Name Paul&Charissa Warme Neighborhood Birdshill What would you like to see the City Council consider in their 2026 goal setting session?* We'd like our councilmembers to enact a phase out of gas(ICE)yard equipment, starting with blowers. We know this issue has been tabled with the LO council previously,and we appreciate that this can be a divisive issue and possibly seen as a lower priority by some members. We imagine that you've followed Portland's phase out of gas leaf blowers that went into effect at the beginning of the New Year,which you were likely awaiting to see the outcome of its implementation.While the enforcement and period for phase in appear weak.we believe LO can leverage these learnings and do even better. https://www portland.gov/bps/climate-action/leaf-blowers/gib-phase-out Our city continues to await smarter legislation and ordinances based in fact, that promote healthier living and that embrace newer, more efficient and affordable technologies. https://www consumerreports.org/home-garden/reasons-to-choose-battery-powered-lawn-tools-a 1182121491/ There is hardly a day in our neighborhood that you can't hear ICE(gas)yard equipment screaming somewhere Our immediate neighbors. whom we have a good relationship with. have a weekly landscaper that has dueling blowers that disrupt morning work hours and peaceful enjoyment of our home and outdoors with exhaust fumes often wafting into our patio and entryway.This is NOT an exaggeration,and yes we've had a fnendly conversation with them and offered suggestions but citizens need support from the city to set reasonable standards for this to be more effective. Moreover,it's a regular occurrence to see city streets, restaurants, and shops with landscapers blowing a sterile environment free of every leaf,gum wrapper, and bit of dust as pedestrians walk by covering their ears or mouths. We don't believe in problems,only solutions.Sometimes,the simple ones are right in front of us. Thank you for your kind consideration of creating an even better city for all to enjoy and for doing the right thing. Name Christina Kruse Neighborhood Westlake What would you like to see the City Council consider in their 2026 goal setting session?* Since we are celebrating safety with 20 is plenty, I would like to see signs around Lake Oswego High school on Boones Ferry identifying that that is a school zone-in both directions, plus speed"bumps"4 or 5 across in low formation. 4 lines of bumps. plus a flashing light like we have at 5th and A and by Zupan's. It is extremly dark on that road with no sidewalks and only 1 sign saying"yield to walkers".Also,on Country Club we need additional lights going each direction.after the lights to remind people that they are still in school zone. Look at what Tigard has on Durham or what Boise, ID does for cross walks and adding another labor crossing secuirty using green paint and lines to keep the cars away from the cross walk. We can and should do better to protect our kids. especially now that LO is focusing on safety,this should be TOP priority to keep our kids safe. Name Beth Jameson Neighborhood Lake Forest What would you like to see the City Council consider in their 2026 goal setting session?* Making the whole city a school zone has not reduced the speed of problem drivers,who were already exceeding the speed limits.More speed enforcement would be preferable. In my neighborhood: having both double yellow lines and a 20mph speed limit on Lake Forest sends a mixed signal to drivers--one or the other, please. Please make it your goal to have Lake Oswego be the most business-friendly city around. Let's attract all the commerce Portland is shedding. Perhaps a goal of reducing the existing number of regulations on businesses and homeowners to make life even simpler here. Name Monica Delzeit Neighborhood First Addition What would you like to see the City Council consider in their 2026 goal setting session?* 1. Pedestrian Safety from careless drivers. I've noticed, since the pandemic, that many drivers don't come to a stop at stop signs. Some brake a bit but never fully stop,others drive through without braking,even when there are pedestrians in the intersection already. . I've seen many red lights driven through without braking. I applaud the reduction in residential area speed limit,but without enforcement, I doubt any substantive improvements. I realize that cameras are more Big Brother and cost. I wonder about your ideas. 2. I also applaud the city changing to non-gas powered landscaping equipment on city properties, and hope that in the near future. that will be extended to private property. More than 100 cities in the US, have mandated this already. Let's stay ahead of the curve, and work with the city's self-professed priorities of bee city,tree city. Thank you for your consideration. Let's not tear down any more buildings in order to make new things We need to preserve that which we have as a matter of sustainability and knowing who we are An old friend of mine had the phrase'how do we know it's us without our past?'So much has been lost in downtown Lake Oswego,and throughout the city We should use those existing spaces. like the Laughing Planet space in Oswego village.and the underused Kruse Way buildings to encourage pop-ups,food carts,food courts, indoor farmers markets and other innovative retail and restaurant opportunities to keep more of the business of our residents in Lake Oswego.This would also support diversification and DEI goals, because many small entrepreneurs are BIPOC. I recently moved back to LO after 10 years in Portland,and I couldn't believe how many more landscapers I have seen. It is constant.And they are not the issue-it is the constant noise and pollution from the leaf blowers that has me concerned. I'd like to see a ban on these. as Portland has recently instituted. Name Christine Beaulieu Neighborhood Mountain Park What would you like to see the City Council consider in their 2026 goal setting session?