis
• Target:Adopt an updated LRFP on June 17, 2024
Anticipated Schedule, Based on School Board Directives
Lake Oswego School District Staff: June-September 2024
• Take actions based on the LRFP recommendations and board direction on areas requiring
additional analysis,June-August 2024
• Present findings to the School Board,August-September 2024 (2024-25 meeting dates TBD)
Lake Oswego School Board: September-October 2024
• Review findings,administrative considerations, public testimony, and board directives
• Finalize LRFP
• Direct district staff to commence the bond development process
Bond Development Committee: October 2024-January 2025
• Develop proposed bond measure based on LRFP,updated cost estimates, and voter polling
• Present bond measure proposal to the School Board for review and directives to the
superintendent
• Notice of Ballot Title must be filed by February 28, 2025,for the May 20, 2025 election; Notice
of Measure Election by March 20, 2025. Final dates are subject to Oregon Secretary of State
Election Calendar issuance,which is typically released in June of the prior year
LOSD Information Campaign: February 2o25-May 2025
• Provide information to the community about the proposed bond measure
Citizen Bond Campaign Committee: February 2025 -May 2025
• Engage LOSD voters in a public campaign about the proposed bond measure
