Chapter 1 - Introduction, Context, and Study Recommendations
1.1 Planning Context
As of this report's development, Lake Oswego Parks & Recreation (LOPR) is updating its long-range Park
and Recreation System Plan (Parks Plan 2040).As part of the planning effort, it was identified as
necessary to update the department's Athletic Field Requirements Report.The Athletic Field Requirements
Report is in its fourth iteration from its initial development in 2001,following updates in 2011 and 2019.
The 2001 planning effort was commissioned to study the sports field inventory, assess demand, and make
recommendations based on supply and demand analyses.This overarching study goal has remained
consistent for the last 24 years.
City of Lake Oswego residents and non-residents alike can utilize sports fields from both LOPR and the
Lake Oswego School District (LOSD). Up until 2022, LOPR was responsible for taking reservations and
scheduling both LOPR and LOSD athletic facilities. Today, LOPR is responsible for reservations and
scheduling for athletic facilities in parks, while LOSD is responsible for reservations and scheduling for
athletic facilities at or associated with schools.This change in reservation process adds an additional layer
to the Athletic Field Requirements Report as public sport field availability is more nuanced than in
previous years.There may be differences in reservation practices, scheduling procedures, and user group
allotment between LOPR and LOSD as a result. At the time of this report, only two years of data is
available since this significant change in reservation processes between the two agencies in 2022. In
addition, the impacts of the COVID-19 pandemic caused a disruption in typical reservations beginning in
early 2020.These considerations must be stated for added context to the findings in this report.
1.2 Planning Process
To effectively and efficiently assess athletic field supply and demand in Lake Oswego, Zec Eight Insights
collected and analyzed related planning documents such as previous Athletic Field Requirements Report
drafts, Parks Plan 2040 public opinion and stakeholder engagement findings, and existing field
inventories; collected and analyzed field reservation data for 2021-2024 to assess demand trends;
assessed national and local recreation trends; and implemented a user survey to solicit direct feedback,
opinion, and comments related to the athletic sports field provision in Lake Oswego.
1.3 Document Review and Context
Zec Eight Insights requested previous and related planning documents to establish a baseline
understanding of the environment around athletic fields within Lake Oswego. In total, 21 documents,
plans, studies, public engagement findings, and the like were collected and reviewed. It was identified
that the City of Lake Oswego's athletic field demand is from a diverse and active community. Additionally,
the community has expressed a strong desire for more lighted,year-round synthetic turf fields and
improved maintenance of existing fields.
Addressing field allocation challenges requires a multi-faceted approach. Short-term actions should focus
on expanding field capacity through optimizing existing resources and organizational processes. Long-
term strategies must include sustainable planning, exploring strategic partnerships (especially with LOSD),
and refining policies to maximize the utility of and financial investment in sports facilities. By taking a
data-driven and community-focused approach, Lake Oswego can continue to provide excellent

recreational opportunities and meet the future needs of its residents.The following sub-sections provide
specific key takeaways from the document review process.
1.3.1 Previous Athletic Field Requirements Study Comparison
To understand more specific changes within the community over the last—15 years, a comparative
assessment of the 2011 and 2019 Athletic Field Requirements Studies was completed.
Capacity
• 2011: Faced a significant shortage in fields, especially for rectangular field space for soccer and
lacrosse, and predicted continued growth in demand.
• 2019: Capacity continued to lag behind demand, and several fields previously available for
community reservation had become unavailable since the 2011 study.
• 2025:Three multi-purpose rectangular fields at Lakeridge High School and Lake Oswego High
School have become available for community reservations since 2019, and a recent renovation of
Lakeridge Middle School added one new synthetic rectangular field while retaining four diamond
field configurations, resulting in more flexible and playable athletic spaces for the community.
Demand
• 2011: Emphasized increasing demand for soccer, lacrosse, and multi-use fields, driven by
demographic trends.
• 2019: Soccer continued to grow, but overall participation in other city and local sports leagues
had declined by approximately 27%since the 2011 study. Still, scheduling issues and year-round
sports created high field use demand.
• 2025:The number of baseball reservations (and hours reserved) have decreased from 2021-2024
whereas softball and rectangular sports (in general) have increased. Additionally, East Waluga
Ballfields 1 and 2 along with Hazelia Field exhibit high prime-time capacity utilization during
spring and fall months (with Westlake Ballfield #2 showing high demand in the fall as well).
Recommendations
Both previous studies called for synthetic turf additions and enhanced scheduling to meet demand.The
2019 study added specific site plans (e.g., a new synthetic turf multi-sport field at Rassekh Park) to
address deficiencies, highlighting a need for continued partnerships with the school district, and the
exploration of new field sites.
1.3.2 Lake Oswego School District 2024 Long-Range Facility Plan
Understanding athletic field provision in Lake Oswego is not solely a City of Lake Oswego Parks and
Recreation function, as many of the athletic fields located in the city are owned and operated by LOSD.
Zec Eight Insights reviewed LOSD's 2024 Long-Range Facility Plan to better understand future
implications for athletic field availability, provision, and/or use based on planned facility improvements.
The following sections outline the key takeaways related to athletic fields within the city.

