March 9, 2026

1. CALL TO ORDER 2
Acting Chair James Bruce called the meeting to order at 6:30 p.m., in the Council Chamber of City 3
Hall, 380 A Avenue, Lake Oswego, OR 97034. 4

2. ROLL CALL 6
Members present were Vice Chair James Bruce, and Commissioners Bryan Guiney, Jeremy Slyh, 7
and Jim Thwing. Chair Rachel Naujock, and Commissioners Don Mitchell and Diana Moreno were 8
absent. Council Liaison Rachel Verdick was also present. 9

Staff present were Jessica Numanoglu, Community Development Director; Erik Olson, Long Range 11
Planning Manager and Iris McCaleb, Administrative Assistant. 12

3. CITY COUNCIL UPDATE 14
Council Liaison Rachel Verdick provided a Council update. 15

4. APPROVAL OF MINUTES 17

Commissioner Guiney moved to approve the Minutes of February 23, 2026, as written. 20
Commissioner Thwing seconded the motion, and it passed 4:0. 21

5. PUBLIC COMMENT - Regarding issues not on the agenda 23

6. COMMISSION FOR CITIZEN INVOLVEMENT 26
The following announcements were made: 27
• Blue Heron Neighborhood Association Annual Meeting is scheduled for March 17, 2026. 28
• Mary’s Landing Neighborhood Association Meeting is scheduled for March 19, 2026. 29

7. WORK SESSION 31
7.1 Planning Commission & Commission for Citizen Involvement 2026 Work Plan – Work Session #2 32
The Commission reviewed the preliminary work plan to support relevant 2026 City Council goals 33
and initiatives. Staff coordinator was Erik Olson, Long Range Planning Manager. 34

8. OTHER BUSINESS 2
Recruitment is currently open for new members on City Boards and Commissions. This recruitment 3
will be used to fill two upcoming vacancies on the Planning Commission. 4

9. SCHEDULE REVIEW 6
Mr. Olson reviewed the schedule. 7
• Planning Commission meeting scheduled for March 23, 2026, has been cancelled, as there 8
are no agenda items. 9

There being no further business, Acting Chair James Bruce adjourned the meeting at 7:00 p.m. 12
