The trimming of trees/limbs along major roadways. Every year,there are several electrical issues due to falling
broken limbs and trees.

I bring this up every year but it doesn't get addressed,and unfortunately the problem has only worsened with
time. Please put a ban on leaf blowers.They are used all year round, of course worst in times of good weather
when all of us would like to enjoy open windows and being outdoors. It is so unnecessary and highly polluting,
both to the air quality and to our ears. Many cities have done this, even Portland! Lake Oswego is behind the
ball.

What would you like to see the City Council consider in their 2025 goal setting session?*
More signage,striping,and lighting, as well as blinking lights,for pedestrian crosswalks. I have reached out
previously concerning 1st Street near Peets Coffee,about marking the pedestrian crosswalk area along with
additional lighting. i was told by a City employee(possibly Bill Youngblood?)that striping could be done, but
have yet to see it. (This was two years ago or longer.) Pedestrians do not use the crosswalk area but if marked
clearly,they might.Another area that needs improvement is the crosswalk near the Stafford Road round-a-
bout. It was foggy and slightly dark when a pedestrian entered the crosswalk and was nearly hit by a car. No
flashing light with a pedestrian sign, plus the shrubs in the median are a few feet tall,obscuring the view of the
pedestrian. Please do an audit of all pedestrian crosswalks and make improvements to prevent accidents. I
have lived here for 42 years and the population has doubled since that time. Let's keep our growing population
safe!

Same as my(unregarded) requests for goals every year: regulate the landscaping industry within LO.They
behave without regard to residents and the environment. Gas leaf blowers are the loudest and most polluting
offender. It's awful every day of the year(some reprieve on Sundays)and their unmitigated use has turned
Lake Oswego into a hellscape.The city should rename to Lake Osweblow, since apparently gas leaf blowers
are beyond reproach. Hoping Lake Oswego bans these devices, as the benefit is NOT worth the cost to
society. If any council members can't see(hear)this, perhaps they need to get out into the community once in
a while. I'm offended that this city leadership can't seem to prioritize children and residents over the need to
blow everything to dust year round without even accomplishing anything. Please DO SOMETHING

1. Please DO NOT move the library from the 4th street location.This is not supported by the community.
2. Please work to create a bike pathway on the existing trolley line,which would be used much more and
present a green transportation option into downtown Portland.
3. Please create a waterfront trail/linkage between Tryon Cove Park, Foothills Park and George Rodgers park,
so residents can take advantage of the beautiful Willamette River.

PLEASE ban the noisy gas-powered leaf-blowers by all citizens and private landscape companies in the city.
Maybe provide batteries and or charging stations at city hall to help with transition? Have electric blowers for
sale at discount?
Consider making Lake Oswego a low-light pollution city. Encourage or phase in requirements for landscape
lights to be motion activated systems?Our city and neighborhoods are over-lit.
Tucson could be a model.

Work on new library on west side.Where we live, near Lakeridge Junuir High, it is closer to both the Tigard and
Tualatin libraries than to Lake Oswego.

Changing parking regulations in First Addition. I have a one car garage at my home at 596 4th St and no
parking pad.My neighbor has 5 vehicles and a work truck and uses the area in front of my house to park and
store vehicles. My guests and service people can never park in front of my home.This seems"out of step"for
the area I live in and the price of my home. Post office employees and park visitors also park in all areas near
my home.

What would you like to see the City Council consider in their 2025 goal setting session?*
There are certain sections in the middle of Boones Ferry road which capture water runoff.These areas have
rusty metal edging and they are landscaped in a way that makes them look like weeds. I don't know that they
actually have weeds in them,just that the plantings look like this.
I think there is much opportunity for improvement to the image of this road. For example, maybe these catch
basins could be covered and then topped with planters which have more decorative landscaping.This would
maintain the water runoff and look nicer.
The second issue is that I would like the library to be open in the evenings. It used to be open until 9:00 and I
would go after dinner. I think all the other cities around us have libraries staying open until 8:00 on at least
some nights of the week but ours is never open past 7:00.

I ride a bike along state street usually from terwigler to McVay where I go up to south shore.
I would like to see a bike lane on state street or at least a sign that says"Share the road"
A lot of folks ride along state street. I am told you are not to ride on the sidewalk so we take our life in our hand
and use the street.
I have had many near misses and a lot of horn honking and the one finger salute.

The tree ordinance needs to be radically changed or we will end up being the city of stumps. I've watched
horror as the developers razed relatively new and well-kept homes plus at least 30 mature fir and cedar be
razed. It is curious that your ordinance almost seems to encourage them to cut them down. If you continue to
let them wreck havoc on our overstore,you should keep it the way it is, let them haul them away and sell them

1.)seperated from road sidewalks and seperated from road bikeways, using a new task force to identify a new
priority list of key connectors that would allow all areas of LO to safely access each other.The shoulder
improvements from 90's did not move the needle much and the old$99m list was not properly edited with a
view to streamline key connection routes to optimize extended travel from Downtown to Lake Grove to around
the lake.A loop around the whole lake that is truly safe/iron mountain to downtown and Lakegrove would be a
regional draw for recreators who would spend on local business.
2.)A more realistic look at managing dangerous trees and dead branches that the city owns that are
dangerous to others,guided by physics and risk, not just arborist estimations.
3.)A parks policy that encourages people to get out into their parks and honor their right to be there,
especially kids. So many natural areas without access or pedestrian connections
4.) recognize the learnings from lake grove school misteps internally,take accountability. Recognize the
valuable stakeholder ship that parents and young children hold in this community.We/they are the future of
this city and making it great for them now ensures LO will continue to be a desirable place for the next gen and
years from now.

Your odd for sent my message before I was done. Please add the following about your tree code to my original
message:
If you MADE THEM cut down the mature evergreens, haul them away and MADE THEM send the payment they
receive for the use of the city then I guarantee the number of trees they seem to have to cut down would
decrease radically. I grew up in a logging family. Cutting down 150 year-old Douglas fir and hauling them to a
lumber mill was very expensive 70 years ago. It is much expensive to harvest trees and transport them to mills
now than it was then. It is also much more profitable.These trees are an asset to the city and its citizens.Why
should developers profit from this asset?