Facility Sharing and Capacity
Population and Enrollment Trends
• School enrollment is projected to decrease slightly by 2030 before it rebounds.'This affects the
demand for athletic facilities used jointly by schools and community sports programs.
• New residential developments, such as Marylhurst Commons, are expected to increase student
populations in certain attendance zones, which may place additional demand on nearby school
and city athletic facilities.
Facility Utilization
• The school district emphasizes flexible and adaptable spaces, which could limit the availability of
fields for reservations by local sports groups during peak community sports times.
• Capacity utilization and teaching station allocations at schools show some margin for shared use,
but growth in specialized programs (e.g., STEM/CTE) could constrain access to these facilities.
Changes in School Facilities
• Replacement and modernization plans for older schools (e.g., Forest Hills Elementary School and
Lake Grove Elementary School) might temporarily disrupt field availability or access during
construction.
Maintenance and Quality
Upgraded Facilities

competition for their use by community organizations.

1.3.3 LOPR Facility Enhancements
Since the 2019 Athletic Field Requirements Report, LOPR has renovated the two synthetic turf fields at
East Waluga Park, which has alleviated some of the field condition challenges (as noted in the previous
two reports) and allows the fields to be used in a rectangular configuration as well as their primary
diamond configuration.
1.4 Athletic Field Requirements Study Recommendation Summary
This study's findings (detailed in the following two chapters) suggest recommendations that balance
capital improvements with scheduling efficiencies to enhance athletic field availability. These findings are
derived from existing document review, program data analysis from 2021-2024, community engagement
findings, national recreation trends, local market research, benchmarking, and consultant observation.
1.4.1 Non-Capital Strategies for Optimizing Field Use
1. Consider redistributing practice/game scheduling to reduce congestion at peak times.
2. Increase community awareness of lesser used fields and time blocks (relative) and encourage
their use.
3. Promote off-season programming to encourage year-round field availability.
4. Strengthen collaboration with schools to optimize shared facilities and collection of facility use
statistics.
1.4.2 Policy&Management
1. Continue to prioritize local youth programs for prime field times.
2. Continue to increase monitoring of field conditions and enforce maintenance schedules.
3. Explore public-private partnerships to fund additional field improvements.
4. Consider re-evaluating the four-tiered field allocation system for ability to serve high-need users.
5. Consider implementing a regularly occurring sport organization survey.
6. Consider establishing an annual field use standard based on maintenance level and natural turf
condition.
7. Coordinate with LOSD to understand total athletic system supply and demand.
1.4.3 Capital Improvement Needs
1. Install additional lighting at key sites to allow increased evening use.
2. Consider installing video boards at field locations that show real-time reservations, availabilities,
and groups to help increase transparency and accountability.
3. Continue to convert natural turf fields (and infields)to synthetic turf surfaces as appropriate to
increase playability during wet weather months.
4. Implement Phase 3 of Rassekh park's development to add one new synthetic multi-purpose
rectangular athletic field.
1.5 Suggested Implementation
1.5.1 Phasing
Based on the recommendations stated,the following phasing is recommended for implementation, with
an emphasis on organizational processes, data collection, and further examination and monitoring of
reservation trends in the near term to assess how recent changes in field availability and reservation
procedures impact supply and demand.

