Provide oversight of the City's grant programs—recommending changes in funding priorities, evaluation criteria, and resource allocation to the City Council and staff. 2. Service 503-635-0215 380 A AVENUE PO BOX 369 LAKE OSWEGO, OR 97034 WWW.LAKEOSWEGO.CITY Page 2 BACKGROUND On March 20, 2025, the Budget Committee voted to form a standing subcommittee, and selected four members to serve terms through December 31, 2025. Per LOC 12.50.030 (6),the City Council is required to approve the creation of any standing or ad hoc subcommittee of an Advisory Board, Committee, or Commission. Authorizing the Budget Committee to form this subcommittee (the Municipal Grants Subcommittee) will permit members to begin meeting. It does not provide authorization to allocate funds, as required by LOC 12.50.035 (4), which will be requested at a subsequent City Council meeting. DISCUSSION The new Municipal Grants Subcommittee will serve as a unifying structure, concentrating oversight and reporting functions for all of the City's grant programs with a single body. The dual-pronged charge of the Municipal Grant Subcommittee is to: 1. Provide oversight of the City's grant programs—recommending changes in funding priorities, evaluation criteria, and resource allocation to the City Council and staff. 2. Serve as the selection committee for specific grant programs, as authorized by future City Council action. The subcommittee will consist of four members: two City Councilors and two appointed members of the Budget Committee. At the Budget Committee meeting on March 20, 2025,the Budget Committee voted to create the subcommittee, and to appoint Councilor Ali Afghan, Councilor Trudy Corrigan, Rick Ahlander, and Jamie Rye to serve terms through December 31, 2025. FISCAL IMPACT Staff anticipate the cost and time involved in staffing the subcommittee will be minimal, not exceeding $2,500 annually. ATTACHMENTS 1. Resolution 25-07 Respect. Excellence. Trust. WHEREAS, the Budget Committee, at their meeting on March 20, 2025, voted to form a standing subcommittee, with members Ali Afghan, Trudy Corrigan, Jamie Rye, and Rick Ahlander serving terms through December 31, 2025; and WHEREAS, LOC 12.50.030(6) requires the approval of the City Council to appoint any standing subcommittee; and WHEREAS, the proposed subcommittee will be charged with oversight of the City's grant programs and serving as the selection committee for specific grant programs, as authorized by future resolution; and WHEREAS, the proposed subcommittee will consist of four members: two City Councilors and two appointed members of the Budget Committee; and WHEREAS, staff anticipate the cost and time involved in staffing the subcommittee will not exceed $2,500 annually; NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Lake Oswego that: Section 1. Creation. Pursuant to LOC 12.50.030(6), a standing subcommittee of the Budget Committee ("Municipal Grants Subcommittee") is hereby created. Section 2. Membership and Term. The subcommittee shall consist of four members: two City Councilors and two appointed members of the Budget Committee. Members shall be appointed by the Budget Committee, serving terms of one year unless otherwise specified when at the time of appointment. Section 3. Duties. The Municipal Grants Subcommittee shall: 1. Provide oversight of the City's grant programs — recommending changes in funding priorities, evaluation criteria, and resource allocation to the City Council and staff. 2. Serve as the selection committee for specific grant programs, as authorized by future City Council action. Section 4. Effective Date. This Resolution shall take effect upon passage.
