BOARD MEETING MINUTES

CALL TO ORDER AND ROLL CALL
Paul Espe, Staff Coordinator, called the meeting to order at 6:00 pm, in the Dogwood
Conference Room, 380 A Avenue, Lake Oswego, OR, and then called the roll.
Present: Meg Matsushima, Chair; Mary Bosch, Vice Chair; Denise Bartelt; Jen
Wiley; Kasey Holwerda; Robin Quon; Sharon Mirarchi, Alternate
Member (left at 6:37 pm); and Trudy Corrigan, City Council Liaison
Absent: Veronica Park

1. APPROVAL OF MINUTES
February 12, 2025: There were no adjustments noted.
Robin Quon moved to approve the Minutes of February 12, 2025. Seconded by Kasey
Holwerda and passed unanimously.
2. COUNCIL UPDATE - Councilor Trudy Corrigan
Councilor Corrigan shared highlights of the following recent City Council activities: Alder
Creek Kayak and Canoe received approval for a facility use agreement; a Type II Tree
Removal application appeal was heard; the budget was updated; a report was received
from Madison Thiessen regarding recent activities in Salem; Women's History Month and
Disability Awareness Month were proclaimed for March; a public improvement contract
was awarded for 2025 pavement management rehabilitation; study sessions were held for
the Southshore fire station (approval to hire the architect is the next step); a study session
was held to discuss taking over ownership of the Pioneer Cemetery; the annual Americans
with Disabilities Act (ADA) update was received; and licensing was approved for Rid Well.
3. PUBLIC COMMENT/ANNOUNCEMENTS
Staff provided a brief update on the $16,000 Grant Application (with monies to be used to
complete the McVey-Southshore survey).
HB 2138 Demolition of properties on the National Register: Staff reported that the City
voiced its disproval about adding this line-item and that the Oregonian reported that it
would be removed per the Governor's request.

4. NEW BUSINESS
4.1 Homeowners Packet: Members discussed how to adapt Oregon City's packet to add
some of those items to their own flyer and how to reference the Secretary of Interior
bulletins. Staff agreed to ensure that there was a link to the flyer on the City's website.
Members agreed to focus on the write-up for window restoration following Preservation
Month. Vice Chair Bosch relayed information about a recent interview she had with the
City of Albany (dealing with National Registry properties). Members discussed the
importance of having dedicated staff to complete an historic alteration inspection.
4.2 Historic Preservation and Historic Education Grant Applications: Staff relayed that he
received a call from someone interested in researching the old title information on
properties that had restrictive covenants. Kasey Holwerda stated that she thought the
Grant monies could only be awarded to landmark owners or neighborhood associations,
not to individuals wanting to do research. Staff thanked Kasey for the feedback.
4.3 Farmers Market-July 12, 2024: Staff will send the roster to members to see if there
may be any changes.
4.4 Preservation Month 2025
4.4.1 House of the Week during Preservation Month: Staff played the clip he
created for one of the properties, and members offered editing suggestions. They
agreed to keep the length to roughly two minutes.
4.4.2 Merit Award Presentation: This topic was discussed off of the record, to
maintain secrecy until the award is presented on May 20, 2025.
4.4.3 Hello LO Articles: Staff stated that he would send out another reminder to
garner more submissions. Robin Quon noted that she was compiling a list of mid-
century modern homes to include in the article. Members discussed this style and
the northwest modern style.
4.5 Reconnaissance Level Survey of McVey - Southshore: Staff will bring copies of the
map to the next meeting for members to finalize their areas to pre-survey.
4.6 Increase Educational Outreach and Educational Presentation options: Vice Chair
Bosch suggested holding workshops on replacing windows and researching the historic
home, hosting tours, and partnering with a nearby city or with Clackamas County (taken
from what Albany includes). Jen Wiley mentioned putting a presentation together to
share at the theater.
5. OLD BUSINESS
5.1 1850 Northshore Boulevard (Jantzen Mansion): There were no recent updates on this
topic.
5.2 15840 Boones Ferry Road (Giant Hamburgers): Staff reported that building permits
were being reviewed.
5.3 490 G Avenue (Johnson Barn): Staff relayed that the owner was interested in turning
the barn into an accessory dwelling unit (ADU).

5.4 4375 South Shore Boulevard (Duncan House/Lake Grove Angler's Club) - added to the
agenda at the end of the meeting: Staff and members stated that they have not seen any
added information published about this property.