What would you like to see the City Council consider in their 2025 goal setting session?*
I would like City Council to have a plan for dealing with the growing traffic impact on Stafford Road from the
LORAC, Rassekh Park,and potential housing development next to The Stafford.The roundabout at Rosemont
is already failing,and LOPR is trying to improve access to Luscher Farm. Clackamas County may not approve
new access if there is no plan for improving the roundabout.The situation is just going to get worse when work
starts on the roundabout at Childs Road. If the City considered traffic in approving these projects along
Stafford,the consideration was not adequate and users of Stafford Road are suffering the consequences.

What would you like to see the City Council consider in their 2025 goal setting session?*
The temperate rain forest(where we have chosen to live)is one of the best carbon sinks on the planet.A free
action we can take is leaving our trees alone,especially the mature trees.There is reproducible evidence that
Douglas fir trees don't get to their highest rate of carbon sequestration until age 100-120 years old.You've got
your urban forest report. Please consider changing our code to include moving the type 2 tree removal
application into the preapp where development is being considered; in future when LIDAR is being used only
consider above 30 feet comparisons(below that is shrubs not trees); reformulate the mitigation tree list to
remove weed species/allow only native big trees to mitigate for removal of a native big tree/let certified
arborists decide what are appropriate species for our eco zone given the climate crisis; disallow clear cutting
lots for zero lot line development; mandate more trees in the highest density housing (our poorest neighbors
are disproportionately affected by heat island effect); and rewrite the tree removal code with some legal teeth.
The code is so vague that a law student could argue that their is no legal protection for any tree in the city.
The climate crisis is our number one public health concern.We don't fix it, nothing else matters, because we'll
be extinct. Please protect our trees for your children and grandchildren.

I love the community activities and recreation that the City sponsors. I would like to see that continue and
expand. I like community activities like cultural events,tree lighting,gnome search,etc. I would like to see

What would you like to see the City Council consider in their 2025 goal setting session?*
Hello Council Members;
A few items of importance are;
Continued housing for lower/middle class while keeping the Lake Oswego green tree canopy. Climate change
is making for warmer temperatures and the big firs and lovely old oaks provide needed cooling at zero cost to
humans. I worry that we are cutting down big trees,thinking we can replace with new growth, not taking into
account how long it takes for trees to grow. Other countries(Japan, Singapore, Korea) have made big strides
in working really hard to keep the native tree canopy in suburban areas, along with new builds. I do not believe
that we need to choose between development or trees/nature-there can be plans to include both and this city

Now that the lake is public, I'd love to see walking trails and amenities that make it easier for pedestrians to

Lake Oswego is often perceived as an overly affluent, privileged, and exclusive community within the greater
Portland area.While there's work to be done in terms of diversity, I'd love to see efforts focused on marketing

Our city is home to working-class families and residents from diverse backgrounds who contribute to its

Pickleball is the fastest growing sport in the US and there are more weekly pickleball players in Lake Oswego
than tennis players.
There are 23 public tennis courts in Lake oswego and yet no pickleball courts. Please note that 12 pickleball
courts cost the same as 4 tennis courts.The Lake Oswego pickleball site task force estimated the cost of
adding courts at the large dog park at Hazelia would only cost$850,000 to install.

Please please pickleball courts! It is a fast growing sport,social and for all ages! If you don't like the noise-
require OWL or quiet paddles-Orange County does and it works. Many companies make them now.
You can also put some courts by the new rec center-or lusher farms area where noise from the paddles is not
as much of an issue.Tualatin park does such a great job with pickleball,the noise has not been an issue and it
brings people together. It is a life sport for all ages.

I believe that the Council should do a traffic study in the First Addition neighborhood. Every day I see drivers
speeding up D and E Avenues, likely as cut-through between 43 and Country Club.They often don't stop at
the stop signs. Drivers frequently park on the wrong side of the street in this neighborhood.There are also
many cars parked on the public streets with outdated registration stickers. I'd love to see the LOPD come
through the neighborhood some day and issue citations.
Also, it's time to address the"six corners"intersection at Country Club and Iron Mountain. It's so frustrating to
go through there,at all times of day and night. It should be pared down to a 4-way intersection.There is no
other 6-way intersection in the entire state, and for good reason.
Finally,the LO tree code really needs to be addressed. It's offensive that developers can simply get to the
point of not wanting to change their building plans, and the city will allow an entire block to be clear cut of all
existing trees. If you want to call LO"Tree City"then change the code to have some real restrictions.
Otherwise,what is the point of a tree code if it can be so blatantly ignored?Thank you.

I would like the City Council to consider finding ways to reduce cut-through traffic in First Addition. In the 8
years that I've lived here,traffic along D Avenue has increased dramatically.As population in our region
increases and as more and more people discover this shortcut to and from Country Club Road and Macadam
Avenue,traffic will only increase further.We now how all-day traffic. It's not always like rush hour but it's
constant and extends past midnight.You'd be surprised how many cars use D at 3:00am.Traffic enforcement
of some kind would be nice as well.The number of illegally parked cars,expired license plates and long-term
usage of public right of ways is impressive. Speed bumps between 4th and 5th and 5th and 6th could keep
traffic speeds to something approaching the speed limit. I'd also suggest that it's time to install a sidewalk on E
Avenue.As a resident, I can tell you that First Addition is not really walkable as pedestrians must constantly
yield to automobile traffic.A sidewalk along E would help immensely. Finally,we should look at revising the 6-
way intersection at A Avenue and Country Club road.This provides easy access into First Addition by non-
neighborhood traffic and really is unnecessary.And please reopen the golf course.Thank you for your

Pickleball has a physical and social benefit that brings people together in a way no other sport does. I'd like
our city to follow through with its commitment to providing an active healthy place for all ages to enjoy. I
suspect Lake Oswego is one of the few communities who have not engaged in listening and responding to
requests for access to this community activity. it's lovely to have the new community pool and improved 9 hole
golf course, but let's keep going,
If a council member has not tried pickleball, I encourage them to learn the basics. I guarantee, laughter will be
one of the great outcomes.The happy endorphins simply emerge.A person can be terrible at the sport or very
skilled. Regardless, everyone who has played feels welcomed. Give it a try and you'll see just his beneficial the
sport is for the community.All ages play. Families play together. New friendships are made.There are no
boundaries as everyone can join in.
Please make it happen in 2025.The return of the City investment will be tremendous.

