START TOUR
Foothills Road and State Street Intersection
Context: The only vehicular entry to the Foothills District.
• Notice the width of State Street and number of auto lanes
• Sidewalks up against roadway (no buffer)
• Traffic signal with striped pedestrian crosswalk
• Commercial uses along State Street
• Lakewood Bay and Lower Millennium Park
• Trimet transit stop (Bus 35-1/2 hourly and 153 hourly)
PGE Substation
Context: Two PGE Substations on each side of the street
• Notice the elevation change with State Street above
• Trolley and freight rail lines
• State Street commercial building and podium parking
• Sidewalks up against roadway (no buffer), one side only
• Notice split in roadway- Foothills Road (N) & Oswego Pointe Dr (S)
Future Redevelopment Area-Private
Context: Area includes six privately owned parcels with a number of
businesses such as a ready-mix aggregate company, car rental, colli-
sion/auto repair, landscape contractor, and West One Marine (Relocat-
ing to Lake Grove)
• Notice the dramatic elevation change
• All properties in the 100-year flood plain
Future Waste Water Treatment Plant Site
Context: City to acquire parcel for future WWTP
• Design of WWTP is underway
• Access to WWTP at two points along Foothills Road
• Office located at the western edge & stormwater pond at eastern
edge
Future Redevelopment Area-Public (Current Tryon Creek Waste
Water Treatment Plan)
Context: City to vacate Tryon Creek WWTP after completion and opera-
tion of new WWTP
• Notice the elevation change
• Much of the area is outside of the 100-year flood plain
• Sludge trucks remove waste weekly to Columbia Blvd facility
Oswego Pointe Condominiums
Context: The Oswego Pointe Condominiums were built on a former
cement plant in 1990.
• Condominiums built on higher ground outside of the 100-year
floodplain
• The former rail line is now the Kincaid Curlicue Trail that wraps the
west and south edges of the property.
Foothills Park
Context: A community amenity owned by the City and publicly accessi-
ble
• Foothills Park provides access to the Willamette River via a dock
and elevated platform
• The park offers recreational and outdoor amenities, supports
community and cultural events and programs, free WiFi, picnic
facilities, parking and environmental awareness
Foothills Park Trail to Tryon Creek
Context: Foothills Park trail terminates at Tryon Creek
• Notice the riverfront trail to the north and terminating near Tryon
Creek
• Future plans for a trail bridge crossing of Tryon Creek and trail
connection along the creek to Terwillger Blvd.
The current Tryon Creek WWTP is on the bluff west of the trail
State Street Commercial Storefronts
Context: Single story, retail services and office uses span 287-feet
along State Street and terminate the axis of A Avenue.
• Businesses oriented to State Street with no curbside parking
• Building is elevated on a podium with parking underneath and a
one-way drive lane connecting to State Street
• Notice the elevation change & proximity of the freight and trolley
rail lines
• Future access over the rail requires a minimum clearance of 23-
feet
Existing Rail Crossing at Public Storage Building
Context: The only at-grade rail crossing along State Street to privately
owned Public Storage buildings.
• Notice the rail and State Street are at the same level
• Notice the topography as the site “steps” down toward the river
• Three buildings in this location and identified as the “primary”
vehicle access to the Foothills District in the 2012 Framework Plan
Stampher Road Rail Undercrossing
Context: The only undercrossing along State Street to single family
homes, City-owned open space and Tryon Cove Park.
• Notice the topography as the site “steps” down toward the river
• Tryon Creek is located on the south side of the city-owned open
space
• Tryon Cove Park has a dock and beach access
Terwilliger Blvd and State Street Intersection
Context: A signalized intersection connecting neighborhoods in south-
west Portland to Lake Oswego.
• Terwilliger Blvd is a historic parkway with adjacent bike path and
trail along Tryon Creek
• The intersection is in consideration for future access to the Foot-
hills District
• Notice steep topography east of State Street
• A non-fish friendly culvert extends Tryon Creek under State Street
with future plans for potential trail extension to the east and a fish
friendly culvert replacement
North Anchor
Context: Approved Disposition and Development Agreement for the
sale and redevelopment of the North Anchor properties with Urban
Development + Partners located on Ave B between State Street and
1st Street.
• Proposed development plan includes two projects — a 86-room
boutique hotel with publicly accessible, ground-floor dining and
lounge areas, and a multifamily residential project with approxi-
mately 67 well appointed apartments designed to accommodate
urban lifestyles.
• Additional plan elements include ground floor retail along B Ave-
nue, designed to activate the pedestrian realm and provide neigh-
borhood and community goods and services, as well as covered
off-street parking.