1) Short-Term (1-2 years)
a. Implement scheduling and optimization strategies, which could include:
i. Implement staggered practice schedules to balance peak demand.
1. Divide evening hours into smaller blocks. Instead of 5-7pm or 6-8pm
(examples), set multiple smaller slots like 4:30-6pm, 5:15-6:45pm, and 6-
7:30pm.These overlapping blocks force smaller groups to arrive and
leave at different times, easing parking lot congestion and field crowding
(if applicable).
2. Work with league and team schedulers to spread their practices across
different time windows. For example, if there are multiple teams needing
(or wanting) practice on a single field per night,you can offset time
blocks so not every team arrives or departs at the same moment.
ii. Continue to encourage Sunday morning and early weekday practices.
iii. Continue to prioritize youth leagues over adult leagues on premium fields,
especially earlier in the afternoon/day.
iv. Expand partnership with LOSD to increase access to school fields and facility use
statistics.
b. Policy and management strategies, which could include:
i. Adjust the field allocation system to help facilitate high-demand user groups.
ii. Establish an off-peak use incentive program.
Hi. Ensure all sports organizations are recorded by allocation system classification.
iv. If feasible, collect school field use data to refine facility use statistics.
c. Capital improvement recommendations:
i. Install temporary lighting at select fields to increase playtime.
ii. Consider installing video boards at the highest-used facilities.

i. Expand shared-use agreements with neighboring cities and school districts.

prevent overuse.

i. Conduct a feasibility study for a multi-field sports complex/fieldhouse to
centralize sport activities and to provide year-round recreation opportunities.
ii. Expand parking and amenities at major field sites.
1.5.2 Process Management Considerations
Based on the recommendations stated,the following process management considerations should be
reviewed, considered, and incorporated as appropriate before building additional new athletic facilities
within the LOPR system:
1. Incrementally increase the requirement for 70% residency for Category 2 user groups to up to
90%over the next 5 years.
2. Consider reserving the earliest time blocks for the youngest age divisions.
3. Continue to require leagues/organizations to submit actual attendance and/or usage data each
season (rosters, practice days and times, etc.).
4. Consider creating a waitlist and contacting user groups on the waitlist if open times are available
and/or consider making the waitlist publicly visible. If a lower-tier group cancels or fails to meet
their usage thresholds, the waitlisted higher-tiered group is given the opportunity to fill that slot.
5. Continue to explore feasibility of Category 1&2 groups submitting requests ahead of others,
ensuring local teams have the first pick of prime slots.
6. Consider implementing dynamic pricing in which non-prime time slots have discounted fees.
7. Continue to convene a mandatory beginning-of-the-year athletic fields meeting with
representatives from reservation groups to discuss needed improvements within the system.
Consider also implementing an organizational survey annually to solicit feedback.
8. Continue to collect LOPR facility data to understand multi-year LOPR athletic field demand since
2022 field allocation process change and the addition of the new synthetic turf field at Lakeridge
Middle School in 2025. If feasible, develop a data-sharing agreement with LOSD to understand
facility use across all of Lake Oswego.

Chapter 2 - Assessing Supply and Demand: Field Use
2.1 Athletic Field Inventory
The athletic field inventory in Lake Oswego has fluctuated over the years, largely due to capital
improvement projects and facilities going offline. Since the 2019 study, three pre-existing multi-purpose
fields have become available for community use at Lake Oswego High School and Lakeridge High School,
and construction of a new multi-purpose synthetic field at Lakeridge Middle School provides a new
rectangular field while retaining four diamond field configurations (Figure 1 and 2). Of note, all of LOPR's
athletic fields are considered multi-use and accommodate both rectangular and diamond configurations.

2.2 Utilization Analysis
All available athletic field reservation data was collected for 2021, 2022, 2023, and 2024.The data was
compiled and organized in a manner that allowed for use statistics related to year, month, location, sport,
residency, time (prime vs non-prime), number of hours used, and more. Of note, the field reservation
process changed in 2022 with termination of an intergovernmental agreement (IGA) between the City
and the School District. Starting in 2023, Lake Oswego Parks and Recreation is only responsible for
reserving and collecting data for City athletic fields. While LOSD provided the city with field reservation
data for its facilities at the outset of this project, the format and types of details collected by the two
agencies differ significantly, limiting the project team's ability to make a comparable analysis for City and