* I would love to see the expansion/prioritization of bike-enabling infrastructure and practices! Especially the addition of bike lanes whenever possible,a higher frequency of the cleaning of all bike lanes after winter storms (downed tree branches are the worst, and always end up shoved out to the side of the road,e.g. the bike lanes). and the inclusion of smart signals capable of recognizing bikes at stop lights. Currently I bike in the road a lot up in the hills around mountain park,where most of the stop lights react to those pressure pad circles,and my bike and I do not weigh enough to trigger them,which leads to me awkwardly signaling the car behind me(if I'm lucky enough for there to be one there at all)to move up closer behind me as I pull into the crosswalk, so they trigger the pads....or me crossing lanes of traffic there at the signal to go press the pedestrian cross button. Neither option's ideal. Oh,and I highly support the inclusion of EV charging stations whenever possible in public spaces!!! Parks. libraries,community gardens.concert halls, shopping centers-I think it makes sense to have charging stations available anywhere people spend 20+ minutes at a time. and I love that there are some at the LORAC! I appreciate that LO has continued its DEI initiatives but as a minority, born and raised in the US. I am genuinely concerned.overwhelmed,and shocked that there is not more widespread rage over how this administration in DC and ICE has been hurting minority communities over the last year. I'm not sure what action needs to be taken,or if I am making any sense in my grief. but I hope the council can take my input into consideration.This also applies to helping our surrounding communities in the Portland metro area.After all. I'd highly recommend you just start banning gas-powered lawn tools completely as soon as possible. Everyone will be happier.Also, be very careful about installing bright LED streetlights. Portland has made a huge mistake with this. Learn about better choices before you continue installing street lights in Lake Oswego. EV Request Advocacy from the City of Lake Oswego is essential to expanding EV charging access at multifamily properties,where residents often face barriers such as limited electrical capacity, shared parking, and high retrofit costs By championing equitable access to charging,the City can help ensure that renters and condo owners can participate in the transition to clean transportation. The City can support this effort by offering incentives or grants for property owners, streamlining permitting for EV infrastructure, updating building codes to require"EV-ready"spaces in new developments, and conducting outreach to help multifamily communities understand available funding and technical assistance programs. Ask: Develop capacity for Level 1 EV charging in Multi-family residences.As a first step,conduct a needs assessment that includes number of multi-family housing units, electrical capacity, and parking capacity Research examples of technology and electrical contractors 2. Landscaping goals We thank the City for adopting a goal in 2025 to phase out the use of gas—powered landscaping equipment. Ask: Continue to develop the operational plan, potential code options,enforcement and communications strategy to phase out and eliminate the use of gas-powered landscaping equipment in Lake Oswego. This policy should go into effect by the first quarter of 2027 3. Foothills Goals: The Foothills district presents a tremendous opportunity for our city We want to offer an exciting new alternative for prospective residents,with clean affordable energy. safety and a healthy active lifestyle. The LOSN objective for the Foothills Redevelopment is to support a sustainable. inclusive,and forward- looking community by prioritizing clean energy and integration of middle housing and affordable high-density residential options. This development should explore district heating by leveraging the wastewater treatment plant or ground source geothermal.Additionally,water reuse from the wastewater treatment plant should be maximized.We support a pedestrian and bike friendly plan that includes sidewalks, bike lanes,and a connection to Lake Oswego's vibrant downtown core.Our specific requests of the city council: Ask' Define sustainability goals for the Foothills redevelopment with the following priorities: Clean energy in the district—Evaluate opportunities such as leveraging the wastewater treatment plant,solar. ground source geothermal(Thermal Energy Networks), and opportunities for electrification. Consider water re-use from the wastewater treatment plan. Include EV infrastructure.pedestrian and bike friendly pathways, and access to public transportation. Name Aaron Pottmeyer Neighborhood Westridge What would you like to see the City Council consider in their 2026 goal setting session?* -Not allow developers(or city)to cut down native firs and oaks to build larger houses after tearing down existing dwellings. People want to move here for the beautiful trees and yet we actively diminish these resources. If you ever start construction on the North Anchor project, it will be very important to mitigate the traffic impacts that will likely occur on D and E Avenues,since B will likely be restricted due to construction. I see drivers blow through stop signs on both D and E all the time. Please add more stop signs or speed bumps on D and E -whatever it takes to discourage cut-through traffic. 