Luscher Area Background — What We've Done So Far
• 1991-1996—Luscher,Taylor, Farr, and Rassekh properties purchased by City using 1990 Parks and Open Space Bond Funds
• 1997—Luscher Farm Master Plan adopted by City
• 1998-1999—City submitted a land use application to Clackamas County(ZO999-98-1)to establish Luscher Farm as a public park; County denied application, referencing Oregon Administrative
Rules,which at the time stated that public parks on EFU lands had to be "primarily for the local rural community" (Note:LCDC amended the rule in 2004 to remove this requirement)
• 1999-2001—Firlane, Brock, and Stevens properties purchased by City using 1997 Open Space&Athletic Field Bond funds
• 2000—City submitted a land use application to Clackamas County(ZO505-00-AA)to establish Luscher Farm as a community center; City withdrew application prior to issuance of final decision
• 2005—Crowell property purchased by City using 2002 Park Development, Open Space& Pathways Bond funds
• 2006—City submitted UGB "swap" request to Metro to remove Rassekh property from UGB and add Taylor and Farr West properties(for construction of Hazelia Field); Metro approved
• 2006—First phase of Stafford-Rosemont Multi-Use Pathway(Hazelia to Firlane turnaround)constructed by City(approved by Clackamas County,ZO316-4)
• 2007-2008—Hazelia Field constructed by City on Taylor and Farr East properties
• 2012—Second phase of Stafford-Rosemont Multi-Use Pathway(Firlane to Brock trailhead)constructed by City(approved by Clackamas County,ZO062-10)
• 2012-2013—Luscher Area Master Plan updated to address all properties and adopted by City
• 2013—City submitted UGB expansion request to Metro to bring remaining Luscher Area properties inside UGB; Clackamas County issued letter stating they could not support the request due to
uncertainty of Stafford area at that time;City amended request to include Rassekh property only
• 2015-2017—City hired a consultant and completed the Agricultural Recommendations Study and Agricultural Plan
• 2017-2018—Intergovernmental Agreements(IGAs) approved between Lake Oswego,West Linn, and Tualatin (three-party agreement) and Lake Oswego,West Linn,Tualatin, Clackamas County,
and Metro (five-party agreement) regarding future planning for Stafford area urban and rural reserves
• 2018—City submitted a land use application to Clackamas County(ZO385-18)to establish Luscher Farm as a public park and develop pedestrian and bicycle trails and trailhead amenities on Farr
East properties; Clackamas County staff report recommended denial and City withdrew request prior to issuance of final decision
• 2020—City submitted UGB expansion request to Metro to bring—83 acres inside UGB; Metro staff recommended denial and City withdrew the request
• 2021—Luscher Area Task Force Recommendations Report published, making recommendations to City regarding Luscher Area priorities
• 2022—City and Clackamas County coordinated to determine a procedural pathway for the City to apply to the County to request land use approval for public park uses on properties zoned EFU
and began work on a package of County code and comprehensive plan amendments
• 2023—Clackamas County approved ZDO-286, a package of amendments to the County's comprehensive plan and development code that make County zoning regulations consistent with Oregon
Administrative Rules for park and recreation uses on agricultural lands
• 2024—City hired a consultant team and began preparation of a land use application to Clackamas County to obtain land use approval for public park uses in the Luscher Area, using new
procedural pathway

What is the Luscher Ara Master Plar '
"Upon adoption, this master plan will provide direction for future
development and protection for the many cultural and natural resources
within its boundaries. The plan designates what happens, where it
happens and the intensity with which it happens. It protects the historic
core of the Luscher Area, provides additional active recreation in areas
where it can be accommodated, preserves the current farming activities,
expands the community gardens, provides a center for learning about the
history and natural resources of the area, and knits the various parcels
that make up the Luscher Area into a coherent whole with trails, pathways
and connected natural resources."

Traffic Impact Assessment
• Methodology:
o Includes traffic generated by in-progress City projects (Rassekh Park and
LORAC)
o Addresses Luscher as though it is an entirely new use (i.e., existing trip
subtracted from baseline)
• Stafford/Rosemont/Atherton intersection does not meet acceptable
operating standards, even in baseline (without Luscher trips)
• All other intersections operate acceptably
Traffic Impact Assessment
• Recommendations :
o Add eastbound left-turn lane and westbound turn shoulder at public driveway
o Relocate existing public driveway further to east
o Coordinating with Clackamas County regarding how to address roundabout
Access Recommendations
• Close historic Luscher driveway to the public
(staff/contractors/deliveries only)
• Close historic Firlane driveway and relocate further east ( next slide)
• Brock trailhead driveway to remain, but clear vegetation to increase
visibility