School District facilities.Therefore, not all reservation data for LOSD facilities is available for the utilization
analysis for 2023 and 2024.
2.2.1 Key Takeaways
Reservation Trends
1) Increasing field utilization.Across most facilities there has been an overall increase in reservations
from 2021 to 2024,with some notable fluctuations by field.
2) High demand. Primary demand occurs between 4:30-1O:00pm on weekdays; weekend usage is
high for games; spring and fall seasons have the highest demand, aligning with peak seasons for
baseball, softball, soccer, and lacrosse.
3) Residency. Most users are considered local; category 4 use (non-local) makes up approximately
5%of all LOPR reservations.
Field Type Insights
• Rectangle fields
o Heaviest used fields: Hazelia, East Waluga Park, Westlake Park, and middle school fields.
o Soccer remains the dominant sport with the highest reservation hours.
o Lacrosse and football are growing but lack dedicated spaces.
o Weekday practices run as late as 1O:OOpm.
o Weekend tournament play is increasing.
• Diamond fields
o Majority of play occurs at George Rogers Park, East Waluga, and Westlake Park.
o Weekend availability is often booked by local leagues, limiting drop-in play.
Capacity
• Weekday evening practices exceed capacity, leading to late-night practices (which are not ideal
for younger players).
• Weekend field access is constrained by the number of available lighted fields.
• Multi-use scheduling challenges can exist, particularly in the spring(when baseball and soccer
overlap).
Utilization
• George Rogers Park Ballfield #2 and Westlake Ballfield#2 exceed 600 hours annually(industry
benchmark for maintaining good field conditions for natural turf athletic fields).
• Hazelia has the highest annual utilization rate at 46%,followed by East Waluga Ballfield #1 and
Westlake Ballfield#2, each at 36%.The same three facilities exceed 50% utilization during prime-
time hours.
• Most of the system use occurs between March and September annually.
• The highest overall field utilization by month is 77%(East Waluga Ballfield#1 in July).
• East Waluga Ballfield#2 and Hazelia exhibit months of near or full capacity during prime-time
hours.
• Despite having the same field dimensions, East Waluga Ballfield#2 and Westlake Park#1 are
utilized differently. Westlake Park#2 has a lot more prime time use availability that can help
alleviate pressure at East Waluga Ballfield#2.

• Hazelia is heavily used in April, September, and October but East Waluga Park#1 and Westlake
Park#2 have some capacity that can be utilized to help alleviate pressure.
• Synthetic turf conversions will likely increase facility desirability from user groups while also
reducing/removing field condition considerations based on annual use hours.
2.2.2 Systemwide Statistics
For specific statistics related to individual athletic fields, please see Chapter 4—Appendix.
Reservations by Facility
The total number of reservations received shown in Figure 3 changed drastically between 2022 and 2023;
however,this is due to a change in the allocation process and available data from LOSD, as previously
mentioned. When examining the full contingent of athletic fields available (in 2021 and 2022), three LOPR
facilities received 35%of the total reservations received: Hazelia (13%), East Waluga Ballfield #1 (12%),
and East Waluga Ballfield #2 (10%). Since 2021, four LOPR facilities have experienced double-digit percent
reservation growth: Westlake Ballfield #1 (115%), George Rogers Park Ballfield #1 (80%), and Hazelia
(40%). Of note, Westlake Ballfield #3 has experienced a 12%growth since the change in allocation
process (Figure 3).Additionally, weather and maintenance needs may cause closures and reduce
reservations accordingly, a fact not necessarily represented in the figure below.

In terms of reserved hours, the top three most reserved facilities also account for the top three greatest
number of reserved hours (Figure 4). Interestingly, East Waluga Ballfield #1 was toward the bottom as
related to average hours per reservation in 2021 and 2022, but this facility has experienced a .3 hour per
reservation growth in the last four years.

Reservations by Sport
Athletic field reservations were categorized into seven sports with an additional "other" classification.
Examples of"other" activities include private rentals associated with picnic shelter reservations, special
events like summer concerts or car shows, summer camps, cross-country meets, elementary school field
days, ultimate frisbee practices, weather-related closures, and maintenance.All sports except for those
categorized as baseball and multi-sport have increased the number of reservations since 2021; however,
baseball still produces the greatest number of reservations annually despite a declining reservation trend
(Figure 5). Special event (11.9), multi-sport (5.8), and other (5.7) had the greatest number of average
hours reserved per rental in 2021 and 2022; however, all have experienced a decline in the average
number of hours reserved per rental in 2023 and 2024 with multi-sport reservations having the largest
decline (Figure 6).

