The Lake Oswego City Council will hold its annual goal setting retreat on Saturday, February 21,2026 beginning at 9 a.m.
in Council Chambers at City Hall. In preparation,the City Council would like to hear from the community.
Please take a few minutes before 5 p.m.on February 12,2026 to share your input. Comments will be shared with the City
Council before their retreat.

What would you like to see the City Council consider in their 2026 goal setting session?*
Friends of Luscher Farm urges City Councilors to make ensuring that Clackamas County approves the
continuation of all current programs&activities offered and enjoyed at Luscher Farm Park a top priority in their
2026 Council Goals.
The Luscher Farm Park properties are in unincorporated Clackamas County and zoned for Exclusive Farm Use
(EFU).Only the City's Community Supported Agriculture(CSA)program, it's preservation of historic structures,
and the growing activities of the Rogerson Clematis Collection are compliant with EFU zoning.
None of the educational programming(summer youth camps,cooking classes,etc.)offered by LOPR is allowed
under Oregon's land use laws. Neither are the community&demonstration gardens, picnic areas, hiking&dog
walking trails, mountain bike training—or any activity not directly related to agriculture.A formal Clackamas
County Code Enforcement violation(#V0022122)was filed in 2022.
The City is now poised to submit a comprehensive plan amendment and zone change application to Clackamas
County.We urge City Council to direct all resources necessary to support this submission to Clackamas County
as soon as possible and to testify in support at Clackamas County public hearings.
Without County approval of the City's application,the important and very unique public benefits of Luscher Farm
Park remain at risk. (Also at risk may be the$1 MM of the City's Metro Share funding earmarked for a safe new
public access at Luscher.)
Please acknowledge the urgency of this situation by making it a specific priority in your Parks&Recreation Goal.
