Issue before Council (Highlight Policy Question): ❑X Council Goals/Priorities ❑Adopted Master Plan(s) ❑Not Applicable Respect Trust. cam,.: 503-635-0215 380 A AVENUE PO BOX 369 LAKE OSWEGO, OR 97034 WWW.LAKEOSWEGO.CITY Page 2 EXECUTIVE SUMMARY In 2024, City Council adopted the goal to "Improve transportation connections, mobility and safety for all travelers and all types of trips in Lake Oswego" with the initiative to adopt a "20 is Plenty" speed program for local residential streets. The Council continued this goal into 2025. However, before it was a formal goal, the City Council asked staff to engage the Transportation Advisory Board (TAB) on determining whether or not reducing the speed limits on local residential roadways to 20 mph is worth the cost of installing new signs and the educational outreach required. To date, the Transportation Advisory Board has not made a formal recommendation to City Council. BACKGROUND In 2019, Senate Bill 558 authorized cities to designate speeds of five (5) miles per hour slower than statutory speed limits for non-arterial roadways under that city's jurisdiction. In 2020, City Council authorized staff to engage with the Transportation Advisory Board to discuss and strategize the implementation of a "20 is Plenty" program in Lake Oswego. The Transportation Advisory Board met multiple times between 2020 and 2025 to discuss speed limits and the benefits of reducing speed limits on residential roadways from 25 mph to 20 mph. Discussions included: • Questions on if the City should reduce the speed limit on a select set of roadways or on all local residential roadways; • Meeting with engineering staff from Tigard who implemented a "20 is Plenty" program on residential streets in Tigard; and • If the new speed limit would have a tangible impact in neighborhoods within Lake Oswego. Staff reviewed and presented findings of a study in a November 2021 Transportation Advisory Board meeting that evaluated the impacts of Portland's implementation of 20-mph speed limits at 58 individual sites. Based on the analysis, reducing the speed limit from 25 mph to 20 mph resulted in the following: • A reduction of the average travel speed by an average of 1.4 mph at 57% of the sites • A reduction of the 85th percentile speed by an average of 1.9 mph at 86% of the sites • The number of vehicles exceeding 30 mph reduced at 69%of the sites Since limited data was available to show the Transportation Advisory Board the impacts to speeding or crashes resulting from the reduction of speed limits in other jurisdictions, it was undecided if a "20 is Plenty" program should be implemented within Lake Oswego following the January 2025 meeting. The City's Transportation Advisory Board has been undecided on whether or not implementing a "20 is Plenty" program would lead to tangible safety improvements on local streets with the expense that could come with installing a significant number of signs throughout the City and the need for increased educational outreach. For a "20 is Plenty" program to be enforceable, the City would be required to post the designated speed at each end of the portion of roadway where the designated speed is imposed and at other such places on the roadway as may be necessary to inform the public. Engineering staff evaluated the implementation of a 20-mph speed limit on local residential roadways and recommends that the new speed limit only be implemented on roadways that are fully under the jurisdiction of the City, that signs wouldn't be posted on shorter roadways (less than 300 feet in length) with no outlets, and that the speed limits wouldn't be reduced on Neighborhood Collector streets. Following the January 2025 presentation of a "20 is Plenty" program to the Transportation Advisory Board, staff were directed to continue reviewing the effectiveness of the program in other jurisdictions and to evaluate implementation on Neighborhood Collector streets. ALTERNATIVES OR ADVANTAGES AND DISADVANTAGES Implement "20 is Plenty" on Local Residential Roadways Local streets have the primary function of providing access to abutting land uses. These roadways generally are designed for lower volumes of traffic (less than 1,000 Average Daily Trips) and slower travel speeds (25 mph) and vulnerable users can often share the travel lane with motor vehicles. Majority of drivers on local streets are familiar with the area and destined for a nearby location. Engineering staff has estimated that implementing "20 is Plenty" on local residential roadways would require the installation of 195 new 20-mph signs on new posts, replacement of 85 existing 25-mph signs, and the removal of 10 existing 25-mph signs. Implement "20 is Plenty" on Local Residential Roadways and Neighborhood Collectors Neighborhood Collector level streets generally serve a greater residential area while also providing substantial local access. These roadways can be designed for slightly higher travel speeds (30 mph) and can carry significantly higher volumes of traffic (less than 5,000 Average Daily Trips). These facilities can often carry through traffic that may be unfamiliar with the area. Engineering staff has estimated that implementing "20 is Plenty" on Neighborhood Collectors and Local streets would require the installation of 228 new 20-mph signs on new posts, replacement of 135 existing 25-mph signs, and the removal of 50 existing 25-mph signs. Respect. .. .> ';,, Trust. 503-635-0215 380 A AVENUE PO BOX 369 LAKE OSWEGO, OR 97034 WWW.LAKEOSWEGO.CITY Page 4 FISCAL IMPACT Implement "20 is Plenty" on Local Residential Roadways The fiscal impact for implementing "20 is Plenty" on local residential streets was estimated based on the following: • Installation of new 20-mph speed limit sign on new post (195 locations): $500 each with material and labor • Removal of existing 25-mph sign and installation of new 20-mph speed limit sign on existing post (85 locations): $200 each with material and labor • Removal of existing 25-mph sign and post (10 locations): $50 each Possible project cost: $115,000 Implement "20 is Plenty" on Local Residential Roadways and Neighborhood Collectors If Engineering staff needs to include Neighborhood Collectors in residential areas: • Installation of new 20-mph speed limit sign on new post (33 additional locations) • Installation of existing 25-mph sign and installation of new 20-mph speed limit sign on existing post (50 additional locations) • Removal of existing 25-mph sign and post (40 additional locations) Possible additional cost: $28,500 (total $143,500) These costs do not include staff time for educational outreach from City's Police Department or Engineering Department. RECOMMENDATION Staff is seeking direction on whether or not to proceed with implementing a "20 is Plenty" program within the City of Lake Oswego. ATTACHMENTS 1.
