1. CALL TO ORDER
Board Co-Chair, Linda Rountree called the meeting to order at 5:31 p.m.
2. ROLL CALL& INTRODUCTIONS
Present: Betty Holladay, Linda Rountree, David Corey, Michelle DeBuhr, David Dorr,
Steven Kaufman, Elisa Williams, Charlotte Cory, Anisha Oruganty,
Councilor Ali Afghan
Staff: Megan Phelan, Maria Bigelow, Pam Montoya
Guests: Yoko Kinoshita, David Westerdahl
Roll call was held and board members and staff introduced themselves including answering
brief questions sent to them prior to the meeting.
3. APPROVAL OF MINUTES/ORIENTATION
Staff liaison, Pam Montoya reviewed the process of approving meeting minutes, attendance
policy and responsibilities as a board member (see handout).
4. PUBLIC COMMENT
No public comments made.
The purpose of Public Comment is to allow community members to present information or raise an issue
regarding items not on the agenda or regarding agenda items that do not include a public hearing.A time limit
of three minutes per individual shall apply. Public Comment will not exceed thirty minutes in total. If you are
unable to attend the meeting and prefer to provide public comment in writing, please email the comment to the
staff contact listed above at least 24 hours before the meeting.

5. CITY COUNCIL UPDATE
Council Afghan spoke briefly about the transition from 50+Advisory Board to the Community
Health & Resiliency Advisory Board (CHRAB).
Councilor Afghan gave an update on the following topics;
Cell Towers
Outdoor Pickleball courts
Disability Proclamation month
Tennis center and Special Olympics
Lake Oswego Fire Department (LOFD) South Shore Fire Station
Oswego Lake access in case of emergencies
6. PHASE II PRELIMINARY CHARGE STATEMENT
The board discussed the three phases of the proposed redefinition of the 50+ Advisory Board,
the preliminary charge statement and timeline set out by city council (see attached).
7. WATER TREATMENT PLANT TOUR
The board was asked if they are still interested in taking a tour of the Water Treatment plant in
West Linn. Staff liaison, Pam Montoya will send out a survey with three possible dates to
arrange for a tour later in the summer.
8. AUGUST MEETING
Thursday, August 14, 2025 from 5:30-7pm
The board was asked to consider a different date for the August meeting due to scheduling
conflicts. The board unanimously agree to postpone the August meeting to Thursday, August
21, 2025 at 5:30pm.
Mayor Buck will be invited to speak to the board at the August meeting.

9. ADJOURNMENT
Steven Kaufman made a motion to adjourn the meeting at 7:53 p.m.
David Dorr seconded the motion. Meeting adjourned.

Proposed Charge Statement for the Community Health & Resiliency Advisory Board
A. Advise the City Council on strategies to strengthen the community's ability to prepare
for, withstand, and recover from emergencies
B. Provide recommendations to the City Council on ways to foster community health and
well-being through policies, programs, and partnerships that respect individual choices
while providing support for social connectedness and equitable access to community
resources
C. Advise the City Council on effective approaches to inform and engage residents about
emergency management and community health resources
D. Provide recommendations for city events, policies, and programs that strengthen
community resiliency and health —such as preparedness fairs, wellness initiatives, and
opportunities that build neighborhood connections.