Across the entire available athletic facility system in 2021 and 2022, there were noticeable differences in
how fields were allocated by sport and/or the preference of sports groups for the facilities they used
(Figure 7). Soccer and baseball reserved the greatest number of facilities at 14 and 13, respectively.
However, 16 facilities were used for"other" sports and activities. Sports that were more concentrated on
specific facilities included special events (2), lacrosse (4), football (5), and multi-sport (7). For facilities
used for soccer activities, they were the majority use of those facilities for 11 of the 14 reserved facilities.
Baseball was the highest use for 10 of the 13 reserved facilities. The only other sport that boasted a
majority use of a reserved facility was softball with four out of the 11 facilities used.
When looking at field use distributions in 2023 and 2024 (for LOPR facilities only),there were noticeable
changes for East Waluga Ballfield #1, George Rogers Park Ballfields#1 and#2,Westlake Ballfield #3, and
Westlake Grass Field (Figure 8).These facilities seem to have experienced an increase in softball, lacrosse,
other, and/or baseball allocations. This could be related to the change in the field allocation system
experienced beginning in 2023, user preference, and/or user demand. More study is warranted to
identify the actual causation.

Athletic field allocations from LOPR adhere to a four-category system:
• Category 1.Applies to all LOPR and City of Lake Oswego-affiliated activities.
• Category 2.Applies to all LOSD activities and recognized local youth leagues and organizations
(70%of participants are residents in this category).
• Category 3.Applies to tournaments, events, camps, clinics, and activities hosted by recognized
local youth leagues and organizations.
• Category 4.Applies to all clinics, camps,tournaments, and activities hosted by non-local
organizations (this category also applies to all for-profit entities, regardless of residency).
Looking at LOPR facilities only from 2021-2023, there was a growing trend of field reservations for
category 3 groups (Figure 9). There was a noticeable decrease in the number of reservations from
category 1 and 4 groups. Of note, there were many groups not assigned a category, and that number has
increased a lot since the change in field allocation policy. Examples of reservation groups not assigned a
category include LOPR special events such as summer concerts, other special events such as Oswego
Heritage Council Classic Car Show or the Lakewood Center's Festival of the Arts, private rentals associated
with picnic shelter reservations, weather-related closures, and maintenance.

Residency
Residency requirements vary by category(as shown above); however, it is important to understand
residency trend by organized sport. Since Category 2 activities involve recognized local youth leagues and
organizations, it is important to understand actual residency statistics. For known sport activities, over
80%of participants are local each season (Figure 10). Oregon Premier Football Club (a soccer club) and
Lake Oswego Softball (summer, spring, and fall) have the most non-resident participants.

Demand and Capacity by Field
To calculate field supply and demand, each LOPR athletic field was examined based on available
reservable hours and actual programmed hours for 2021-2024.This analysis provides two comparative
metrics: 1) number of total programmable hours based on ideal maintenance conditions, and 2) overall
field utilization percentage.
First, based on industry best practice regarding natural turf athletic field conditions, less than 600 hours
programmed per year per field will most likely result in good field conditions (with some thinning of turf
and localized wear areas) (Figure 11). Based on 2024 reservation data, George Rogers Park Ballfield#2
and Westlake Ballfield #2 exceed 600 hours annually(Figures 12-17). Synthetic fields can withstand a
much higher degree of use annually and are not subject to the same hour thresholds.
From 2021-2024, LOPR's natural turf fields have received an average of 4,138 programmed hours
annually. When dividing this total by 600 hours, it equates to 6.89 natural turf fields that should be
available. Given there are 7 available within the LOPR system, LOPR has effectively operated at 98%
capacity based on industry best practice for athletic field maintenance. Most likely, LOPR has operated
beyond this capacity because of the multi-use functionality of the natural turf fields. If LOPR facilities are
not experiencing turf challenges and/or recurring maintenance issues, the system is most likely the right
size and/or the fields can receive annual play greater than 600 hours. If noticeable turf challenges exist in
the future, LOPR should calculate the needed supply based on a set playability hour standard and/or
convert natural turf fields to synthetic.

