Moved by Rogers, seconded by Bender that Water Committee be authorized to purchase necessary tap and dye set for approximately $100.00. Motion carried. Mr. Papulski moved that all tracings that are now in possession of city be brought up to;date (cost approx. $35.00), and that two copies of blueprints be made: one in binder form for Recorder's office, and on in print form for Water Dept. Motion seconded by Hughes and carried unanimously. Mr. Papulski moved that items 1, 2, 3 and 4 of Mr. Dorner's proposal for fee in- crease be accepted. (Copy of letter attached). Seconded by Worthington and carried unanimously. Moved by Bender, seconded by Papulski that matter of dog license moneys be re- ferred to Police Committee -- recommendations to be made at next council meeting. Motion carried. Moved by Rogers, seconded by Hughes that School Board of Dist. #47 be notified in writing that council accepts their offer to sell athletic field for $17,638.00 (as set forth in their letter of Feb. 14th), contingent upon the approval of the people at the Public Budget Hearing to be held the latter part of June. Motion carried. *I Police Department and Fire Department reports read and approved. Moved by Bender, seconded by Rogers that the Sweeper Service be retained to clean the business district streets at a monthly charge of $100.00 per month. Cost to be charged to Street Department. Motion carried. Ordinance No. 439, restricting number ofcabs in Oswego, was read for first time and read for second time by title only. Moved by Wilson, seconded by Hughes that ordinance be adopted as read. Passed unanimously. Mr. Dorner presented plans for the Park Bridge. Moved by Bender, seconded by Hughes that Chief Montgomery be allowed $10.00 dues for State and National Associations of Fire Chiefs. Motion carried. Mayor and City Council City of Oswego Oswego, Oregon 715 Dekum Building Portland 4) Oregon Gentlemen: In accordance with our agreement., concerning my status as City Engineer for the City of Oswe . go, Oregon, as established by Reso- lution and mutual understanding at a council meeting on the 3 March, 1949, certain rates and fee schedules were adopted as satisfactory to both parties at that time. Since then, almost three years, the cost of doing business has materially increased,, approximately in an amount of 15 to 20 per cent. In addition, the per cent of my time in attendanc.e,to council meetings, without pay, related to the hours spent on cost plus projects has been 8.5% for 1949, 26% for 1950 and 47% for 1951# in view of these facts, I propose to the Council for its con sideration, a new fee schedule to be effective on the 1 March 1952, which schedule is as follows: (1) A flat hourly rate,, with nopercentagefor overhead, in the.a*mount of Four ($4.00) Dollars -per hour for my time. 2) Other direct charges, such as blue printing., mimeographing, title reports, etc., to be paid at actual cost. (3) '*On payroll, other than myself, the actual hourly rate paid plus 15% to cover and compensate for taxes,, insurance, holidays, sick leave$ and vacations, (4) A flat Jetining fee of Twe,t( Fiye,4 �,00her month, to cover J sun _c r attendance to,c cil meeting:?, arious an sun ry telephone calls, etc., with no.deduction to this fee regardless of quantity of,work during the month.