3. It's also time to do something about the 6-way intersection at Country Club and Iron Mountain. Most drivers don't want to wait their turn, and many can't figure out which lane to turn left from. Have a city traffic person sit at that intersection for an hour and report back with what they see. It will make you never want to drive again. 4. Don't spend any further time trying to find a place for public pickleball courts. It's a noisy sport,and you'd also need bathrooms and parking to make it work.There isn't any good place in the city for this. Let the private market deal with the demand-in fact,that's already happening,with the new Pickleball Palace in Tualatin,and at the big church off 205 in West Linn. Plus.it rains here 9 months out of the year,so indoor facilities are much more efficient for year-round play. There is no need for City Council to spend any more time or money on this Remember,there's no available land in LO and no money for it. 5. Finally,regarding money-the voters just passed a bond for the school district, and there will likely be an upcoming one for the fire station. I think voters will start to draw a hard line and would not approve a library bond at this time. Many of the roads in our neighborhood are in poor condition. Fresh paving would be appreciated! Additionally, this neighborhood has a lot of foot traffic, people walking often with dogs. There are no sidewalks in this neighborhood. The speed limit should be 20 miles an hour,and some traffic combing would be appreciated. Particularly coming up Bergis to the top of the hill, visibility is limited and cut through traffic is often traveling over 40 miles an hour which is very dangerous. If I could request 3 goals for the 2026 year it would be: 1. Repave roads in Skylands. particularly Bergis/Skyland Drive 2.Add signage along Bergis with 20 MPH speed limit 3.Add speed humps leading into the neighborhood to slow down cut through traffic which is dangerous to pedestrians. The twenty mile per hour speed limit is public relations and not good public policy. For example,the city has spent a small fortune on improving Lakeview and the contractor and subs did a marvelous job under budget and under the time span proposed Now we are confronted with a silly 20 MPH speed limit on a street that has no houses or driveways on the north side and drastically improved parking and ample backing out sight lines along the lake.Whatever Lakeview is designated as that makes it a 20 MPH street is beyond me. It should he at least 25 MPH and more reasonably 30 MPH between the swim park and the narrow two-tenths of a mile on the east end toward Summit where 20 MPH limits are reasonable.The decision not to reinstall speed bumps clearly indicates that this thoroughfare is the main access to Iron Mountain and downtown Lake Oswego for anyone south of that street as far as half-way to Stafford Road.Again,the 20 MPH neighborhood limit was not good public policy, but a sop to people who put up signs to slow down because their kids are playing in the street.(??9???) Many of the roads in our neighborhood are in poor condition. Fresh paving would be appreciated! Additionally, this neighborhood has a lot of foot traffic, people walking often with dogs. There are no sidewalks in this neighborhood. The speed limit should be 20 miles an hour,and some traffic combing would be appreciated. Particularly coming up Bergis to the top of the hill, visibility is limited and cut through traffic is often traveling over 40 miles an hour which is very dangerous. If I could request 3 goals for the 2026 year it would be: 1. Repave roads in Skylands. particularly Bergis/Skyland Drive 2.Add signage along Bergis with 20 MPH speed limit 3.Add speed humps leading into the neighborhood to slow down cut through traffic which is dangerous to pedestrians. We can't build dense housing and still expect everyone to drive everywhere. People cannot get out of their cars if it's not safe. I'd like to see the City get more aggressive about biking and walking infrastructure and that means finding revenue sources to pay for quicker and more buildouts. My suggestion is to install parking meters downtown. I believe we already have traffic wardens to check for infractions and meters are already installed and working in Portland and Oregon City, so bring Parking Kitty here? I believe this will provide another incentive for people to walk/bike if making a short journey downtown and increase the revenue available to build out safe bike/walk infrastructure. I'd also like to see LO work with LOSD to create carrots/sticks for parents driving their kids to school. Create group walking/biking routes to schools. Please allow the new Sustainability Program Manager to spend more than 50%of their time and effort on Sustainability initiatives(i.e. regulation and eventual ban of gas-powered landscape equipment, reduction of single use plastics at all city events especially the farmer's market(water fountains don't need cups), holding Republican Services accountable for what is in their contract,esp around providing rate info to new residents- I have confirmed this does not always happen). 