CALL TO ORDER Chair Mitchell called the meeting to order at 6:30 p.m., in the Council Chamber of City Hall, 380 A Avenue, Lake Oswego, OR 97034. 2. ROLL CALL Members present were Chair Don Mitchell, Vice Chair Rachel Naujock and Commissioners Miles Rigby, Jim Thwing, Jeremy Slyh and James Bruce. Commissioner Diana Moreno was absent. Council Liaison Aaron Rapf was not present. Staff present were Jessica Numanoglu, Community Development Director; Erik Olson, Long Range Planning Manager; Michael McNamee, Associate Planner; Iris McCaleb, Administrative Assistant. 3. CITY COUNCIL UPDATE None. 4. APPROVAL OF MINUTES 4.1 March 10, 2025 4.2 March 24, 2025 Commissioner Rigby moved to approve the Minutes of March 10, 2025, as written. Commissioner Naujock seconded the motion, and it passed 6:0. 5. PUBLIC COMMENT - Regarding issues not on the agenda None. 6. COMMISSION FOR CITIZEN INVOLVEMENT The following announcements were made:  Westlake Neighborhood Association Annual & Board meeting scheduled for Tuesday, April 29, 2025. Chair Mitchell formally introduced and extended a warm welcome to incoming Commissioner, James Bruce. City of Lake Oswego Planning Commission Minutes of April 14, 2025 Page 2 of 2 7. WORK SESSION 7.1 Home Occupation Standards – Work Session #2 (LU 25-0002) The Commission reviewed and provided input on draft amendments to standards in the Community Development Code regulating Home Occupations. The Commission also received an overview of recent survey results and City Council direction related to the project. Staff coordinator was Michael McNamee, Associate Planner. Action Items:  Specific use: o Clarify that short-term rentals should not be subject to some of the proposed regulations.  Commercial vehicles: o Provide a more detailed definition of “off property”.  Outdoor activities: o Consider including allowances for certain types of home occupations.  Client visitation: o Explore the use of a “Type Two Permit” for operations meeting additional criteria o Consider increasing the limit on the number of clients allowed. Alternatively, consider removing the limit and applying standards for outdoor use only.  Hazardous Materials o Staff will return with additional information on this topic.  Staff will address agricultural aspects of Home Occupation on June 9, 2025. 8. OTHER BUSINESS None. 9. SCHEDULE REVIEW Mr. Olson reviewed the schedule.  May 12, 2025 potentially canceled, due to no agenda items. 10. ADJOURNMENT There being no further business, Chair Mitchell adjourned the meeting at 8:15 p.m.
