~107 acre neighborhood
Land used for industrial
(26%), residential (39%),
commercial (11%), and open
space / parks (23%)
Includes Oswego Village
Center, Oswego Pointe apts

Foothills District
Framework Plan
Adopted in 2012
Plans for mixed-use residential and
commercial development primarily in
area currently zoned for industrial use
Earlier plans included the Lake
Oswego to Portland Streetcar project;
the Plan was later revised to remove
the streetcar
An Urban Renewal Plan (URP) was
also adopted in 2012, including tax-
increment financing (TIF) to fund
$43 million in public investments
URP was repealed just 2 months later

Tryon Creek Wastewater Treatment Plant
Located on a 14-acre site at confluence
of Willamette River and Tryon Creek
2012 Plan assumed the site would
remain unchanged
City is now seeking a public-private
partnership for the construction and
operation of a replacement Wastewater
Treatment Facility (WWTF)
New WWFT is likely to be located on an
adjacent 6-acre site
Relocation renders a large portion of the
previous “North District” unusable and
disrupts the street system

Community Context in 2025
Few changes have occurred within the
District since the URP was repealed
•Repeal of the URP precluded LORA
from developing the infrastructure to
make the area development-ready
•New / updated URP must be
developed to outline a financing
strategy for the updated Plan
•URP update was not included within
the scope of work for the RFP
Affordable housing has become more of
a priority in recent years
•City has issued, or is in the process of
issuing, permits for 186 units of
affordable housing since 2018
Other recently-completed projects
commit the City to take further action to
meet its housing need
•Housing Needs Analysis (2023) shows
a need for ~2,000 additional housing
units over the next 20 years, and a
need for many (36%) of those units to
be affordable (at 80% of AMI or less)
•Housing Production Strategy (2024)
includes 13 different strategies to
address the city’s housing need,
including rezoning land to increase
the residential capacity and utilizing
tax increment financing to support
affordable housing development

Current Foothills District Plan Update Effort
2024 Council Initiative: “Begin work on
a plan to use urban renewal to support
the redevelopment of Foothills”
•City awarded $745,0000 Metro grant;
Intergovernmental Agreement (IGA)
finalized February 6
2025 Council Initiative: “Begin the
update of the Foothills District Plan”
•Council approved contract on June 17
with team led by First Forty Feet to
update the Plan to ensure consistency
with current community priorities

•Focus on community members who have
typically been under-represented in the
planning process
•Scope includes a Technical Advisory
Committee (TAC) and a Community
Advisory Committee (CAC)

•Inventory and analysis of key issues to
provide a basis for plan alternatives and
refinements later in the process
Vision Statement, Goals, and Objectives
•2012 Plan vision statement will be a
starting point
•Must be highly informed by community
engagement and analysis
Concept-Level Plan Alternatives
•Consultant will produce up to four higher-
level concept alternatives for the overall
organization of the District
Schematic-Level Plan Alternatives
•Consultant will refine up to two
schematic-level plan alternatives,
including details of specific projects
Draft and Final Framework Plans
•Based on preferred schematic-level
alternative
Post-Plan Amendments and Implementation
•Consultant will be expected to develop
Comprehensive Plan and Code
amendment concepts, language, and
exhibits
