Minutes of previous meeting read and approved. In response to the request of Mr. Abe Miller, principal of Oswego elementary schools., and Lee Stidd, representing Oswego -Parents Association, the Council agreed to assist financially in developing a playground for the summer months for,children from 8 to 12 years of age.- Moved by Papulski-that $500.00 be' allowed for this purpose out of Recreational Lots.Funds (Maint. & Improve- .ments.-- and set into Salaries). Motion seconded by Hughes, and passed unanimously. Mayor Needham appointed Mr. Papulski to represent the council on.a..committee.to-be formed for this playground program. Moved by Wilson, seconded by Papulski that Joe Nemec be allowed a single - party telephone line. Passed unanimously. Moved by Wilson, seconded by Hughes that Dell Hinson, building inspector, be given authority to issue building permit to Floyd Bender to remodel his building on "A" Ave. adjoining Niles Motor Co. On roll call Papulski, Needham, Hughes and Wilson votes "yes". Motion carried. Moved by Papulski that city attorney be instructed to draw up an Ordinance providing that it.shall be unlawful to smoke in the auditdrium of any theater and to prohibit any owner or operator from willfully permitting smoking in the audit6rium of a theater, and that a notice to this effect shall be posted in a conspicuous place in the theater. Seconded by Hughes. Passed unanimously. Recorder was instructed to write letter to County Court requesting that corner at Market Road No. 31 and "C" Avenue be "daylighted", since it is a dangerous traffic hazzard in its present condition. Ordinance No. 440 amending No.331, providing procedures and regulations per- taining to building permits, and the collection of fees for water and sewer connections and business license for contractors be collected before building permit can be issued, was read for first time, and read second time by title only. Moved by Bender, seconded by Hughes that the ordinance be adopted as read. Passed unanimously. Matter of adopting the "Uniform Building Code" was discussed, but tabled for further study. Moved by Bender that city attorney be instructed and authorized to offer $17,000 for Myers property. Seconded by. Papulski and passed unanimously. Moved by Wilson that Council go on record in favor of obtaining Myers property in its entirety, and if it cannot be bought-- by condemnation. Moved by Hughes, seconded by Papulski that Fire Chief Montgomery be sent to Fire Chiefs' Association meeting at Medford May 26, 27 and 28th. Passed unanimously. Moved by Bender, seconded by Wilson that Water Dept. be authorized to purchase necessary booster pumps. Passed unanimously. Reports from Fire and Police Departments read and approvede it was decided that the office of the Water System and Recorder be closed Saturday forenoon, May 31st. Moved by Hughes, seconded by Bender that the Recorder be instructed to issue warrants to cover.the bills for April.as approved by the Finance Committee. .Passed unanimou6ly.
