Re: Housing Production Strategy Task Force Meeting#8
Dear Housing Production Strategy Task Force Member,
Please find the following materials in advance of the eighth, and final, meeting of the Housing
Production Strategy Task Force (HPS Task Force), scheduled for June 21, 2024 at 1:00 PM:

Staff conducted significant outreach related to the development of a Housing Production
Strategy (HPS) in recent months and has since developed a Draft HPS document based on input
from the Lake Oswego Planning Commission and City Council, the HPS Task Force, and
members of the general public.
The HPS Task Force will hold a meeting on June 21 to review the results of this public
engagement and provide input on the Draft HPS. This will be the last opportunity for the Task
Force to provide feedback on the Draft HPS document prior to the Planning Commission public
hearing tentatively scheduled for September 9.
More specifically,Task Force members will be asked to consider the following questions
regarding the Draft HPS:
• Is the proposed Implementation Timeline (p. 9 of the report) reasonable, given the
relative priority of each action and the Cost and Level of Effort assessments on p. 8?
• Do you agree with the specific recommendations noted under Strategies 3 (Rezone
land), 5 (MUPTE), 9 (Low-Income Rental Housing Tax Exemption), 10 (Public-private
partnerships for affordable housing), and 11 (Use TIF to support affordable housing)?
• Are there any needed considerations for implementation that you feel are not captured
in the report?

• Given the totality of the recommended strategies, and the city's identified housing
needs, do you feel that anything is missing?
As mentioned above, this will be the last opportunity the Task Force will have to provide
feedback on the Draft HPS prior to the public hearings scheduled for September 9 (Planning
Commission) and October 15 (City Council). Staff's intention is to finalize the Task Force's HPS
recommendations and to address any remaining questions or suggestions related to the Draft
HPS following this meeting.
To help make our time together as productive as possible, please be sure to review the
meeting packet in advance and come prepared to discuss the Draft HPS.