Demand and Capacity by Field by Month
A more granular analysis reveals LOPR fields are used differently throughout the year(Figures 18-23).
Most of the system use occurs between March and September annually. The highest overall field
utilization by month is 77%(East Waluga Ballfield #1 in July). When examining field use by month by
prime/non-prime use, East Waluga Ballfield#1 and#2 along with Hazelia exhibit the most months of near
or full capacity during prime-time hours. Of note, greater than 100%will occur in the figures because of
standard hours availability assumptions by week and by month. For example, it is assumed each month
will have exactly four weeks, which is not always the case throughout a given year.
An important comparison should be made between the high-capacity use at East Waluga Ballfield #2 and
Westlake Park#1 because both have the same dimensions, but Westlake Park#1 has a lot more prime
time use availability that can help alleviate pressure at East Waluga Ballfield #2. It should be noted that
East Waluga Ballfield #2 is synthetic, and Westlake Park#1 is natural turf.Additionally, Hazelia is heavily
used in April, September, and October but East Waluga Park#1 and Westlake Park#2 have some capacity
that can be utilized to help alleviate pressure. Also, synthetic turf conversions may increase facility
desirability(from user groups) while also reducing/removing field condition considerations based on
annual use hours.

Chapter 3 - Assessing Supply and Demand: State of Play and Need
3.1 National Trends
The 2024 Sports, Fitness, and Leisure Activities Topline Participation Report is produced each year by the
Sports & Fitness Industry Association (SFIA).The report is derived from a nationwide study conducted
each year by Sports Marketing Surveys USA(SMS). SMS conducts research under the direction of SFIA and
seven other industry associations.The 2023 participation survey includes a sample size of 18,000 people
representing the US population aged six and older.The results have a confidence interval of+/-3.2%at
the 95%confidence level.
Figure 24 presents team sports separated by activity and include an eight-year trend of activity
participation (shown in 000s) along with 1-, 3-, and 5-year averages. Positively trending activities are
highlighted in green whereas negatively trending activities are highlighted in red. If a number is not
recorded for a given year, the box will be blank. This can be attributed to an activity not being included in
the data tracking process or it was removed from tracking. Additionally, the numbers shown represent all
participation for a given activity. SFIA also breaks down the data by between "casual" and "core"
participation trends (Figures 25-27).
In terms of national participation,team sports that have experienced the most growth over the last five
years include basketball and outdoor soccer. Interestingly, baseball,tackle football, and fast-pitch softball
have all experienced participation declines in core users despite having overall categorical participation
growth in the last five years.This is a direct result of more casual users than core. In other words, more
people are participating overall, but in a less dedicated/committed manner.This has implications for
drop-in facility availability, season lengths, and commitment to practice schedules.

3.2 Demographics and Local Market
3.2.1 Age Segmentation
When examining historic, current, and projected population growth for Lake Oswego,the city's youth
population (under 19 years old) is projected to comprise 20%of the city's total population, a decrease of
4%from the 2010 Census and 1%from the estimated 2024 population make-up (Figure 28). Specific to
population numbers, Lake Oswego had 9,374 residents under 19 years old in 2010 and that age
demographic is projected to have 8,235 by 2029, a decrease of approximately 12%.

3.2.2 Market Potential Index
Esri's Market Potential data measures the likely demand for a product of service in an area. A Market
Potential Index (MPI) compares the demand for a specific product or service in an area with the national
demand for that product or service. A value of more than 100 represents higher demand, and a value of
less than 100 represents lower demand. For example, a service with a score of 125 translates into being
25%higher than the national average. It should be noted that a given activity with a lower MPI score does
not necessarily mean there is no demand at all or that special interest groups do not exist; rather, it
signifies the population as a whole is less likely to participate in those recreation activities.
MPI scores were pulled for various tracked sport activities (Figure 29). Based on local consumptive
behavior metrics, Lake Oswego residents are less likely than the national average to participate in sport
activities such as softball, basketball, baseball,football, bowling, soccer, and volleyball. Activities scoring
above the national average include tennis, pickleball, golf, ping pong, and frisbee.

3.3 Community Engagement
As part of the Parks Plan 2040 development process, a variety of community engagement techniques
were used to aid with understanding community needs, priorities, and desired services. The following
sections provide key insights derived from the community engagement process as it relates to athletic
field provision in Lake Oswego.
3.3.1 Sports and Active Recreation Focus Group
A virtual meeting was held with representatives of sprots and active recreation organizations during
November 2023. When asked what they believe are the greatest opportunities facing Lake Oswego in the
next 5-10 years related to sports and recreation facilities and programs, participants focused on:
• More community-wide turf fields.
• Focusing on field allocation, prioritization, and scheduling processes.
• Pursuing further partnerships and collaboration with LOSD.
• Consider developing a multi-use indoor community fieldhouse for year-round recreation.
3.3.2 Neighborhood Meetings
Four neighborhood workshops were held in Lake Oswego parks during summer 2024. Meeting
participants had the opportunity to learn about the Parks Plan 2040 project and provide feedback on
priority projects and improvements. When asked to indicate prioritization for a robust list of potential
park and recreation projects (grouped into cost categories), workshop participants placed a higher
priority on making more costly improvements to existing parks such as splash pads, completing trail
connections, and providing water access to the Tualatin River before conducting sport field turf
conversions (grass to synthetic turf) and building new athletic and sport courts and fields(Figure 30).

