CALL TO ORDER 2 Erik Olson, Long Range Planning Manager, called the meeting to order at approximately 1:00 p.m. 3 This was a video conference meeting held via Zoom. 4 5 2. RECAP OF RECOMMENDED STRATEGIES DISCUSSION 5 Task force members received a recap from Kate of the recommended strategies discussed at the 6 last HPS meeting, followed by question and comments. 7 • Potentially move Pre-Approved Plan Sets for ADUs to medium-term implementation, or 8 near-term if there are plans already available. 9 • Potentially move TIF Strategy into near-term implementation 10 • Add to Public-Private Partnerships: Take advantage of regional funding sources for 11 affordable housing. 12 • Consider evaluating potential lost tax revenue due to tax abatements. 13 • DLCD advises clarifying the time frames 14 15 5. STRATEGIES NEEDING FURTHER DISCUSSION 16 Task force members Reviewed and further discussed strategies that are still in consideration but 17 did not have clear support. 18 • Zoning Incentives for Affordable Housing: Recommended to be tied into item 1.1 (Code 19 Audit and Amendments), incorporate a recommendation to include senate bill 8 20 affordability and density height bonus into the development code, and Explore 21 alternatives other that height and density. 22 • CET: HPS members participated in a straw poll and the majority voted to advance CET. 23 • Vertical Housing Development Zone Tax Abatement: Not recommending. 24 • MUPTE: Include as potential incentive strategy. 25 • Pre-Approved Plan Sets for Middle Housing: Members participated in a straw poll the 26 majority voted in support but add affordability requirement. 27 28 8. NEXT STEPS 29 Mr. Olson reviewed next steps for HPS outreach. 30 31 Action Item: 32 • Virtual Community Forum, March 14, 2024. 33 • Joint Work Session with the City Council and Planning Commission, April 2, 2024. 34 35 9.
