Staff Recommendation: Award a Public Improvement Contract.
Recommended Language for Motion: Move to authorize the City Manager to sign a Public
Improvement Contract with Faison Construction, Inc. in the amount of$1,206,095.11 for the
construction of Work Order 363 Carman Drive Sidewalk Project.

BACKGROUND
The 2024 Group 2 Pathways project (Work Order 337) is identified as an important component
in the City's Transportation System Plan (TSP) and is funded under the current Capital

Improvement Plan (CIP). The four locations included in the Project were recommended by the
Transportation Advisory Board (TAB). These locations are:
1. Carman Drive, from Waluga Drive to Quarry Road
2. Pilkington Road, from Boones Ferry Road to Lakeview Boulevard
3. Tree Top Lane, from Overlook Drive to Fernwood Drive
4. Meadowlark Lane, from Overlook Drive to Ridge Pointe Drive.
These four pathways were chosen to provide safer routes to school and increase overall
pedestrian accessibility.
On February 20, 2024, the City Council awarded a public services contract to Harper Houf
Peterson Righellis, Inc for Engineering Services for the Group 2 Pathways project in the amount
of$896,884. Extensive outreach and engagement with the public and impacted residents
occurred throughout the design phase, including three in-person open houses and community
meetings, one digital open house, online surveys, and face-to-face meetings with residents.
To deliver the projects in the most efficient way, the construction contract for the sidewalks
along Tree Top Lane and Meadowlark Lane were combined into a single bid package under
Work Order 362 and constructed in 2025.
The Pilkington Project is pending right-of-way resolution, and has been separated out from
Carmen. Moving forward, the construction work for the Carman Drive Sidewalk project will be
executed under Work Order 363.
DISCUSSION
Project design was completed in November 2025, and the construction project was advertised
for bid on December 3, 2025. The engineers' estimate of probable construction costs was
$1,650,000. Sealed bids were opened on December 23, 2025, and the following bids were
received:

This procurement included the City's Good Faith Effort (GFE) Requirements, e.g., COBID
solicitation.
Work is expected to begin in late February or March, with an anticipated completion date in
mid-summer 2026.
FISCAL IMPACT
The project is currently funded from the Street Fund in the adopted 2025/26 to 2028/29 Capital
Improvement Plan (CIP).
RECOMMENDATION
Authorize the City Manager to sign a Public Improvement Contract with Faison Construction,
Inc. in the amount of$1,206,095.11 for the construction of WO 363 Carman Drive Sidewalk
Project.