3.3.3 Statistically Valid Community Survey
DHM Research conducted a statistically valid community survey in fall 2023.The survey received 403
responses and had a confidence internal of 95%and a margin of error at+/-4.9%. When asked to indicate
what they believe should be a high, medium, and low priority for Lake Oswego, survey respondents
identified tennis courts, pickleball courts, basketball courts, and parks that can host large sporting events
(such as regional or state competitions) as low priorities. However, prioritizing partnerships with local
schools to share parks and sports fields was the fifth highest priority out of 18 evaluated (Figure 31).

3.3.4 Benchmarking
When comparing Lake Oswego's athletic inventory with national metrics from the National Recreation
and Park Association's Park Metrics Database, in 2023 the city reported a higher level of service for adult
diamond fields, tennis courts, and rectangular fields than the national median (Figure 32).The city
reported a lower level of service for youth diamond fields and basketball courts. As mentioned earlier in
this report, LOPR's athletic fields are all considered multi-use, which generally increases functionality for
athletic fields which is not necessarily represented in a population-based benchmarking exercise.
Additionally, national median metrics do not necessarily include facility counts from other quasi-public
recreation facilities such as those from the local school district; therefore, it is recommended to focus on
use statistics, national and regional trends, and public engagement results more so than benchmark
statistics.

3.4 Athletic Fields User Survey
An online survey instrument was created using SurveyMonkey and was distributed to community-based
organizations and known athletic field user groups. The survey's intent was to allow athletic field users an
opportunity to provide direct feedback on the state of athletic field provision in Lake Oswego.The survey
was conducted during January 2025 and covered a range of topics including:
• Types and names of fields used
• Participant age ranges represented
• Hours of practice used/needed
• Days of the week used/needed for practices and games
• Satisfaction with various athletic field services
• Preferred priorities for investment
• Capacity issues (if experiencing capped numbers due to field availability)
• Field usage outside of Lake Oswego
Approximately 62 survey responses were recorded.This number varies by question, however, since
survey respondents had the ability to skip questions/advance through the survey.Additionally,these
survey results cannot be verified as coming strictly from organizations representing participants as the
results indicate parents and/or other interested parties may have received the survey link and completed
responses.This notion stems from the increased number of survey respondents indicating they represent
football activities(in particular)when there are only a couple in Lake Oswego.
3.4.1 Survey Findings
The results indicate there are organizations that do have more participant demand than available space;
however, it does not appear to be a pervasive issue across all survey respondents. Additionally, survey

respondents had the choice to identify whether they use rectangular or diamond fields as their main
athletic field type. Almost all respondents selected rectangular field use. This may be due to the multi-use
nature of many athletic fields within Lake Oswego and/or the sports represented by survey respondents.

Sports or Activities Represented
Almost two-thirds of respondents represented football (65%),followed by youth soccer (35%),youth
baseball (23%), and lacrosse (23%) (Figure 33). When removing survey responses that solely selected
"football,"the total number of respondents who completed the survey dropped from 62 to 45.
Additionally, in that scenario, the top three activities represented included football (23) responses,youth
soccer(22 responses), and youth baseball (21 responses). Football was still selected often as respondents
were able to select "all" that apply.
As a result of the sports or activities represented by survey respondents, the survey results in the
following sections should be used as strictly qualitative information and not as a representative sample of
sports organization within Lake Oswego.This particular survey instrument should be limited to sport
organization representatives in the future to gain more representative feedback.

sports organizations (Figure 38). Wednesday (89%) and Monday(84%) are the next most popular days

Participation Trends
Survey respondents were asked if they had to turn away any participants within the last two years due to
a lack of playing fields. Over half of the survey respondents said they did (56%) (Figure 41). When asked to