2. I would also like any future library to be built in the downtown core, as is the case in all surrounding cities. Sticking it on the outskirts to sell current site to private developers(read: cottage cluster Part Two)would be a huge disappointment IF the library is not kept in the downtown core. 3. Finally, I have pictures of trees that were replanted by developers at the front of now almost treeless lots, that have since been chopped down as the new McMansions were built or even before,while the lot sits vacant for many years. This is not at all in the spirit of the tree code.As an example,visit the new homes/lots on the south side of Atwater as it heads west from the Boca Ratan intersection. Just one replacement fir tree remains after at least 10 were planted several years ago. The loss of Lake Oswego s mature tree canopy will lead to slow, eventual decline in real estate values as we lose the natural cooling provided by these large trees in our warming climate. Dogwoods and ornamental cherries won't do us any good. Please provide better enforcement of replacement tree plantings once permits are approved. Obviously. this is very specific to my neighborhood but I think it's important to realize that no other residential area in the city is more affected by non-local traffic than First Addition. During the 10 years that I've lived here. I've seen a dramatic increase in traffic volume,traffic speed, failures to obey stop signs and parking violations. I'd like you to consider reconfiguring the 6 corners intersection.As currently configured.this intersection provides easy access to First Addition for non-local traffic. I'd like to see that reduced to two lanes going from Country Club onto A Avenue and to 2 lanes going onto Country Club from A Avenue.At worst, this would present very minor inconveniences to residents. In particular the fixed charges for water and sewer which are 90%of my total monthly billed cost. In addition, fixed rate changes for Stormwater and Street maintenance mean that less than$14 of my$157 monthly bill are for usage charges. This means that in low usage single seniors are in effect subsidizing the variable costs for larger users.This is unfair! Further I would like the city to fulfill its audit of the cable service provider as provided for in the original agreement.Cable provides access to lower cost streaming services yet Comcast keeps raising its prices much faster than inflation. The city having granted a cable monopoly initially has an obligation to audit the provider to ensure its residents are not being taken advantage of. My bill has gone from about$35 to about$80 in the last four years for the same services. Costs for city services and approved services mean there is less money for essentials. I have had to cancel garbage pickup because the cost for one person is excessive.Half a kitchen bag every two weeks is all I trash. Fortunately I discovered that low cost recycliing only service is available from the provider in my area. Lake Oswego is a special place to live but single seniors need to be protected from excess costs of living when essential food and medical costs as well as insurance are rising rapidly too. For neighbors it restores some peace to our neighborhoods.Too often I witness landscapers simply going through the motions of leaf blowing when there is next to nothing to blow off season. However, the article portrays that retail businesses are'thriving".Also, the article states that the City is "extremely tight on retail space".While there may be little vacancy,that does not necessarily mean businesses are thriving,and also some spaces are being replaced with financial or real-estate focused businesses because they can afford the high taxes and rents. Being a small business owner and landlord, my family knows first hand what a challenge it is to support and keep open a small, retail business or restaurant. If the Council is focusing on economic and business support.what does this mean?Can you please share these plans and solicit input directly from businesses?A need for increased foot traffic is something I hear frequently from business owners, but how do we achieve this?Of course looking at other cities and busy neighborhoods for what they are doing to foster vibrant commercial districts.will be helpful. I personally have pushed forward some business focused initiatives like"Downtown Third Thursdays".which had over 20 participating businesses at the peak and 20 interested artists, but it has now fallen flat with little support. We know that retail challenges are not just isolated to LO, but increasing business license fees(with the new fee schedule it is over 3x more for a business with 2 employees),taxes, bonds.etc. along with all the other increasing costs that businesses face without an increase in foot traffic, is not sustainable for many retail businesses. There are many important goals and issues in local government,though clean air and right to peaceful enjoyment are infringed upon with the rapid onslaught of gas leaf blower use in our community and thus enacting a glb ban is an easy place to start for LO leadership. There is probably not an easier decision to be made, in fact. There is no downside to a ban:alternatives like electric leaf blowers exist and the time to break even with electric equipment is generally considered to be less than a single year. On the other hand, allowing glb use has MAJOR downsides: -it degrades the community experience with a lack of predictable peaceful enjoyment in the community and even in one's own home.The glb noise is pronounced,especially annoying, and is audible for a relatively long distance.The exponential growth of glb use through"landscaping services"and the long audible range(one glb can be heard by up to 90 homes)of glb use means that there is a high likelihood of children rarely even experiencing a single outdoor hour with the absence of a gas leaf blower in LO. Perhaps the council decision makers against this ban in LO government could have some empathy and reflect to their own childhood where they did benefit from peaceful outdoor enjoyment without glb's. -the air pollution from glb use is shockingly large.While automobiles have had improving standards for emissions for decades.glb's are stuck in 2 stroke engine technology that has even been banned in many developing countries. -The air pollution is not harmless. In fact, it is carcinogenic and this is not debated. -gib use harms wildlife with excessive noise and promote the notion that every leaf must be