CALL TO ORDER AND ROLL CALL
Paul Espe, Staff Coordinator, called the meeting to order at 6:00 pm, in the Dogwood
Conference Room, 380 A Avenue, Lake Oswego, OR, and then called the roll.
Present: Meg Matsushima, Chair; Mary Bosch, Vice Chair; Denise Bartelt; Jen
Wiley; Kasey Holwerda; and Robin Quon (appeared remotely)
Absent: Jahzeel Ormeno (resigned) and John Wendland, City Council Liaison
Staff Present: Paul Espe, Associate Planner/Historic Resources Advisory Board Staff

1. APPROVAL OF MINUTES
December 10, 2025: There were no adjustments noted.
Kasey Holwerda moved to approve the Minutes of December 10, 2025. Seconded by Jen
Wiley and passed unanimously.
2. INTRODUCTION AND CITY COUNCIL UPDATE - Councilor John Wendland
This item was tabled until next month, as Councilor Wendland was not in attendance.
3. PUBLIC COMMENT/ANNOUNCEMENTS
None
4. NEW BUSINESS
4.1 Officer Selections - Vote for Chair and Vice Chair: Denise Bartelt and Chair
Matsushima relayed that their terms would end in June (no longer eligible to accept
nominations). Vice Chair Bosch nominated Kasey Holwerda as Chair and stated that she
would be a support as Vice Chair, if asked. Kasey Holwerda nominated Mary Bosch to
remain as Vice Chair. Both nominations were Seconded by Chair Matsushima and passed
unanimously. Chair Matsushima offered to act in an architectural advisory capacity,
following the end of her term. Members agreed that this would be helpful when
interpretations of pre-application plans were needed.
4.2 Goals Summit Recap: Members discussed highlights from the 2026 Boards and
Commissions Summit.

4.3 Historic Preservation and Historic Education Grant Applications: Staff updated
members on the progress of last year’s projects. Members briefly talked about the
process homeowners must take when more structural damage is found during their
restoration projects.
4.4 Farmers Market - July 11, 2026: Staff will create a sign-up sheet and pass it around
during the next meeting.
4.5 Preservation Month 2026:
4.5.1 House of the Week during Preservation Month: Kasey suggested releasing short
clips of the interview with Bud on YouTube. Vice Chair, Bosch recommended adding
visuals of Mountain Park to these clips. Denise noted that John would be taking
pictures of 10 of the homes in the neighborhood. Robin asked for help putting
everything together. Vice Chair, Bosch volunteered to meet with Robin to work on
the project. Chair Matsushima relayed that she has access to a computer with a drive
that reads old CDs (to convert and save the data onto flash drives). Members
discussed the Homeowners Association’s (HOA) request to possibly consider the
Mountain Park Recreation Center as a candidate for the City’s Landmark Designation
List (LDL).
4.5.2 Merit Award Presentation: This topic was discussed off record, to maintain
secrecy.
4.5.3 Hello LO Articles - Due April 1, 2026: Staff relayed that the HRAB section would
be half as large this year. Robin indicated that she would like to submit an
announcement in April’s Hello LO, about the Mountain Park event on May 14, 2026.
4.6 Reconnaissance Level Survey of McVey-South Shore: Members discussed the survey
findings and recommendations report provided by the Architectural Resources Group;
commenting on how quickly the survey was completed. Members agreed that they would
like to apply for a grant or funding for further intensive level surveys of those properties
recommended for possible inclusion on the LDL. Staff will provide the names of the
neighborhood association board members and Chair Matsushima will invite them to next
month’s meeting to present the survey results. Staff will also place them on the
distribution list for next month’s meeting agenda.
4.7 Homeowner’s Packet: Kasey will chair a subcommittee to review the materials
collected and Vice Chair Bosch and Jen agreed to be members of the subcommittee. Staff
will research information produced by additional communities and will email the
information to the subcommittee members. Staff will speak with Bonnie about her
availability to print the packet.
5. OLD BUSINESS
5.1 1850 Northshore Road (Jantzen Estate): There were no updates on this topic.
5.2 490 G Avenue (Johnson Barn): Staff reported that the owner found a barn
reconstruction specialist contractor and the first meeting to go over possible plans is set for
this Friday. Members discussed the Historic Barn Task Force being invited to the meeting or
recommending to the owner to apply to be a project for the Task Force.

5.3 4375 South Shore Boulevard (Duncan House/Angler’s Club): Members are no longer
required to attend the preapplication meeting set for the following day.
5.4 368 S State Street (Lakewood Center for the Arts) - added at the end of the meeting:
Staff shared that the owners will be updating the building’s exterior; painting the building
using the same color scheme and installing new awnings. The brick will remain unpainted.
