ADJOURNMENT Next Meeting: Monday, October 20, 6:30 – 8:30 pm City of Lake Oswego Sustainability Advisory Board Minutes August 18, 2025 Page 1 of 3 CITY OF LAKE OSWEGO Sustainability Advisory Board Minutes August 18, 2025 Draft Call to Order / Roll Call Buzz Chandler called the August meeting of the Sustainability Advisory Board to order at 6:32 pm. SAB members and attendees introduced themselves and welcomed new members, sharing their backgrounds and interests in sustainability. Members Present: Buzz Chandler, Whitney Street, Lisa Helfer, Isabela Hollingshead, Kara Orvieto, Mark Puhlman, Lisa Strader, Calixto Hearn, Rohan Sekar Members Excused/Absent: None Staff: Amanda Watson Public: Angelique Leonard (SAB Alternate), Patrick Walsh, Linda Ganzini, Alex Mihm Approval of Minutes Buzz made a motion to approve the May meeting minutes as written. Mark seconded. Motion approved unanimously. Public Comment Patrick Walsh introduced himself and spoke about opportunities for collaboration between SAB and the Library Advisory Board. No additional public comments were made. Regular Business A. Electrification Coaching Program Linda Ganzini, Associate Executive Director of Electrify Oregon and board member of the Lake Oswego Sustainability Network, gave an overview of the volunteer-based coaching program. The program helps residents with projects such as EVs, heat pumps, solar, and weatherization. Coaches are trained through Rewiring America and volunteer a minimum of four hours per month. The program uses Monday.com for project tracking and has expanded to several Oregon regions. Linda noted program goals for the first year: • The program will manage the flow of consultations to avoid coach burnout. • Additional coaches will be recruited and trained. • The organization will seek grant funding for a part-time coordinator. • High-quality consultations will be maintained, with each reviewed by a technical lead. She also asked SAB to assist in several ways: • SAB can help by promoting the program in the community. • Members can assist with recruiting potential volunteers. City of Lake Oswego Sustainability Advisory Board Minutes August 18, 2025 Page 2 of 3 • The Board can share ideas for outreach to increase awareness and participation. Board members discussed outreach strategies, volunteer recruitment, and how to keep long-term coaches engaged. Buzz Chandler shared his own home electrification experience and how it strengthens coaching credibility. Suggestions included recruiting undergraduate students, reaching out to PGE employees, using QR codes at outreach tables such as the Farmer’s Market, and emphasizing that consultations are completely free. B. City Council Update There were no City Council updates as Councilor Mboup was absent. Amanda Watson reported that a sustainable buildings policy presentation is planned for City Council later this year. C. City Sustainable Buildings Policy Amanda Watson presented draft concepts for a sustainable buildings policy covering design, construction, and operations of city facilities. The goals include reducing emissions, increasing resilience, and aligning with Sustainability and Climate Action Plan targets. She noted that the city drafted High Performance Building Guidelines in 2015 that were never adopted, and this effort builds on that work. Key elements discussed: • The policy will likely use established certifications, such as LEED, the Living Building Challenge, and/or SITES. • Operations requirements will apply to both new and existing city facilities. • The policy will help ensure sustainability features are not removed during project design or value engineering. • Funding approaches will consider how to balance upfront capital costs with long-term operational savings. Amanda highlighted the upcoming South Shore Fire Station as a likely prototype for applying the new policy. Board members discussed metrics, retrofits, and how to keep the policy flexible as technologies change. Additional discussion points included incorporating garages into the policy scope, providing composting and recycling enclosures, conducting energy audits and insulation reviews, adopting simple measures such as building temperature ranges and painting roofs white, planning for evolving technologies like flexible solar and low-carbon concrete, requiring contractor sustainability plans, and avoiding missed opportunities such as the reduced solar capacity at the Aquatic Center. D. Landscaping Equipment Goal Update Amanda Watson reported on the City Council’s goal to phase out gas-powered landscaping equipment. So far the online survey for residents has received 297 responses, and the business survey received 17 responses. Plans for additional outreach includes postcards to hand out to landscaping businesses, an article in Hello LO, and upcoming tabling at the farmer’s market. She noted that survey responses may be biased toward those with strong opinions on the topic, and that a question on landscaping equipment will be included in the statistically valid citywide survey conducted later this year. The Board discussed Portland’s restrictions starting in January 2026, outreach to HOAs and apartment complexes, and strategies to expand engagement with both businesses and residents. E. Clackamas County Leaders in Sustainability Program City of Lake Oswego Sustainability Advisory Board Minutes August 18, 2025 Page 3 of 3 Alex Mihm from Clackamas County Sustainability presented on the county’s business certification program, Leaders in Sustainability. The program has certified approximately 70 workplaces since 2015 and recognizes sustainable practices across multiple categories. Certification requirements include compliance with all environmental regulations. Completion of at least one action in each category, and the setting of a goal for future improvement. Certified business receives plaques, window clings, and recognition through County promotion, though most business use the certification for their own outreach. Board members discussed certification requirement, benefits, outreach partnerships, and the extension of certification cycles. They noted that Lake Oswego businesses represent the highest share of certifications. Alex noted that Lake Oswego City Hall is due for re-certification; he suggested that SAB could assist with the recertification process and that the City could consider certification for other facilities, tying in to the sustainable buildings policy work. F. Board & Staff Updates Amanda Watson provided several staff updates. She shared that the Sustainability Advisory Board will have a table at the Farmer’s Market on September 13, from 8:30 a.m. to 1:00 p.m., and encouraged volunteers to participate. She also reported that the city is co-hosting a Solar Workshop with Energy Trust, LOSN, and Solar Oregon on August 19, from 6:00 to 7:00 p.m., at the library. In addition, she announced that planning is underway for the Sustainability Fair for April 19, 2026, during Earth Day weekend, and that the planning committee is seeking volunteers. Board members reported on the Tree Task Force, next steps for the South Shore Fire Station, and the Foothills Advisory Board applications, which are under review. Meeting adjourned at 8:30 pm.
