Community Advisory Committee Meetings and
Milestones (DRAFT)
Phase 1A: Kick-off
Provide information on the overall project purpose, project schedule, and existing conditions. Present best
practices for district revitalization; gather feedback on opportunities, constraints, and what is valued from a
community perspective using survey questions and polling. Use engagement findings to develop a vision and
guiding principles for Foothills Framework Plan.
Meeting Date(s): October 14, 2025
Focus: City, consultant team and community advisory committee introductions, roles, by-laws,
chair/co-chair and meetings schedule.
Objectives
• Review project purpose and process
• Review CAC roles and responsibilities
• Review by-laws and elect chair/co-chair
• Confirm meeting schedule
Tactics:
• Present and discuss project schedule, review CAC roles and bylaws, elect chair/co -chair and
determine typical meeting day and time.
Phase 1B: Site Conditions & Story Map
Provide information on existing Foothills site conditions, potential areas of change, and Foothills access and
Wastewater Treatment Facilities planning considerations. Review findings from the existing conditions
analysis and identify the key opportunities and Challenges for the Foothills District.
Site Tour: November 20, 2025; option to do self-guided tour
Meeting Date(s): December 9, 2025
Focus: Conduct a site tour, utilize drone aerial photography and create a project storymap to review
and discuss challenges and opportunities for consideration. Review and discuss the findings of the
existing conditions analysis to identify the opportunities and challenges shaping the future of the
Foothills District.
Objectives:
• Understand the topography, site access, and floodplain constraints that impact existing and
future uses
• Review 2012 vision, guiding principles, development character, uses and density
• Discuss policies such as the comprehensive plan, housing production strategy and WWTP
relocation in guiding future development area and land uses
• Provide feedback on clarity and relevance of site conditions and story map
• Review key findings from the existing conditions of analysis, including physical, economic,
environmental, and policy factors influencing the Foothills District.

Tactics:
• Present and discuss visual story mapping to share what has changed, why a plan update is
necessary and the conditions impacting the framework plan update.
• Review and discuss the Opportunities and Constraints slide deck presentation.
Phase 1C: Vision, Goals, and Objectives
Discuss potential refinements to the vision and guiding principles based on current policies and decision -
making frameworks. Review consultant outreach materials that capture what is valued from community
and stakeholder perspectives through survey questions and polling. Discuss how engagement findings
will inform updates to the vision and guiding principles for the Foothills Framework Plan and identify
potential strategies to address key opportunities and challenges.
Meeting Date(s): January 13, 2026; February 10, 2026
Focus: The CAC will provide feedback to refine the draft vision and guiding principles in alignment
with current policies, community values, and decision-making priorities.
Objectives
• Discuss how current policies and decisions affect the direction of future planning and development
in the district.
• Provide feedback on refinements to the vision and guiding principles to ensure they reflect current
conditions and community aspirations.
• Identify information gaps or additional considerations that should be addressed in future analysis or
engagement.
• Build consensus around priorities for addressing challenges and leveraging opportunities as the
Framework Plan progresses.
Tactics:
• Provide feedback on survey and polling questions to ensure they effectively capture community and
stakeholder values.
Phase 2: Concept Level Plan Alternatives
Review findings of stakeholder and community engagement from Phase 1 and identify how engagement
shaped the development of preliminary plan alternatives. Explore potential concepts and alternatives for
land use and circulation alternatives to address challenges and opportunities for future development and
the survey questions for engagement.
Meeting Date(s): March 24, 2026
Focus: Engage the CAC in reviewing and refining preliminary land use and circulation alternatives for
the Foothills District. The discussion will emphasize how community and stakeholder input shaped
the alternatives, and how future engagement will help evaluate and refine preferred strategies.
Objectives:
• Understand how Phase 1 engagement findings influenced the development of alternatives.
• Review and discuss proposed land use and circulation concepts to ensure they address identified
opportunities and challenges.
• Provide feedback on how well alternatives align with the vision and guiding principles

• Identify potential refinements or additional considerations for plan alternatives based on local
knowledge and CAC input.
• Review and comment on draft engagement materials and survey questions to ensure clarity,
accessibility, and alignment with project goals.
Tactics:
• Presentation and discussion of Concepts and Alternatives slide deck prepared by City staff and
consultants.
• Review and comment on visual materials illustrating land use and circulation alternatives.
• Provide feedback on survey and engagement tools designed to solicit community input on plan
alternatives.
• Participate in facilitated discussion to identify opportunities for refining alternatives based on CAC
and stakeholder perspectives.
Phase 3: Schematic-Level Plan Refinements
Review findings from Phase 2: Concept-Level Plan Alternatives and discuss refinements to the Framework
Plan scenarios based on technical analyses and community, stakeholder, and TAC feedback. Utilize survey
questions and polling to gather additional input on schematic -level design refinements for land use,
circulation, and infrastructure concepts. Preferred concepts will be utilized to establish a cohesive framework
of integrated land use, mobility, and infrastructure strategies.
Meeting Date(s): June 30, 2026
Focus: Engage the CAC in evaluating refined land use and circulation concepts and reviewing schematic -
level plan elements that form the basis of the preferred Framework Plan. The discussion will focus on
aligning design refinements with community values, feasibility considerations, and project objectives.
Objectives:
• Review findings and feedback from Phase 2 Concept-Level Plan Alternatives.
• Discuss schematic-level refinements to land use, circulation, and infrastructure frameworks.
• Evaluate how refinements respond to community and stakeholder input gathered through surveys
and engagement activities.
• Provide feedback on Framework Plan scenarios and design alternatives to inform selection of a
preferred concept(s).
• Identify key implementation considerations and potential trade-offs among alternatives.
• Build consensus around the preferred concept(s) and supporting framework elements.
Tactics:
• Presentation and discussion of Schematic-Level Plan Refinements slide deck prepared by City staff
and consultants.
• Review and evaluate draft Framework Plan scenarios and supporting maps illustrating land use,
circulation, and infrastructure refinements.
• Participate in polling and survey exercises to prioritize elements of the preferred concept(s).
• Provide feedback on how proposed refinements align with guiding principles and project goals.
• Discuss next steps for refining the preferred Framework Plan and preparing implementation
strategies.
Phase 4: Draft Framework Plan
Present a cohesive framework of integrated land use, mobility, and infrastructure strategies that reflects
insight from key stakeholders and the broader community and builds on the unique opportunities of the