Let me first begin by saying our neighborhood is not unknown-it is River Run.
I would urge the Council to really focus on maintaining existing infrastructure. For example,our communities
roads are falling into further disrepair. I see this while walking, bicycling, and driving throughout the community.
We really need to due better job maintaining our roads for all modes. It is more than a little spilled coffee, it will
become a huge financial burden if we are rebuilding our roads rather than having a robust pavement
management system. I recommend augmenting state gas tax and street fee dollars with general fund dollars.
Our household holds in the Parks Department in high regard and we need to maintain our existing parks with
the same rigor as we are building the new community center.

vocal, substantial, and growing opposition to our city's inaction or grossly insufficient action with respect to
these environmental issues. Councilor Rapf may call these people"loud,"as he suggested in a recent city
council meeting-but remember, please,that abolitionists and suffragists were"loud,"too.And today, it is self-
evident they were right. So too in time will tree activists and those who want gas blowers banned prove to be
right.
2. Goal 1 of the Comprehensive Plan is"citizen involvement."Not lip service to citizen involvement, but
meaningful citizen involvement.The reason for this is because citizens provide a necessary check-and-
balance to development interests. Gov. McCall, in ushering through the Comp Plan in 1973, knew local
governments tend to be strongly influenced by narrow fiscal interests and, if unchecked,will act with reckless
disregard for our precious environment and in so doing ruin what makes Oregon so incredibly beautiful and
special.The second thing I ask,then, is for city council to meaningfully allow citizens to participate in policy and
practice with respect to environmental issues,thereby allowing the checks-and-balance system to work.

Mayor and council have deprived the L.O.community of a great asset by caving in to a handful of"vocal"
residents who complained. Feel as though the council paid'lip service'to finding alternate locations yet have
delivered nothing satisfactory. Most likely was done to pacify the Pickleball community rather actually seek
legitimate solutions. Council has taken us'backwards': L.O. had previously been a nation-wide Leader in
Community Development+Parks&Rec usage through Pickleball and now is in the Stone Ages.Tualatin and
Tigard outshine us. SHAME.

Establishing a Pickleball venue-also I think that since your City Council members(I believe it was Rachel
Verdick at a meeting I attended)stated that pickleball players should go elsewhere to other cities with pickleball
facilities,you should be helping fund your choice to send us elsewhere until you can come up with a year-
round solution. I think you should start by offering money to West Linn Pickleball Club to help them,or to City
of West Linn since they are hosting so many of the Lake Oswego pickleball refugees.You chose to send us to
them without thought for how it might overburden them.They have welcomed us and they clearly planned well
since they have two nice facilities. I also want to suggest that you might want to convert the tennis courts at
George Rogers to multi use(perhaps add some basketball hoops and lines),since they are barely used. I take
my grandkids to the playground, and the courts are usually empty(a Pyrrhic victory since you basically have
given Old Town their own private tennis courts).

When George Roger park had active Pickleball it was rated one of the busiest sites in the USA based on
reservations via PlayTime Scheduler. LO Pickleball Club had over 300 members and a very active/engaged
player community. I made several friends and acquaintances playing at George Rogers.When George Rogers
closed the LO Pickleball group fractured. I continue to play at multiple sites but the group was fractured and
has lost the feeling of community that we had.
I have watched as LO Parks&Rec shares their plans and priorities. I have noted that there is a specific
absence of any focus on re-establishing a dedicated Pickleball site in LO. Pickleball is a sport that appeals to
young and old. It is an excellent way for older LO residents to stay active and engaged. It is a rapidly growing
sport that other local communities are making part of the Rec. priorities. I would like to see LO do the same.

Rogers park were transformed back to Tennis courts last year.There were hundreds of pickleball players

1.)Outdoor pickleball courts! My wife and I(and our kids when home for summer breaks)loved the George
Rogers courts before they were removed. It's a fantastic sport that people from all ages can participate in.
Build them up by the new Swim Center?At Iron Mountain City Park? Maybe Foothills?Or even at that park off
Atwater?
2.)Convert the 6-way intersection coming into town into a round about! We live off Iron Mountain on the
country club side and turning left onto Country Club from our street is a comedy of errors.You could close off
2-3 of the access points(even our Iron Mountain side would be fine to close off).That intersection is huge,
plenty of space and the perfect spot for a round about.And you could landscape and sign it in such a way it
would be a great entrance into the city.

4) Move forward on plans to build a new library and community center in Lake Grove.The old library has

Please find a solution for Pickleball in LO.The loss of the courts at George Rogers is a travesty. It's really
disappointing that the greatest example of community I have seen in LO was cancelled by the city. I went from
playing/exercising 5 days a week to not at all. I can image the negative health implications have been a
consistent theme among former members. I'm still very disappointed in this failure to support the greater
good...500+pickleball members vs a handful of neighbors.We needed a replacement solution asap and it's
an embarrassment to our city that we still don't have one.

I was one of the many who loved and valued George Rogers Pickleball. LO needs at least 8 dedicated
pickleball courts.We have lived in LO since 1997 when my husband went to work for Nike, I coached LO High
School Girls Tennis for 9 years.And played tennis at MT Park Racket Club for many years.We've met
wonderful people thruout our time here but honestly the variety of people and age groups that I met during
sessions at GR was wonderful.The social benefits almost out weighed the physical benefits. I attended most all
of the meetings regarding closing GR so I'm aware of the space, location and cost issues. BUT a community
such as ours deserves a facility that includes all of our residents young and old. Pickleball does just that!!!

