Present: Meg Matsushima, Chair; Denise Bartelt; Jen Wiley; Kasey Holwerda; Robin Quon; and Trudy Corrigan, City Council Liaison Absent: Mary Bosch, Vice Chair; and Jahzeel Ormeno Staff Present: Paul Espe, Associate Planner/Historic Resources Advisory Board Staff Coordinator Guests: None 1. APPROVAL OF MINUTES August 13, 2025: There were no adjustments noted. Kasey Holwerda moved to approve the Minutes of August 13, 2025, as written. Seconded by Robin Quon and passed unanimously. 2. CITY COUNCIL UPDATE - Councilor Trudy Corrigan Councilor Corrigan shared details on the following recent City Council activities with HRAB members: the City Council proclaimed September as "National Preparedness Month;" members were appointed to the Foothills District Community Advisory Committee; two properties were annexed into the City; a "Recipient Agreement" was approved between the City and Clackamas County's Human Services Department, Social Services Division; the Ordinance to reduce statutory speed limits by 5mph on local streets and collectors was approved (reduction from 25mph to 20mph over the next few years); information regarding wildfire response and disaster preparedness was presented by the Fire Department; the Housing Production Strategy Overview was presented by Erik Olson; and they ended their last meeting by holding an Executive Session. 3. PUBLIC COMMENT/ANNOUNCEMENTS Staff reported that the Request for Proposal process for the Reconnaissance Level Survey was going well and that he received a few procedural questions. These were answered via "List Serve." The final candidates will be chosen and interviewed after September 22, 2025. Kasey noted that Councilor Verdick approached her to request that two properties on Pine Valley be surveyed. Members discussed their progress reviewing the pre-survey areas. Denise Bartelt provided information about the "Donald Blair House of Tomorrow" and about the Hallinan bus shelter. 4. NEW BUSINESS 4.1 Historic Preservation and Historic Education Grant Applications: Staff distributed copies of the application requirements, with the changes recommended during the previous HRAB meeting. He requested members to email him with any additional revision suggestions. Jen Wiley asked how HRAB received their Grant funding. Councilor Corrigan explained how the funding was distributed. 4.2 Future Goals for Preservation Month and for 2026: Members discussed adding the following 2026 Goals: integrating Planning Staff during the compliance review of in- progress work on homes on the Landmark Designation List (LDL); and reviewing the Certified Local Government (CLG) Program. Members will come back with more ideas for the next meeting.  House of the Week(s) during Preservation Month: Members agreed to drive around Mountain Park to offer suggestions of the buildings to highlight.  Celebrate Mountain Park (discussion and workshops): Robin shared that, after proposing that the Mountain Park Board host the Preservation Month Celebration event in their clubhouse, they agreed to do so (in conjunction with the City). Members discussed options for whom they would invite to speak and the topics to be presented during the event.  Survey of the Hallinan and McVey-Southshore Neighborhoods: This topic was discussed under the “Public Comment/Announcements” section.  Consideration of Surveyed Homes for the LDL: Staff stated that he heard from a few people and had sent the requested information but had no responses after that. Members discussed the probable impediments the homeowners may be feeling and remedies to counter them. 4.3 Homeowner’s Packet: This item will be added as a Goal for 2026. 5. OLD BUSINESS 5.1 1850 Northshore Road (Jantzen Estate): Kasey asked if anyone from the City had inspected the work completed to this point. Denise shared that she heard that all of the siding had been removed. Kasey voiced her concern over the builder's lack of following the permitted changes. Staff suggested that they may have found dry-rot when they removed the windows for replacement. Staff then ensured that he would relay members' concerns to Evan Fransted and Jessica Numanoglu. Members discussed available options if the owner deviated from the approved plans. 5.2 15840 Boones Ferry Road (Giant Hamburger): Robin relayed that the new owner was facing another delay due to additional work required on the back of the building. She stated that she did not know what happened to the letters from the original sign. Historic Resources Advisory Board Meeting Minutes September 10, 2025 Page 3 of 3 5.3 490 G Avenue (Johnson Barn): There were no updates on this topic. 5.4 4375 South Shore Boulevard (Duncan House): Kasey noted that she had seen the work being done on the master bedroom of the new wing.
