1. CALL TO ORDER
Mayor Buck called the special City Council meeting to order at 3:05 p.m. on Friday, March
14, 2025. The meeting was held in-person at City Hall, 380 A Avenue.
2. ROLL CALL
Present: Mayor Buck, Councilors Rapf, Afghan, Mboup, Wendland, Verdick and
Corrigan
Staff Present: Ellen Osoinach, City Attorney; Martha Bennett, City Manager; Kari Linder,
City Recorder; George Burke, Police Chief; Madison Thesing, Deputy City
Manager; Ivan Anderholm, Parks Director; Don Johnson, Fire Chief
Others Present: Paul Conable and Steve Olson, Attorneys with Tonkon Torp.
3. EXECUTIVE SESSION: Under authority of ORS 192.660 (2)(h) Consult with
attorney regarding legal rights and duties of a public body with regard to current
litigation or litigation likely to be files; and (f) Consider records that are exempt by
law from public inspection.
Attorney Osoinach read the legal parameters for the Executive Session.
Council met in Executive Session from 3:07 p.m. to 7:05 p.m.
4. ADJOURNMENT
Mayor Buck adjourned the special City Council Meeting at 7:05 p.m.