I am very frustrated with the decibels and air pollution being spewed from the yards of many of my neighbors
who hire landscaping companies to tend to their yards.
Almost every day and/or several times a day I am blasted with noise and fumes from gas leaf blowers. Even
when inside my house.When the windows are open I hear blowers from all directions and I can smell carbon
monoxide filtering into my house.
I know that many cities around the country are hearing these complaints.
I'm hoping that you can find a way to make our neighborhoods safe,quiet places to live.

The availability of public pickleball courts that are regularly maintained,year'round,with permanent nets,and
the ability to have times reserved for different organized groups and skill levels.Also, consider that pickleball is
a very popular sport and is especially good for older people(say over 50 yrs old). Since it's so popular, please
consider accommodating the public with a reasonable number of courts(at least 6-8). Please consider the use
of existing facilities already under the control of the city; otherwise, it will take many years and more dollars to
set up any pickleball courts,to answer the current demand of those interested, but have had to go outside of
LO.Also, please base your review of pickleball courts on substantiated facts by qualified entities in order to
show transparency in decision-making.

1. I would like to see dedicated Bike Boulevards as found throughout Portland. Bike riding along Boones Ferry
is a death trap even with the marked bike lanes,there are too many egresses and it doesn't feel like traffic has
calmed down with the new medians in place.
2. Bike access via the train tracks to Sellwood/Portland. I asked Joe Buck the 1st time he ran for Mayor and he
said he was very interested in that possibility. Is there an update?
3. Not interested in Pickleball venues because noise and traffic are a nuisance.
4. Keep Lake Grove Elementary School open.
5. Have a noise ordinance that is codified and enforced.The noise from commercial garbage pickup along
Boones Ferry corridor which abuts residential neighborhoods along Upper Drive is bonkers before 6am and
often begins as early as 4am in the morning. Calls to Zupans,Waste Services and the City asking if they could
have a later start time have gone no where.Whenever there is a new business lot developed we have asked
that trash dumpster location NOT abut the neighborhood, please put it on the business side. Once again,
requests unheeded.
6.Where are we on the gas powered leaf blowers? I think there is something restricting there use 2025 or
2026? I used a meter and my neighbor's landscape service(2 men going down the length of the driveway 100
ft long)clocked in at over 100 dBs.

I attended two contentious neighborhood City Council meetings that resulted in the closing of the George
Rogers venue and prevented another from being converted. I left the second meeting disheartened but
somewhat optimistic by your final comments promising to prioritize location/funding for courts for our scores of
local players.
In the more than 1-2 years since then, I've seen our impressive LORAC structure take shape and the
installation of the new skatepark/multipurpose field. Sadly though,still no promises filled for us. In the
meantime,we're relegated to either travel to Tualatin or Wilsonville or pay up to use monitized facilities in
Beaverton or Clackamas.While the Rolling Hills Church has 4 indoor designated courts,they have a wait in list
a mile long (demonstrating our local demand).

It was such a shame that the pickleball facility was closed at George Rogers Park. It brought joy and an
opportunity for community building for people living in and outside Lake Oswego.With the closure, my heart
went out to some of the older citizens in our community,who lost the opportunity for fitness, mental health, and
friendship. Relocating to other communities in the surrounding area is not the same,especially for our older
population.The City Council must have known that possibly moving to West Lake would not have support from
neighbors in that area.As you know,the demand is huge and is growing. Pickleball in our community must
happen.We all understand the noise issue. Some thoughts-Lusher,Waluga,the new pool area off
Stafford I am confident our City Council and other members of our community involved in this process have
been doing a lot of research on locations that will accommodate the demand, and build a facility where prior

PICKLEBALLI I I I I I It's absolutely insane that LO does not have dedicated pickleball courts.There are at least
10 school grounds that could have courts on them that would be available for play when school is not in
session.We won't mention a tennis center that could easily have a few courts and a new rec center.We built a
skate park for the 30 people in town who use it who have to be able bodied but we don't have courts that
people of all ages and abilities can use. It's honestly shameful for a city that prides itself on being friendly and
welcoming to senior citizens that we don't accommodate the sport that so many can play.

departments, city-wide.

Would love to see dedicated pickelball courts. I live by Westlake Park and walk my dog there all of the time.
There are tennis courts sitting empty 98%of the time.This seems like a perfect spot to convert an existing
court from tennis to pickelball.
If the tennis courts were used, I would understand not wanting to convert them, but they are barely used. If we
could convert existing, under-used tennis courts to pickelball courts,that would be a great first step.

I would love indoor Pickleball courts for the winter and Outdoor as long as they aren't close to any homes.
Pickle ball is something just about anyone can do,even whole families and Grandparents. Is it possible to have
courts inside the new Aquatic center Building or on the property? I also strongly recommend that LO residents
pay a lower fee or no fee to play and non-residents pay a fee.You can distinguish between to two by viewing a
drivers license.

An outdoor pickleball complex of 6-8 courts.Traveling to surrounding cities to play on their venues is time
consuming and reservations are hard come by. Plus,there is not the same sense of community that we had

I'd like to thank everyone on the Council for working to keep Lake Oswego a wonderful place to live.
As you focus on the future, please support the library.This is a fundamental building block of society. BUT--
please do not create a second library. For a community our size,that's a waste of precious money to have to
maintain and staff two facilities. If the current library is not adequate, it will require some hard decisions, but
maintaining two separate locations is not a wise way to spend our tax dollars.
For livability, please allocate resources to keep graffiti out of our city. Portland looks like a third world county
now with so much vandalism visible from every major road.This is not art. It's vandalism. Please respond to
graffiti immediately and do not allow criminals to deface our neighborhoods. So far, I've seen very quick
response when I've reported graffiti at Nansen Summit.

