Members Present: Buzz Chandler, Lisa Helfer, Mark Puhlman, Whitney Street, Luna Flores, Mason Klein, Izzy Hollingshead (Alternate), Matt Coleman (Alternate) Members Excused/Absent: Jay Hamachek, Robin Palao, Councilor Massene Mboup Staff: Amanda Watson Public: None Approval of Minutes Buzz made a motion to approve the January 27, 2025 and February 24, 2025 meeting minutes, Whitney seconded, motion approved unanimously. Public Comment None. Regular Business A. GPLE Communications Strategy Madison Thesing, Deputy City Manager, gave a short presentation and then led the Board in a stakeholder mapping and analysis exercise for the City Council goal on phasing out use of gas-powered landscaping equipment (GPLE), to inform the project engagement plan. Madison acknowledged that SAB has done a lot of work to understand and study this issue, however this is the first time that the City Council has adopted a goal for a phase out, so the City is currently at the starting point of the policy development process. First step is to define the problem, before selecting criteria and constructing alternatives, confronting tradeoffs, implementing, etc. Defining the problem includes clarifying the issue, identifying stakeholders, and setting scope. The City Council’s goal setting defined much of the scope. Communications runs through every stage of the policy development process, underlying every level of engagement. Madison introduced the IAP2 spectrum of public participation, which describes different types of public participation ranging from inform to empowerment, with increasing public impact on the decision. This project will most likely use inform, consult and involve strategies. Board members participated in a stakeholder mapping and analysis exercise, considering individuals or groups that have a vested interest in the outcome of the project and their level of involvement, interests and goals, how they could be impacted, concerns, questions they may have. The Board considered several categories of stakeholders: landscaping industry, commercial property managers, residents, City of Lake Oswego Sustainability Advisory Board Minutes March 17, 2025 Page 2 of 2 nonprofit organizations and advocates. They discussed doing another survey, building off of the one SAB developed in 2022, specific to industry and then to residents to learn more about why people make the switch away from using gas-powered equipment and barriers to making the change. Following the exercise, Madison discussed communications tools and channels and how the next step will be to select appropriate tools to connect with the target audiences. Good practice is to go where your audience is as much as possible, e.g. go to Neighborhood Association meetings. B. Sustainability Resource Fair The Board discussed their plan for tabling at the April 6 event at River Grove Elementary School. Luna had recommended posing a question like SAB did at the Farmer’s Market last year, asking what’s stopping people from switching to electric landscaping. Buzz recommended adding a “did you know?” highlighting the work the City has already done to switch in their operations. Amanda said she will have some materials from the Water Conservation program to display and can bring display copies of the Sustainability and Climate Action Plan. C. Youth Member Updates Mason met with the Vice Principal of his school to talk about getting a sustainability-focused representative on the School Board, such as a teacher who is focused on sustainability. They are workshopping this idea. His choir will be performing a song about the impacts of light pollution on migrating birds. D. 2025 Meeting Forecast Amanda presented a draft schedule of meeting topics that she developed with SAB Co-Chairs, to help plan out meetings for the year. SAB’s dates for the Farmer’s Market this year are May 10 and September 13. Kara suggested that for one of the meetings for the GPLE Phase-Out project SAB could invite community members to come and share input or ask questions, although meetings are all public we could publicize a particular meeting as being a listening session. Another option could be having SAB partner with the CMO on a joint Mayor’s Roundtable; Madison thought this might be a better avenue than an SAB meeting in which public comment is limited to 3 minutes at the top of the meeting. E. Board & Staff Updates Kara shared that this week is the final meeting of the Community Advisory Committee for the Parks Plan 2040. Meeting adjourned at 8:29 pm.
