Members Present: Buzz Chandler, Lisa Helfer, Kara Orvieto, Mark Puhlman, Whitney Street, Luna Flores, Mason Klein, Izzy Hollingshead (Alternate) Members Excused/Absent: Jay Hamachek, Robin Palao Council & Staff: Amanda Watson Public: None Approval of Minutes Whitney made a motion to approve the April 21, 2025 meeting minutes, Buzz seconded. Kara excused herself as she was not at the April meeting. Minutes approved unanimously. Public Comment None. Regular Business A. City Council Update None; Councilor Mboup was absent. B. 2025 Goals Check-In The Board reviewed their 2025 goals and discussed progress so far and next steps. SAB is focused on implementing initiatives under the 2025 City Council goal to combat climate change and strengthen the community’s resilience to climate impacts: • Adopting a sustainable buildings policy. Amanda explained this is an internal policy and primarily will be an internal process to develop the policy, but she is planning to bring a draft to the Board to review and provide input on. May not have a draft by the June SAB meeting, but can have an initial discussion then. • Implement actions in the 2024 Urban and Community Forest Plan, including an update to the City’s tree regulations. This project is being led by the Community Development Department and they are currently recruiting for a community task force for the project, which will have one representative from SAB, and selecting a consultant for the project. The project team will also be briefing SAB at a future meeting. • Developing an operational plan, potential code options, and communications strategy to phase out use of gas-powered yard and lawn care equipment in Lake Oswego after the City of Portland’s ban goes into effect. SAB has done a lot of work on this so far, including hearing from Doug Gannon from STIHL about commercial landscaping equipment at the last meeting, and City of Lake Oswego Sustainability Advisory Board Minutes May 19, 2025 Page 2 of 4 heard from LOSN about what that group has been doing for outreach on the topic. Amanda has been researching landscape equipment policies in other jurisdictions, and will bring a summary to the Board at a future meeting. She noted that most of the policies she has reviewed so far are specific to leaf blowers, so Lake Oswego’s work looking at landscaping equipment more broadly may traverse some new ground. Amanda is also starting some community outreach, meeting with community stakeholders, and updated the surveys for residents and landscapers based on SAB’s feedback which are now live on the City’s website. Buzz noted that he was asked by his HOA to share an update at their annual meeting on what the City is doing on gas-powered landscaping equipment (GPLE). He encouraged other members to do the same if they have the opportunity. Mark noted that LOSN would be happy to give a ~15 minute presentation to any neighborhood groups about sustainable landscaping. Buzz was on the task force for the South Shore Fire Station project, and he noted that the sustainable buildings policy was part of the task force discussions. The next Mayor’s Roundtable in June will be happening at the South Shore Fire Station and discussing why a new facility is needed. Amanda noted that right now they are waiting for some more information on what happens with the City of Portland’s policy and Multnomah County funding—the County’s proposed budget would cut their staff person for the leaf blower program—but asked if there were other major questions or external speakers the Board would like to hear from in the near future on the GPLE topic. Whitney said the school district; they don’t have to come to an SAB meeting, but would be good to get their input on how they would be impacted, especially in light of budget comments. Amanda said she will also bring a summary of what she has been hearing from outreach so far when she gives the update on policy landscape research. SAB also had several other priority areas of focus for 2025: • Improving availability of data and metrics on energy use and emissions to drive action. City Council did not decide to move forward with the Home Energy Score disclosure requirement this year, but there may be some limited funding in the new fiscal year budget to update the City’s GHG emissions inventory. Based on how much funding is available, it might need to be scaled down to either a community-wide or a city operations inventory; Amanda will provide more information to SAB when available. Kara asked if there could be a way to pivot the GHG inventory project to tie it in to the sustainable buildings policy project, such as doing an energy or emissions evaluation of City-owned properties, working with the energy provider and building engineers. Could get baseline data, and then update every 5 years and as new buildings are retrofitted or replaced could see emissions improve. This might be more achievable with City staff time and data that is already