Luscher Farm new State Parks overlay is implemented.Also need to add the additional traffic coming to the
"Hazelia Living"development at the C-3 church, currently 54 new units.(old elks lodge property) next to
skatepark. FYI-Clackamas Co. Commissioners in Oct. pass their new Long Term Transportation Improvement

Please prioritize two issues in 2025.
1) Use all influence and mechanisms at hand to maintain Lake Grove School and LO Library in current
locations. Resist efforts by developers and School Board persuasion regarding creating a revenue source out
of the school and making a new, unnecesary building for our wonderful(though retro-fit-suitable) library.
2) Make quieter, cleaner, healthier yard care a TOP priority for the City Council by exploring incentives for
residents for less-manicured and more earth-friendly gardens and lawns. Reluctance to impose a ban need
not limit the City from normalizing a different aesthetic by further education, publicity and promotion of
landscaping methods that rely less on GPLE and foster safer lives for our contracted workers, residents,
animals and soils.
I loved seeing how LO leads in so many ways and chose to purchase my home here. I'd love to see LO bring in
the new, sustainable ways to enjoy beauty. I laud the City for adopting these practices on City property and
look forward to this same courage making LO neighborhoods walkable and breathable by taking action now.

Continue to monitor extreme weather events due to the ongoing climate crisis, and to review and/or modify
existing codes, ordinances, etc.to protect L.O. citizens and their property. Climate scientists are now
witnessing their predictions coming true with each violent hurricane,tornado,fire, and abnormal wind storm
(which we experienced last January). It is becoming very clear that Mother Nature is not going to adapt to local
government codes, etc. Rather, local government is going to have to adapt to Mother Nature and what she has
in store for us now and in the future. It is hoped that the Council moving forward will consider further mitigation
efforts to protect our citizens and their property as these extreme weather events continue.Thank you!

also disturb natural habitats for small creatures and scare other animals.They stir up all kinds of dust and

My husband and I are both avid pickleball players and would VERY MUCH like to have a dedicated pickleball
venue here in Lake Oswego!! We have lived here for 35 years and absolutely love our city! We have been
disappointed to see all of our pickleball options disappear.That new area where the skate park was built would
be the perfect place for some outdoor courts since there are no neighborhoods close by.
Please please make this a priority since there are SO many people interested in this wonderful sport!

Vision
Respond to Racism envisions a Lake Oswego and Oregon where racial equity is achieved, and all residents
feel valued, respected,and empowered regardless of their race or ethnicity.
Problem Statement
Despite progress in many areas, racism persists in Lake Oswego and Oregon, manifesting in various forms
such as systemic discrimination, implicit bias, and racial disparities in opportunities and outcomes.This
perpetuates a cycle of inequality, marginalization,and injustice that undermines the well-being and cohesion of
the community.
Specifically,community members of color who come to RtR events continue to report being subject to constant
microaggressions and having a lack of spaces to safely gather and build community with each other,with the
few that exist facing hostility from white community members and lack of tangible support from Lake Oswego
institutions.While the City of Lake Oswego's current DEI goals provide a baseline for recognizing DEI as a City
value,they don't address these deeper issues facing communities of color in LO.The current City goals for
DEI read as follows:
"Continue efforts related to DEI, including: prioritize equity in the delivery of city services;formalize a
translation and interpretation policy;explore a partnership with LOSD to host an annual event welcoming new
residents to the city; and provide information on how to engage and ways to access services and programs."
Solution
Respond to Racism proposes updating the City's DEI goals to include:
1) Develop an antiracism action plan guided by the priorities identified in a survey of Lake Oswego community
members of color. In order to better serve communities of color,the City of Lake Oswego needs more data on
these community members'experiences, priorities and quality of life.At the present moment, discussions on
progress,especially regarding antiracism, are almost exclusively anecdotal and guided disproportionately by
public figures.Working with community partners like Respond to Racism and utilizing the model of reports like
the Coalition of Community of Color's Cultivating Belonging in Clackamas County,for which the City of Lake
Oswego provided funding support,the City can address this data gap and inform its antiracism practices from
a community-centered approach.
2)Create a designated multicultural space in a City of Lake Oswego facility for shared use by organizations
serving community members of color. Ray Oldenburg's book Celebrating the Third Place: Inspiring Stories
about the"Great Good Places" (2002)described the concept of third spaces-places that allow for people to

Conversations with Lake Oswego's BIPOC community members since the beginning of Respond to Racism
inform our conclusion that third spaces for these communities are not readily available in our area.A recent
research justice study completed by the Coalition of Communities of Color in 2024, Cultivating Belonging in
Clackamas County, (available at https://www.coalitioncommunitiescolor.org/cultivatingbelonging)came to the
same conclusion-there is a lack of spaces in Clackamas County for BIPOC communities to share histories,
experiences,and desires for the future and more opportunities are needed to build long-term partnerships with
institutions that can support cultural events. Designating a shared multicultural space in a City facility(i.e.the
Library or new Recreation Center)where community based organizations can hold space for communities of
color would go a long way towards intentionally creating the missing third space for the BIPOC community in
Lake Oswego.The outcome of this work will be a better connected and supported community that can
advocate for system changes.
3) Provide and widely publicize community education on microaggressions, including through community
events, publicly available education materials and other public-facing City communications. One of the most
consistent obstacles to mental wellbeing and general quality of life that community members of color report to
RtR is being subject to constant microaggressions,which are defined as indirect, subtle, or unintentional acts
of discrimination against members of a marginalized group(Oxford Dictionary). For example, City Council
member Massene Mboup recently commented during a recent City Council Candidate Forum that he is often
mistaken for"the driver" by white community members even though he sits on City Council and serves as
Executive Director of the International Leadership Academy. Since these acts are more subtle,they aren't
treated with the seriousness of more overt acts of racism,yet they can have a devastating effect on people's
sense of belonging and psychological well being. Increasing investment in community education, both in the
form of in-person and virtual workshops, as well as passive methods of consumption (i.e.videos, social media
posts, City messaging,etc.)will go a long way towards actively creating a culture of belonging.
Outcomes
Through our proposals for the City of Lake Oswego's 2025 Goals, Respond to Racism aims to achieve the
following outcomes:
Increased racial equity and inclusivity in Lake Oswego and Oregon.
Reduction in racist attitudes, behaviors, and disparities.
Strengthened community resilience and social cohesion.
Empowered individuals and institutions committed to anti-racism.
Creation of a more just and equitable society for residents of all races and ethnicities.
Passage of public policies that specifically address racial disparities and serve the specific needs of
communities of color.
Increased presence of leaders of color and groups led by communities of color with a commitment to anti-
racism.