removed from softscape like bushes--where leaves have historically been left. -This gib culture of removing every last leaf is also highly contributing to the loss of pollinators like bees and butterflies,as their habitat is destroyed on this"blow all"idea. -GLB's are incongruent with Lake Oswego climate goals,as they emit substantially more pollution-minute for minute-than automobiles. There is a reason over 200 communities in the country have enacted glb legislation. These devices harm hearing, health,and community well being. This is the easiest goal to fix and to fix quickly. The landscaping industry is largely unregulated and gas leaf blowers in particular are widely overused in Lake Oswego. Often leaf blowers are used unnecessarily and irresponsibly.Asking neighbors and landscapers to change practices is ineffective and places too much burden on those impacted. There are many ecological benefits to leaving the leaves in the garden beds. Leaving the leaves where appropriate and/or using rakes,garden brooms,manual push sweepers.and street sweepers are all viable options to reduce demand for leaf blowers. The technology has evolved and there are viable options for battery electric tools that are superior to their hazardous outdated gas counterparts.Check out the Kress commercial battery electric backpack blowers! Communities deserve the right to clean air and tranquility.Workers deserve the right to protecting their long term health.This is an environmental health justice issue,a climate issue.a livability issue,and so much more. Gas landscaping equipment used on one property impacts the entire neighborhood-even those indoors trying to rest, relax. study or work. Consider partnering with Portland's plans to assist smaller landscaping companies with training and incentives. Some data suggests that commercial electric leaf blowers may have a ROI of only 10.5 months. With low or zero interest financing, many landscaping companies may find that switching to electric is a win-win. Adopt a sustainable landscaping policy for City properties that models best practices-and that aligns with the Bee City USA signage. Go ALL electric and/or manual tools year round. The city excavated an area to try to solve the problem but now it's an eyesore,a fire hazard,and a safety hazard. Living in this neighborhood this is a high priority to fix this, restore parking and get proper drainage. 2)the park on third Street and Evergreen,which I walk by frequently,especially in the summer. There's some type of irrigation problem,since we're all trying to save water,especially with climate change this is an urgency to see what is leaking and fix it. These include: 1. Mandating EV Chargers for Multi-Family Housing, 2. Crafting a Law to End Gas-Powered Leaf Blowers - like Portland's, 3. Including planning for sustainability — heating, water, renewable electric power, and landscaping as the city develops the Foothills Project along with the new Water Treatment Plant. I urge you to include these goals in the final version. Sustainability is the most important issue in determining whether our civilization has a future. Park and I saw in the Lake Oswego Review that city council was taking public opinions as to what we need in 2026.The link to the forum provided was invalid, so I am emailing here. We desperately need a sidewalk on Jefferson Parkway, and maybe even more patrol. Drivers are constantly swerving into the bike lines going either direction, it doesn't feel safe to walk at all. I have numerous people nearly get hit, one very recently with his dog. I stopped because he was shaken up, and it was such a close call that I thought he had been hit. It's unsafe to walk on that road. There are trails which are nice, but the trails don't connect with the rest of the Mt Park trails. I live on Cervantes Circle, and our one walking path is very short and doesn't connect to any more, it forces you to walk on Jefferson if you want to connect to the other trails.The trail system was one thing that brought us to Mt. Park, but it has been greatly disappointing that we still have to drive somewhere to go on a safe walk in our own neighborhood. After reading in the Lake Oswego Review that the Council is soliciting input for 2026 priorities, I am providing the following. Beyond the major safety, noise and traffic congestion issues/concerns of the train that rolls through our city several times per day, I would like to propose the Council consider a purchase of this line as one of their priorities. Further, I suggest the line then be repurposed into a pedestrian and cycling path for all LO citizens to enjoy. This would provide a safe and attractive corridor for people to traverse from LO all the way to Tualatin. In time, a decision could later be made to purchase, repurpose and connect the trolley line for access to Portland as an extension, making a biking/walking pathway many miles long. A repurposed pathway of the current train line should also add significantly to home values throughout Lake Oswego. There is a lot to consider in terms of cost and how to finance it, but I believe that can be worked out, once a decision is made to move forward with this as a 2026 project. I would envision an initial working group to flesh out a strawman with details (cost, financing, planning, advantages and disadvantages, etc.), then approaching Railroad executives to sound them out about a potential sale. I understand the Railroad has airtight right-of-way agreements in place, but this particular line is a spur and not a major connector. I can't believe it is a big money maker for them. Evidence of that can be seen (and heard),when the train comes through and returns usually within an hour. Please consider this a formal request to add this to your list of priorities.