accessible to the City. • Sustainable transportation Amanda will circle back with staff about the timing for the next Transportation System Plan update, and ask for a briefing for SAB at a future meeting. She is not sure if there are any concrete projects for SAB on sustainable transportation at the moment but will arrange for an update from staff. There has been a transition to the Transportation Advisory Board, which did not recruit for new members this year; Amanda will find out more to update the Board on the status. Buzz asked if the Board could get a projection from Engineering staff on what pathways projects are planned over the next 5 years, so that City of Lake Oswego Sustainability Advisory Board Minutes May 19, 2025 Page 3 of 4 SAB can help communicate with the public on how the city is moving forward on improving safety for biking and walking. Noting the Board’s previous work on the EV Charging Strategy, Amanda shared that she is currently participating in the Charging Smart Program to work towards certification for the City which would indicate the City has adopted best practices for promoting EV charging. Kara observed this work ties into SAB’s goal around improving availability of data to drive climate action. Kara asked for clarification on the timeline for SAB’s goals – are those calendar or fiscal year? Amanda said that they are calendar year goals. Board members are appointed for terms based on the fiscal year calendar. Looking at the draft calendar for SAB meetings, Amanda said she would have more updates for the Board on the goals in the second half of the year. In June, Clackamas County will be briefing SAB on the Leaders in Sustainability business sustainability program. In the second half of the year, SAB will have 1 – 2 work sessions on the sustainable buildings policy and a briefing on the tree code updates project. Amanda will also work to schedule the update on sustainable transportation projects and provide more information on the GHG emissions inventory update project when available. Kara expressed that it is great to be able to review progress on SAB’s goals from the previous year ahead of the Boards & Commissions summit in January, makes it feel that the Board is producing something and it’s good for Council and the other Boards to see what is possible. Lisa asked about the sustainability business event; will that be part of the goals? Amanda explained that was not a City Council goal, but an idea the Board was interested in doing more on. SAB could scope what that looks like, if business engagement is something they would like to move forward with, in terms of a deliverable they would like to achieve this year. Kara suggested the Board could consider making business sustainability engagement an official goal for next year. Izzy shared that there will be a sustainability networking event on Wednesday at Hop N Cork from 5 – 7 pm, it would be a good opportunity for SAB to connect with community members. Board members discussed how to better communicate about SAB’s work with the public, adding on to the more targeted community engagement SAB does at the Sustainability Resource Fair and Farmer’s Market. Buzz wondered if SAB could provide regular updates on what the Board is doing through a quarterly article in the LO Review or something in Hello LO; one of their goals could be better communication with the community. Izzy added that having parent or student ambassadors to monthly PTO meetings could be another way to share updates on SAB’s work with parents. The Adult Community Center could be another venue for SAB to engage with older community members, and LORAC might also be a good place to share information, maybe have a table? Peer to peer communications can be more effective than broad channels like social media or newsletters. Kara suggested SAB could develop a simple template for bi-monthly or quarterly updates on what they are working on and push that out to the PTOs and other groups; it could also be shared with the staff liaison to other City advisory boards. Amanda said she would be happy to share those updates. Lisa mentioned the communications plan she and Izzy worked on includes strategies to reach audiences of different ages. C. Youth Member Updates Mason had no updates; he will be graduating before the June meeting. Luna had a meeting with Catlin Gabel’s Green Team which includes admin staff, and discussed a new stewardship program they want to start focused on removing invasive species and restoring impacted forest land on the school’s property. Her term as Sustainability Coordinator has ended, but she was elected as the Student Body Vice President. City of Lake Oswego Sustainability Advisory Board Minutes May 19, 2025 Page 4 of 4 E. Board & Staff Updates Kara shared that the Parks 2040 plan was approved by the Parks, Recreation, and Natural Resources Advisory Board and will be going to the City Council for approval at the next meeting.
