Water "Committee.reported that the expense.involved.in washing out the 10th St.
well with calginon would not be justified.
City Attorney was asked to write letter to Mr.._'Baldock of the.Oregon State High-
way Commission asking -for an audience for members of the council at one'of 'their
meetings.'in the near future to discuss.possible improvements on South State Street
`(State Highway).
Moved by;.Rogers,.seconded, by.Stidd,that. city attorney be irist'ructed to..check into
the procedure of transferring Sign Code from the'Zoning Ordinance to the Building
Code Ordinance, and report at next.meeting. Passed unanimously.
Letter will be written to State.Sanitary Authority advising them of progress made
and present status of the proposed Sewage Treatment Plant.
Moved by Stidd, seconded by Wilson that Ord. 449 be 'adopted"as redd. Passed
unanimously.
Moved by Stidd,, seconded, by Hughes `.that the following•'Re.soiAi6n be adopted:
"Resolved that',the `City of',Oswego accept. and execute an agreement ;with
Pjdj7 F. Murphy, Inc. as'showna cop thereof attached to' these
minutes" .

for public Bearing in connection with the proposed annexation be adopted as read.
Passed unanimously.
City Attorney , reported that the owner's .of' Lot 'l3, Bl.: `21, . First 'Add. to 'Oswego
are Charles and Barbara L. Herrall, 2733 NE 72nd Ave.,'Portland 13, Oregon: This
is the property adjacent t6 the 10th St: Pump house which the city would like to
acquire. ,
City Recorder was instructed to advise Mr. David King that no refund would be made
for the"time'he.has paid a 50� charge in.addition to his water bill as compensa-
tion to the City'for fire protection to his property on•SW'Riverside Drive. No
further charge will be made, however, since .this property is now included in the
.Riverdale Fire District, with whom City has entered into contract.
Moved by Hughes, seconded by Stidd that Liquor License be approved for. Helen F.
Zimmerman, Adm. (Oswego Tavern), Passed unanimously.
Moved by Rogers, seconded by Wilson that City Recorder advertise for bids for
gasoline, stove oil furnabet oil': rrequemntsrfor>trheaf'.`1953• Passed
unanimously.

Moved by Hughes, seconded by Rogers that Alfred Allen be accpfted as Volunteer
fireman. Passed unanimously.
Moved by Hughes, seconded by Worthington that Fire Chief Montgomery be given a
$10.00 monthly salary increase as of Dec. 16, 1952. Worthington, Hughes, Wilson
and Stidd voted -"Yes". Needham and Rogers did not vote.
Police report was read and approved.
Moved.by Worthington, seconded by Rogers that Recorder be instructed to issue
warrants to cover bills for November as approved by the Finance Committee. Passed
unanimously.
Moved by Stidd, seconded by WilsonAthat the following Resolution be adopted:
"Whereas, Charles D. Needham has with honor and moral integrity served
the City of Oswego for the past four years as its Mayor, and for two
years prior thereto as a Councilman, which said service has been prompted
by a deep sense of civic responsibility and is of inestimable value to
the City's welfare during its recent years of rapid development, and
Whereas, Eugene Worthington has served the City of Oswego.as a
Councilman for approximately thirty years, striving always to truly
represent the citizens of the City in the deliberations and decisions
of the Council, now therefore,
BE IT RESOLVED That the City of Oswego does hereby express to
Charles D. Needham and Eugene Worthington its appreciation for their
unselfish service to the City and their contribution to its development
and welfare, and
BE IT -FURTHER RESOLVED that, as these men leave their respective
positions on the Council of the City of Oswego.;• it is the hope of their
fellow citizens that they may continue their interest in civic matters,
and that they may enjoy the fruits of'a task well done.
BE IT FURTHER RESOLVED That a copy of this resolution be spread
upon the minutes of the Council of the City of Oswego, a copy thereof
delivered to Charles D. Needham and Eugene Worthington and a copy thereof
be delivered to each of the. Oswego newspapers.

Mr. Needham and Mr. Worthington thanked the Council for their expression of
appreciation and wished success to those continuing their terms of office as
well as the new councilmen taking office the first of the year.