City implementation of SB 895{effective 1/1/24}.This bill recognizes that slow moving vehicles including
bicycles are entitled to the full traffic lane. It specifies the safe way for a faster vehicle to overtake a slow
moving vehicle.The law was written particularly with rural areas in mind. It was assumed that urban areas
already had safe bicycle infrastructure.This assumption does not apply to Lake Oswego.
The city could enforce SB 895 immediately. Implementation will require police and public education and
signage.The new provisions are not incorporated in the new 2024-25 Oregon Driver's Manual. It is not
enforced by LOPD.Without strong city council support it is likely that even this modest proposal will not
happen in a timely manner.Two years ago,the city traffic engineer agreed with the need for new signage on a

Small Gasoline Engine Policy
Although most Lake Oswego residents think of gasoline fueled leaf blowers when they consider offensive
equipment,there are others.A partial list includes:
Landscaping equipment
Tree service equipment
Motor scooters, mopeds and motorcycles
Marine outboard and inboard motors
Automobiles and trucks
Railroads
Construction equipment
Industrial processes
Fire pits,fireplaces and wood stoves
Equity requires that city rules be applied across all residents and non-residents as well as all types of
equipment.
Rather than regulating one class of equipment from one minority dominated industry,the city should decide
what aspect(s)of equipment, if any,should be regulated
Noise
The US Coast Guard already has unenforced noise standards for marine applications. Perhaps USCG
standards could be applied to non-marine equipment.
Poorly designed electric leaf blowers can be significantly noisier than well designed gas leaf blowers. Noise
level for 4 stroke leaf blowers may range from 64 to 80 dB which can be compared to 85 to 95 dB for a
commercial construction compressor.The compressor may be left running for the full work day. If an ordinance
is focused on controlling noise,the ordinance should be based on noise level rather than the source of power
or the industry using the device.
Particulant(e.g.PM 2.5)
This can be a particular problem in the Portland area during winter.
2 stroke motors are particularly bad relative to 4 stroke engines.
Smaller(e.g.chainsaw) is worse than larger(e.g.automobile)engines
A major source of particulate pollution is tire and roadway particles.This is much worse with heavier EVs than
with lighter vehicles.
Although the levels will vary, a 4 stroke backpack gas leaf blower generates from 6 to 10 g/hr of PM 2.5
particles.A 8532 pound GVWR Rivian EV will generate about 3 g/hr of PM 2.5 particles from tire, roadway and
electric power generation.
Other significant sources of particulate pollution include: open fires,wood fireplaces,wood stoves,construction
equipment,agricultural equipment, recreational vehicles, plowing soil,cement plants, power plants,demolition,
railroad freight locomotives(1300 to 6500 g/hr), railroad historic trolleys.
Developing a policy to control particulate release will require a city-wide all-industry inventory.
Carbon dioxide.
Whether it is from a leaf blower or a Lamborghini, burning a gallon of gasoline will add 19.6 pounds of carbon
dioxide to the atmosphere.A gas leaf blower may use a gallon of gas an hour. For the average electricity
generation in the US, a 4 hp electric backpack leaf blower will indirectly generate 2.5 pounds of CO2 per hour.
For comparison,flying round trip from Portland to Washington DC will add 2822 pounds of CO2 to the
atmosphere.This is equivalent to running a gas leaf blower for 40 hours a week for 3 weeks and 4 days.
Developing a policy to control carbon dioxide release will require a city-wide all-industry inventory.
The city could serve as an incubator for several large and small landscape companies and encourage
property owners to encourage their landscaper to adopt electric equipment.This would avoid an illiberal
mandate by the city.

Despite progress in many areas, racism persists in Lake Oswego and Oregon, manifesting in various forms
such as systemic discrimination, implicit bias, and racial disparities in opportunities and outcomes.This
perpetuates a cycle of inequality, marginalization,and injustice that undermines the well-being and cohesion of
the community.
Specifically,community members of color who come to RtR events continue to report being subject to constant
microaggressions and having a lack of spaces to safely gather and build community with each other,with the
few that exist facing hostility from white community members and lack of tangible support from Lake Oswego
institutions.While the City of Lake Oswego's current DEI goals provide a baseline for recognizing DEI as a City
value,they don't address these deeper issues facing communities of color in LO.The current City goals for
DEI read as follows:
"Continue efforts related to DEI, including: prioritize equity in the delivery of city services;formalize a
translation and interpretation policy;explore a partnership with LOSD to host an annual event welcoming new
residents to the city; and provide information on how to engage and ways to access services and programs."
Through our proposals for the City of Lake Oswego's 2025 Goals, Respond to Racism aims to achieve the
following outcomes:
1)Increased racial equity and inclusivity in Lake Oswego and Oregon.
2) Reduction in racist attitudes, behaviors,and disparities.
3)Strengthened community resilience and social cohesion.
4) Empowered individuals and institutions committed to anti-racism.
5)Creation of a more just and equitable society for residents of all races and ethnicities.
6) Passage of public policies that specifically address racial disparities and serve the specific needs of
communities of color.

