Members present were DeBellis, Hermsen, Holden, Lawrence, Rogers, Stanley and Mayor Stidd. Lawrence moved, Hermsen seconded that the minutes of June 169 1959 and special meetings be approved as mailed. Motion carried. REQUESTS FROM AUDIENCE Matter of the Lake Bay Court improvement district brought up for discussion After discussion pro and con on the matter and determining the street would be 32 feet in width DeBellis moved, Lawrence seconded that the council initiate the improvement district from the SP right of way to Sixth Street. Motion carried. Residents of Glenmorrie questioned about their right to use the City Swim. City Attorney advised the pool is for resident children of the City of Oswego only, by deed and lease restrictions. No admission can be charged for entrance to allow outside use. Residents of FERNCREST Plat questioned about annexation. They wanted to know some of the charges involved and what they could expect in the way of water and sewer facilities. CITY AT70RNEY o L. Eugene Crampton Public Hearing on IfD #43 s WILBUR State to Furnace continued from June 16 meeting held. Written remonstrances on file with the Recorder represented 34019% of abutting property owners. No verbal remonstrances from the floor. Presented resolution calling for bids on August 4, 1939. Hermsen moved. DeBellis seconded that same be approved. Motion carried. Presented the Bill of Sale to Portland'General Electric Company covering poles which they desire to purchase from the City. Authorization needed for Mayor and Recorder to execute papers. Laurence moved, DeBellis seconded that the mattes be referred to Holden for discussion with PGE as it was felt there was a possi- bility a better financial arrangement could be made. Motion approved. Public Hearing held on York Road Vacation. No written remonstrances on file with the Recorder and no verbal ones from the floor. ORDINANCE NO. 626 - AN ORDINANCE PROVIDING FOR THE VACATION OF A PORTION OF YORK ROAD AND DECLARING AN EMERGENCY m read first time in its entirety. After discussion DeBellis moved, Laurence seconded that the ordinance be read second time by title only. Motion approved unanimously. Read second time by title only. On roll call vote ordinance unanimously approved. Public Hearing held on Chandler Road Annexation parcel No. 1 and No. 2. No written remonstrances on file with the Recorder and no verbal ones from the floor. ORDINANCE NO. 625 o AN ORDINANCE ANNEXING TO THE CITY OF OSWEGO CERTAIN LAND CONTICUCUS TO THE CITY OF OSWEGO�, BEING IN FOREST HILLS ADDITION, AND DECLARING AN EMERGENCY - read first time in its entirety. After discussion Hermsen moved, Rogers seconded that the Ordinance be read second time by title only. Motion approved unanimously. Ordinance read second time by title only. No written remonstrances on file with the Recorder and no verbal ones from the floor. Resolution presented calling for bids on the work to be opened at Council meeting August 49-1959. Lawrence movedS Holden seconded that same be approved. Motion carried. ORDI14ANCE NO. 627 - AN ORDINANCE AMENDING ORDINANCE NO. 406 AS AMENDED BY ORDINANCE NO. 5029 AS AN -ENDED BY ORDINANCE NO. 6059 RELATING TO AND GOVERNING THE OPERATION OF THE OSWEGO WATER SYSTEMS INCREASING THE RATES TO BE CHARGED FOR WATER AND FOR CONNECTIONS AND DECLARING AN EMERGENCY - read first time in its entirety. After discussion Lawrence smovedS Holden seconded that the ordinance be read second time by title only. Motion approved unanimously. Read second time by title only. On roll call vote Ordinance unanimously approved. CITY ENGINEER - Ray N. Cruden Request for street improvement on First between B and C presented. Impossible to secure 60% of property owners dura to property owned by Safeway and Pacific Tel. Tel. Co. who will neither endorse nor remonstrate on improvement districts. DeBellis moved9 Hermsen seconded that the council initiate the improvement district. Motion carried. Resolution No. l on I/D,#48 FIRST STREET B to C presented. Filing of Engineer's Report set for 30 days from July 79 1959. DeBellis moved9 Rogers seconded that same be approved. Motion carried. Resolution No. 1 on I/D #46 IRON MT. Chandler to Country Club presented. DeBellis moved9 Lawrence seconded that save be approved. Motion carried. ® Resolution No. 2 on I/D #45 HEMLOCK Cornell to Bickner presented setting date of August 49-1959 for public hearing. DeBellis moved9 Holden seconded that same be approved. Motion carried. MISCELLANEOUS None. FINANCE 8 PERSONNEL m Dr. Stanley - Presented to the Council salary changes as per attached exhibit A. DeBellis stated it was his understanding that no salary step increases were to be allowed Inasmuch as the budget covered only an across the board cost of living increase of 5% to city employees. Stated he had employees in his department that merited step increases if these were granted. Advised to present requests to Personnel Committee for consideration. Stanley movedS Lawrence seconded that changes as per exhibit A be granted. Motion carried. Stanley moved9 Lawrence seconded that David Kenneth Mitchell be employed on a. temporary basis as of July 2. 1959 - permanent basis July 79 1959 at $314.21 per month and Roland Eugene Davidson be employed on permanent basis July 219 1959 at $319.73 per month. Motion carried. FIRE o James E.
