Members Present: Buzz Chandler, Lisa Helfer, Isabela Hollingshead, Kara Orvieto, Mark Puhlman, Lisa Strader, Rohan Sekar Members Excused/Absent: Whitney Street, Calixto Hearn Staff: Amanda Watson, Councilor Mboup Public: Angelique Leonard (SAB Alternate), Mike Perham (SAB Alternate) Approval of Minutes Izzy made a motion to approve the August meeting minutes as written. Lisa Strader seconded. Motion approved unanimously. Public Comment None. Lisa Helfer noted that the group Future Climate Collective is interested in coming to speak with the Board at a future meeting; Amanda will reach out to them. Regular Business A. City Council Update Councilor Mboup shared updates on recent City Council meetings. The City Council moved forward the “20 is Plenty” program reducing speed limits on some neighborhood streets, which was controversial. Board members shared appreciation for the City taking that step and asked about enforcement. The City Council is also focused on housing and will receive an update on progress towards implementing state requirements. Councilor Mboup highlighted ongoing work on the Tree Code update project and work on gas-powered landscaping equipment as projects that should be of interest to the Board. B. Youth Member Updates Rohan shared that the Lake Oswego High School Green Team was preparing for the “Club Rush” event where student groups recruit new members at the beginning of the school year. C. Recycling Modernization Act Amanda Watson presented on recycling program changes as a result of the Plastic Pollution & Recycling Modernization Act statewide law, which passed in 2021 and went into effect starting July 1, 2025. The goal of the law is to modernize recycling in Oregon, including by establishing a consistent, statewide list of recyclable materials that can be collected curbside. Beginning in July there are a few changes to the recycling collection list in the Portland Metro area, including: • Plastic screw-on caps can remain on plastic bottles, jars, buckets and jugs for recycling City of Lake Oswego Sustainability Advisory Board Minutes September 15, 2025 Page 2 of 3 • Carryout/delivery pizza boxes with minimal grease can be recycled; boxes with a lot of grease or food reside can still go in the compost bin for Lake Oswego residential customers • Paperback books can be recycled, but Amanda encouraged people to donate usable books • Plastic storage containers can be included in the recycling container as long as they fit and will fall from the bin when collected • All types of glass bottles and jars are now allowed in the glass recycling bin (no longer limited to just food and beverage bottles & jars) • Smaller size limits for scrap metal; now only scrap metal less than 10 lbs and 18 inches can go in the curbside recycling bin • Shredded paper is no longer allowed in recycling bins Amanda explained that there is also a list of recyclable materials that will be accepted at drop-off recycling centers in the future, which will be established across the state over the next few years. Materials that will be accepted at these drop-off recycling centers will include Styrofoam, plastic bags, plastic bags, plastic drink container handles, shredded paper, and single-use fuel canisters. The goal of the law is to establish new recycling centers across Oregon by the end of 2027. Amanda reminded the Board that the best way to learn about future changes is by consulting the recycling list on Clackamas County’s website. Kara asked for an update on Ridwell. Amanda said that they applied for and were granted an Additional Recycling Collection Services License, so they are now operating legally in Lake Oswego. They will be submitting their next bi-annual report to the City soon. E. Landscaping Equipment Goal Amanda provided a short update on her work on the City Council’s goal. She will be presenting to the City Council at a study session on November 4, outlining what the SAB has been learning about the topic, key questions for development of policy options including scope, incentive programs and approaches to enforcement, and presenting results of the landscape equipment survey that is closing on September 30. The City received a lot of responses from residents and property owners and a good number from companies. Amanda will be continuing outreach to companies and large property owners in particular, as well as consulting with Parks and Fire Departments at the City about their own equipment use. The community-wide survey this year will also include a question about landscaping equipment. F. Board & Staff Updates On October 7 Amanda will be presenting the annual solid waste rate review to the City Council; not expecting to have to increase rates this year, likely just some small adjustments. Mark is a member of the Tree Code Task Force and shared updates on their two meetings so far. Cascadia Partners is the City’s consultant for the project. The Tree Code Task Force is reviewing work from the project team looking at tree codes in 5 different communities and approaches to issues including clear and objective standards, consistency in permitting, creating tree preservation incentives, and creating standards for soil volumes and canopy, reducing conflicts between trees and rooftop solar, and others. SAB members can review the materials on the City’s website and if they have feedback they would like Mark to raise in the next meeting they can reach out to him. Buzz shared an update on the South Shore Fire Station project; he and some of the other project task force members have been tabling at the Farmers Market with Fire Department staff to talk to residents about the needs for a bond for the project. City of Lake Oswego Sustainability Advisory Board Minutes September 15, 2025 Page 3 of 3 Kara attended the statewide transportation package town hall with Reps. Nguyen and Walter last week; the meeting reviewed what is in the package including what cost impacts would be. Members shared information about upcoming community events: the City’s Emergency Preparedness Fair on Thursday 9/18 at City Hall, LOSN’s EV Fair on Saturday 9/20 at the United Methodist Church, and a sustainability happy hour on Wednesday 9/17 at Hop N Cork.