I am writing to express my support for the 2025 DEI goals outlined below,as defined by Lake Oswego's
Respond to Racism. I am on the board of RTR, but I am writing to you as a community member who has heard
for years the stories of racial harm and the antithesis of welcome and inclusivity toward people of color in our
city:whether it be in our schools,our city's businesses, or from city employees or representatives themselves.
Our city's long-standing and deplorable reputation as"Lake No Negro,"continues,as students of color are
unable to attend our schools without being repeatedly subjected to a traumatizing barrage of racial and ethnic
slurs and micro-aggressions. Customers of color are unable to shop or bank without being profiled as thieves
or treated as if they were invisible altogether.
The power you hold as city leaders to change this reality is significant. I make this remark as someone who has
studied the psychology of racism as a graduate student and clinical social worker.Your adoption of the
recommendations proposed by RTR is supported by clinical research to help combat racial harm. Incorporating
these recommendations into your goals for 2025 would convey a crucial willingness to undo our city's shameful
reputation,and to create a healthier city for all who live, learn, or work here.

To authorize funding and implementation of a Natural Resources or Urban Forest Coordinator that can
coalesce monitoring and maintenance and further restoration in our City. It should be independent of any one
department for this comprehensive city-wide focus.Without such coordination and the needed trained and
willing volunteers to help in this conservation effort,future assessments in our natural open spaces and our
natural resources will result in dire evaluations of these ecological habitat areas.Just under half of
endangered species became so due to invasive species depleting their habitat.Though the Metro area has
early detection aspirations for threatening species,we have gone decades without any meaningful response to
preserve the natural gifts we inherited here.Though recent laudatory efforts have been made in vision and
objectives with our Natural Resources Management Plan and the Urban Forest Update Plan,the funding and
implementation--the means--are woefully lacking given the health status needs.

My wife and I are longtime residents of Lake Oswego. In 2015,with LOPR's support,we launched a project and
subsequent program which not only invigorated underused assets in the City's inventory, but built a significant
community around what is considered the fastest growing sport in the US-pickleball.This program grew to the
extent that during the quarantine period of July 2020 to June 2021,with capacity limited to 66%of the norm,we
logged over 30,000 documented participant occurrences at the facility located at George Rogers Park.
I've been responsible for equipment standards with the sport's national governing body,the USA Pickleball
Association,since 2016. In 2022 my department's remit expanded to include facilities development.We've
been supporting municipalities across the US while they commit to addressing constituent's demands with
planning resources that include feasibility studies, acoustic assessments and architectural services. In 2023 we
launched a"Quiet Category"of products and services to address the sport's growth into potentially sensitive
areas, most recently launching an AI-driven acoustic assessment service.
We'd like to re-commit support by USA Pickleball in evaluating potential sites, demonstrating new equipment to
address acoustic concerns, including the support of those services mentioned above.

1.Adopt the suggested goals of Lake Oswego Sustainability Network and Respond to Racism.
2. Public health: Incorporate public health into the city's Sustainability and Climate Action Plan as well as the
Urban and Community Forestry Plan. Climate change is the greatest public health threat of our lifetime.The
environment and health and well being are interconnected. Climate mitigation and adaptation and other
environmental and sustainability actions have immediate co-benefits for public health, including avoided costs.
Planetary health, environmental health, and ecosystem services are concepts that highlight this
interdependence.
3. Healthy, sustainable landscaping: Ban gas leaf blowers and enact a policy for responsible use of electric
leaf blowers. Encourage and role model leaving the leaves in the garden beds, composting and using manual
tools where feasible, switching to 100%electric and/or manual landscaping equipment, planting native plants,
drought tolerant and firewire landscaping,avoiding pesticides and herbicides, clearing stormwater drains, and
creating rain gardens for flood mitigation and reducing stormwater runoff pollution.Actively collaborate with
regional governments and relevant stakeholders to come up with creative win-win solutions(such as low or
zero interest microfinance loans to support landscapers in purchasing electric leaf bowers,which has a
payback period of only about 10.5 months). Gas leaf blowers are a complex issue, but it is a significant public
health and environmental problem in Lake Oswego. It impacts livability. It is a DEI/environmental justice/
environmental health justice issue in that the those of lower socio-economic status are impacted the most.The
workers will likely suffer long term health consequences,which will also impact them financially long term.
Please do not wait and watch Portland's eventual phased in ban.Take a stronger leadership role. Look to
Washington, DC, Oakland and other places that have set good policy. Gas leaf blowers create significant air
and noise pollution often 6 days a week, all daylight hours,throughout the city.The health and well being of
people, animals and the environment should be more important than conventional lawns and OCD level
vigilance about fallen leaves(which are actually beneficial as carbon sinks, reducing flooding, promoting soil
health, and providing habitat).
4. Enact policy around idling of vehicles and other sources of unnecessary air pollution.
5. Enact a stronger noise ordinance.
6. Sweep leaves and debris from bike lanes to improve biking safety and accessibility. (Also, ban gas leaf
blowers to make it safer and healthier to cycle,walk, run or generally go outside).
7. Explore electric public transit and enhance access to public transportation. Currently, public transit is limited
and difficult to access,especially with infrequent service,few stops,and gas leaf blowers often blocking safe
and comfortable access to transit.
8.Add more bike racks around town and include bike parking in parking infrastructure policy.
9.Adopt policy around light pollution. Consider becoming a Dark Sky city like much of Central Oregon.This
would support public health and the environment, including the Bee City USA designation. Light pollution,
especially of higher color temperatures, impacts circadian rhythm and is correlated with cancer risk and other
health issues. It also impacts plants, insects and wildlife, including bird migration.
10. Consider green roofs and solar for shade, rain protection,and reduced heat island effect in the parks,
parking infrastructure, and building policies.
11. Require restaurants and housing complexes to compost food waste.

The Lake Oswego City Council will hold its annual goal setting retreat on Saturday,January 25,2025 beginning at 9 a.m.at the Adult
Community Center.In preparation for its annual goal setting retreat,the City Council would like to hear from the community.
Please take a few minutes before 5 p.m.on January 2nd to share your input. Comments will be shared with the City Council before their
retreat.