Foothills District. Identify future infrastructure projects, cost considerations, and potential phasing strategies.
Establish a foundation for post-plan amendments to policies and regulations and provide direction for a
future Urban Renewal Area (URA) Plan. Summarize engagement findings and demonstrate how public and
stakeholder input shaped the plan’s development.
Meeting Date(s): September 22, 2026
Focus: Engage the CAC in reviewing the Draft Framework Plan, including preferred land use and
circulation concepts, infrastructure strategies, and policy recommendations. The discussion will focus on
ensuring that the plan reflects community priorities, is feasible and implementable, and provides clear
guidance for future actions by the City and its partners.
Objectives:
• Review the Draft Framework Plan and confirm alignment with community values, project goals, and
guiding principles.
• Evaluate integrated land use, mobility, and infrastructure strategies for feasibility and consistency
with Phase 3 refinements.
• Identify key infrastructure projects, cost considerations, and potential phasing priorities.
• Discuss how the Framework Plan will inform updates to policies, regulations, and the future URA
Plan.
• Review the summary of engagement activities and confirm that stakeholder and community input is
accurately reflected.
• Provide final recommendations for refining the Draft Framework Plan prior to public presentation
and adoption.
Tactics:
• Presentation and discussion of the Draft Framework Plan prepared by City staff and consultants.
• Review plan maps and graphics illustrating the integrated land use, mobility, and infrastructure
framework.
• Discuss draft implementation strategies, including infrastructure cost estimates and funding

Phase 5: Framework Plan & Adoption
Present the final version of the Foothills Framework Plan and accompanying executive summary story map
for clear and accessible public viewing. Review final revisions made in response to CAC, stakeholder, and
community feedback. The finalized Framework Plan will establish an integrated vision and implementation
roadmap for land use, mobility, infrastructure, and policy actions. The plan and supporting materials will be
submitted to the City for review and adoption.
Meeting Date(s): November 2026 – January 2027 (TBD)
Focus: Engage the CAC in reviewing the final Framework Plan and confirming that it accurately reflects
the community’s vision, priorities, and input. The meeting will highlight key refinements since the draft
phase and outline next steps for plan adoption and implementation.
Objectives:
• Review the final Framework Plan and confirm consistency with previous CAC guidance and
engagement findings.
• Evaluate the clarity, accessibility, and presentation of the Framework Plan and executive summary

• Confirm that the plan reflects the community’s vision, guiding principles, and implementation
priorities.
• Provide final recommendations or endorsements prior to City review and adoption.
• Discuss next steps for public communication, plan adoption, and ongoing implementation efforts.

• Presentation and discussion of the Final Framework Plan and Executive Summary Story Map
prepared by City staff and consultants.
• Review of final plan refinements, graphics, and key outcomes.
• Discussion of adoption process, implementation roadmap, and potential near-term actions.
• Provide closing feedback and reflections from CAC members on the planning process and outcomes.
Phase 6: Post Plan Amendments Review
Present proposed Comprehensive Plan amendments needed to implement the adopted Foothills Framework
Plan’s land use, mobility, and infrastructure recommendations. Identify specific sections of the
Comprehensive Plan requiring modification or addition to ensure alignment with the Framework Plan.
Develop and review potential new Comprehensive Plan language. Prepare and refine draft amendment
language based on feedback from the City’s Project Manager, interdepartmental staff, and reviewing public
agencies.
Meeting Date(s): April - July 2027 (TBD)
Focus: Engage the CAC in reviewing and discussing the purpose, structure, and content of proposed
Comprehensive Plan amendments. Confirm that the amendments accurately reflect the intent of the
Framework Plan and provide a clear policy basis for its implementatio n
Objectives:
• Review draft Comprehensive Plan amendment concepts and confirm consistency with the adopted
Foothills Framework Plan.
• Provide feedback on proposed new Comprehensive Plan sections
• Ensure proposed policy language accurately captures the Framework Plan’s vision, goals, and
implementation priorities.
• Advise on clarity, structure, and intent of proposed amendments to support effective
implementation and future decision-making.
• Recommend refinements prior to staff and agency review to ensure alignment across City policies
and plans.
Tactics:
• Presentation and discussion of Draft Comprehensive Plan Amendment Concepts prepared by City
staff and consultants.
• Review and provide feedback on proposed policy and plan language updates.
• Offer recommendations for revisions to ensure alignment with adopted Framework Plan priorities
and community intent.
Phase 7: Adoption Post Plan Amendments Review