Nearly all survey respondents indicated a need for additional athletic field hours based on hours
rented/received in 2024(Figure 49). For additional context, respondents were asked if they use athletic
fields outside of Lake Oswego. A little less than half(41%) indicated they do (Figure 50). When asked to
provide the names of specific locations and reasons for using athletic fields outside of Lake Oswego,

Open-Ended Comments
The last survey question provided respondents with an opportunity to write open-ended comments
(Table 1).The open-ended responses varied from each other, but common themes included a shortage of
fields, need for more lighting, desire for multi-use spaces, and a re-examination of field allocation
priorities.
Open-Ended Responses/Comments
With limited fields, practices run late into the evenings for youth kids and that's not desired like
late Fridays. We compromise practices and use 1/2 fields for groups which are not ideal like
1 practicing baseball on 1/2 of a field. As we pack practices with more kids, it can overwhelm
parking, especially during transitions. We shorten practices to get everyone on the fields. It would
be great to have fields grouped together for tournaments vs having them spread out.
Lake Oswego Youth Football has a severe shortage of fields. Multiple teams have to share fields,
start 2.5-hour practices after 8pm, and we have been unable to expand to boys and girls flag
football.This coming year girls flag football was added to our league, but we do not have the field
space to add the sport.
2 There is only one lined football field on the LOHS side of the city (LOHS stadium). Meanwhile, the
Lakeridge side has multiple. Also, the only turfed field on the LOHS side of the city is the Waluga
baseball field.
LOYF was very appreciative of Parks and Rec helping us fit onto fields last year!
3 I think we are a small city with some great fields. I would love to see a little more availability if we
can find it, but I think the team is doing a great job.
I feel like Parks & Rec should invest in fields and athletic spaces that are considered "multi-use"
4 versus dedicated spaces that can only be used for one activity. Westlake is an amazing space
because there are so many different activities and games that can be played there.
There is significant demand for rectangular fields across Lake Oswego. It is crazy that a community
5 like Lake Oswego has insufficient field space for kids. Soccer alone would use 2-3x the amount of
fields in Lake Oswego. Other communities have resolved. We need more rectangular fields.
6 I have been working for LOSC for over 20 years and fields have always been an issue for us and all
the other user groups in Lake Oswego. We definitely need more fields in Lake Oswego.
Lake Oswego Parks & Recreation needs to prioritize Lake Oswego residents first, youth activities
second, and maintenance third.
8 We need more turf fields with lights.
One of the biggest points of frustration is when adult leagues run by the city get preference over
the youth leagues run by non-profit organizations. It's particularly an issue when the nicer turf
fields are given to adult leagues and the youth programs then need to roll the dice on grass/dirt
9 fields in spring when weather is a real issue. The city fields and maintenance are very good and we
appreciate what we have, but availability is starting to become an issue. Another point of
frustration is when the LOHS baseball program takes large chunks of time at East Waluga 1.This is
an issue LOSD/LHS needs to solve so that they aren't taking additional time from the youth
programs that need the fields.

This city is in serious need of regulation size football and soccer fields. For example, the
11 installation of"multi-use turf" at LMS was a waste. Please don't waste valuable field space
options.
12 Having at least one more full size turf field would be an absolute blessing to the adult softball
program.

turf fields in the city limits to provide additional year-round fields for our children to play!

We need more athletic fields and park gyms to satisfy what the youth are looking to improve and
16 participate in athletic activities. At the present time, there are not enough adequate facilities to
support this growing population.
As an organization who serves Lake Oswego residents and kids outside the city, we are subject to
last dibs on fields and pay higher rental rates. Often the fields go unused, but the local orgs rent
them out at such a discounted price, it's easy to fill the calendar and not schedule use. Finding turf
baseball fields to practice and play is difficult in the first place.Then, often, when the community
17 sees club teams using fields (which we reserved and paid for)they complain to the city/school
district. We have even had neighbors who live nearby tell our coaches and teams they shouldn't
be using the field and call the police.
It would be so great if the community embraced youth sports for kids from any neighborhood and
made it accessible for people to utilize our amazing but limited resources.
18 More turf field so we can use them year-round.
19 Turfing elementary school fields would go a long way toward helping to alleviate the congestion of
field space.
20 Please put another field in for youth sports; all youth sports are affected by lack of space.
21 More athletic fields are needed desperately as the number of kids in the area are joining more
athletic teams.
All fields need to be turfed (doing this to all elementary schools in Lake Oswego would allow for
22 more field use year-round); it would also allow students to use the fields at recess year-round
