PUBLIC COMMENT The purpose of Public Comment is to allow community members to present information or raise an issue regarding items not on the agenda or regarding agenda items that do not include a public hearing.A time limit of three minutes per individual shall apply. Public Comment will not exceed thirty minutes in total, unless changed by the Mayor. Motion: Move to adopt Resolution 25-03. 6.2 Resolution 25-17, A Resolution of the City Council of the City of Lake Oswego Updating the City's Financial Policies Sections 6 and 7 as Shown in Exhibits A and B. Motion: Move to adopt Resolution 25-17. 6.3 Resolution 25-19, A Resolution of the City Council of the City of Lake Oswego Adjusting the Budget for the Biennium Commencing July 1, 2023 by Transferring Certain Appropriations. PUBLIC HEARING 9.1 Ordinance 2959, An Ordinance of the City Council of the City of Lake Oswego Amending LOC Chapter 50 (Community Development Code) for the Purpose of Clarifying and Updating Various Provisions (2024); and Adopting Findings (LU 24-0029). Public Hearing Process: 1. Review of hearing procedure by Ellen Osoinach, City Attorney 2. Staff Report by Evan Fransted, Senior Planner 3. Testimony—the following time limits shall be observed, but may be changed by the Council: 10 minutes for representatives of recognized neighborhood associations, homeowner associations, government agencies, or other incorporated public interest organizations; 5 minutes per individual 4. Questions of Staff Motion: Move to tentatively approve Ordinance 2959 and direct staff to return on May 6, 2025, with a final version of the ordinance, including findings and conclusions for LU 24-0029. 10.
