McIntyre, City Manager FROM: Brant Williams, Director of Capital Projects SUBJECT: City Council Study Session Report on the West End Building Decision Process DATE: February 5, 2009 ACTION At its February 10 study session, City Council will begin its discussions of the West End Building Decision Process. The purpose of this initial study session is to review the information gathered this past year about the condition of key City facilities and potential uses for the West End Building. INTRODUCTION/BACKGROUND The West End Building was originally purchased in 2006 as an opportunity for a future community center for the City. A conceptual plan for a community center was subsequently developed by a citizen steering committee. However, community concern for both the purchase of the property and the community center resulted in ballot measures about the property at the November 2007 and May 2008 elections. Following these elections, City Council decided to take a broader look at possible options for the property particularly how the property might be used to provide public services. The goal was to determine future public uses for the property that could be supported by the community. If none, the option of selling the property would then be considered. In July, the Council approved a work plan for moving forward with this process. It was titled the West End Building Decision Process. As part of this work plan, staff was charged with developing information about the West End Building and other key City facilities and services. A major component of the work plan was to make this information available to the public and to provide for citizen input about options for these buildings. Over the past six months, much of the information called for in the work plan has been gathered and made available through a series of interim reports and materials. These have been compiled into one document titled West End Building Council Report February 5, 2009 Page 2 Decision Process Report, Background Information which is included in the City Council packet. DISCUSSION The West End Building Decision Process Report reviews all studies, materials and public outreach that have taken place over the past six months. It also contains an Alternatives Analysis of the West End Building and other key City facilities, including City Hall, the Public Library, Maintenance Services Building, South Shore Fire Station and the Adult Community Center. As part of the Analysis, each facility is reviewed with respect to the following areas: Building Condition, Space Program Needs, Facility Options and Forecasted Costs, and Public Opinion Research Results. ALTERNATIVES & FISCAL IMPACT The various options, including corresponding planning level cost information, are listed in the Alternatives Analysis section of the Summary Report. This is followed by a section on possible financing options. RECOMMENDATION This initial study session on the West End Building Decision Process is for information and discussion purposes only. There is no staff recommendation at this time. However, the Summary Report does provide a list of possible next steps.