What would you like to see the City Council consider in their 2025 goal setting session?*
To review/reconsider the development(and building)review and planning process for the betterment of all.
What I have observed over 20+years:the process does not allow for early review and input from Design
Review Board and the community for fair development that benefits the greater and future community.
Neighbors and the Design Review Board get stuck with"it meets code"responses, rather than be engaged in
finding win-win solutions to truly consider the community.
Why: I served on Seattle's Design Review board for 5+years.This system was intentionally set up so that
during*early design*the Design Review Board (mixed with Business,Architect, Community Member at Large,
etc)and community could review existing sites, be shown proposed development,discuss of merits and
"costs", and then (if appropriate)the Design Review Board could make recommendations to the City that would
slightly amend land use codes to meet unique qualities of sites, neighborhoods,and the greater urban fabric.
Options I was involved in included altering orientation of front of building to better fit fabric of the
street/community or to capture a wonderful view(not blocking it for community PLUS giving it to future tenants),
and/or to adjust set backs slightly to save a gorgeous tree, etc. Not all projects went through this process.
Lake Oswego's process is set up so that"design review'(which is truly more of a code confirmation)happens
late in the process,after design work,after design and building review,and it is far too late for positive
feedback or change(design costs+development schedule).This process seems like a rubber stamping
process that does not consider the overall impact on the community of key projects.This seems
disempowering to all.
The high density development between G and E, East of 3rd Street comes immediately to mind. Rubber
stamping this development(the first of its kind here)due to the the city's procedures that"it meets code"is
NOT true"design review'where this project is in the building approval process.This is a HUGE disservice to
our city and our future city.Thoughtful design and code discernment is needed.
Additionally: I do not understand why the City approves development and building permits that put adjacent
property at risk(such as deep excavations to shared property lines AND into neighbors'property. OR allows
buildings under tree drip lines. I have never seen any of this before in any of jurisdictions I have worked in (in
Oregon and Washington). It favors developers and puts home owners at risk,which seems unfair. Easy
example:455 G Avenue,where the deep excavation impacted the safety of parking in the Adult Community
Center.Then when the ACC's land slipped into this deep hole. How is this fair? How does this protect our
shared investments?

Subject: Input to 2025 City Council Goals

LOSN is a volunteer non-profit organization with a mission to promote sustainable
practices in our city. We follow an extensive process to review and approve the input
on goals that we send to the city council. We seek input from partners and review
through an internal advocacy committee before the board review. We require
consensus from board members in order to approve each item.
The input on 2025 goals from the Lake Oswego Sustainability Network is as follows:
1 . LOSN salutes the city for adopting the goals presented in the "Housing
Production Strategy" document LOSN would like to see more affordable
housing, and more varied housing options in Lake Oswego. We urge the city to
implement projects from this list and make this a priority. We support housing
density within the downtown area and along busy corridors, and we support
housing that is built to sustainable standards with low carbon emissions.
2. LOSN requests that in 2025 the City Council asks staff, in partnership with LOSN
and other interested parties, to create a plan to phase-out gas-powered leaf
blowers in Lake Oswego in a way that supports an equitable transition.
a. We recommend that Lake Oswego look into the possibility of a
coordinated approach with other cities in the region.
b. Investigate utilizing grants, resources and incentives to help landscapers
transition to electric landscaping equipment.
c. The plan should contain an approach for a roll out and ongoing
management.
Gas leaf blowers cause significant air and noise pollution that negatively affects
workers, neighborhoods, habitat and health of the soil. This goal would also
support the City of Lake Oswego being a Bee City. LOSN would like to see a just
transition to a safe working environment for landscapers, a quiet and clean
atmosphere for residents, and a reduction in air and noise pollution and
greenhouse gasses. We envision a future with a livable environment for
non-human creatures such as trees, birds, animals and all living things.
3. LOSN continues to strongly support the City's Sustainability and Climate Action
Plan and requests that the City Council continue its current goal to "Combat
climate change and strengthen the community's resilience to climate impacts."
Specifically we support directing staff to work on these existing initiatives:
a. "Adopt a facilities policy and fleet policy that integrates climate and
sustainability. Integrate climate goals and issues into the capital
improvement plan," (e.g develop a sustainable buildings policy for City
building construction projects, use sustainability criteria in the CIP)
b. "Develop strategies to increase clean energy use and efficiency decisions
by residents and businesses," (e.g. develop education and outreach
programs, conduct a solarize campaign.)
The 2025 Joint goals with the Lake Oswego Watershed Council are as follows. LOSN
supports recommendations from the Oswego Lake Watershed Council.
1 . We request that the City establish a position to oversee the implementation of the
Urban & Community Forest Plan. This position is listed as an Urban Forester in
the plan, but a title of Urban Natural Resources Coordinator would be more
appropriate. This position would oversee the coordination of natural resources
across all City departments using the guidance from the Urban & Community
Forestry Plan.
2. We request The City develop an Urban Forest Succession Plan based on the
3-30-300 rule or similar guidelines to ensure protection of natural resources as
the City increases density to support development of affordable housing and
equitable access to natural resources..
a. The 3-30-300 rule offers benchmarks for cities to promote equitable nature
access. It dictates that individuals should see three trees from their
dwelling, have 30 % tree canopy (at the 20 foot level) in their
neighborhood, and live within 300 m of a high-quality green space.
LOSN supports the 2025 recommended goals of Respond to Racism.
1 . Develop an antiracism action plan guided by the priorities identified in a survey
of Lake Oswego community members of color.
2. Create a designated multicultural space in the City of Lake Oswego facility for
shared use by organizations serving community members of color.
3. Provide and widely publicize community education on microaggressions,
including community events, publicly available education materials and other
public-facing City communications.

Hi, for goal setting this year I'd like to see Lake Oswego allow micro businesses within
neighborhoods. Our existing regulations continue to enforce LO's car dependency since the
only way to get access to commercial areas safely is in a car. Allowing small businesses like
cafes and bodegas will make our neighborhoods more vibrant by giving us safer destinations
to walk and bike to,while reducing car dependence at the same time.
