The Lake Oswego City Council will hold its annual goal setting retreat on Saturday, February 21,2026 beginning at 9 a.m.
in Council Chambers at City Hall. In preparation,the City Council would like to hear from the community.
Please take a few minutes before 5 p.m.on February 12,2026 to share your input. Comments will be shared with the City
Council before their retreat.

What would you like to see the City Council consider in their 2026 goal setting session?*
1. Phasing Out Gas-Powered Landscaping Equipment
The Goal: Pass an ordinance by the end of 2026 to phase out gas-powered landscaping equipment for
commercial use by 2028 and residential use by 2029.
The City has already transitioned its own landscaping contracts to all-electric equipment.Aligning with Portland's
2026 timeline prevents Lake Oswego from becoming a"haven"for older, louder,and more polluting equipment.
2. Dedicate a portion of the 2026-2027 capital improvement budget specifically to"micro-connectivity"—closing
the small sidewalk and bike lane gaps that prevent neighborhoods from being safely walkable to local hubs like
Lake Grove or Downtown.
The City Council is currently receiving updates on several pedestrian sidewalk projects(Lakeview,Treetop,
Meadowlark). Formalizing this as a"gap-closure"goal would accelerate the timeline for a truly walkable city.
3. Launching a"Resilient Urban Canopy"Grant Program
Lake Oswego is famous for its trees, but the 2024 Urban and Community Forestry Plan and current Tree Task
Force(active through April 2026)highlight the need for more proactive management of the canopy on private
land.
Establish a matching grant program for residents and HOAs to replace aging or invasive trees with climate-
resilient native species.
This bridges the gap between the city's strict"Tree Code"and the need to incentivize residents to actively
manage their land for future heatwaves and ice storms.
