1. CALL TO ORDER
Mayor Buck called the City Council Goal Setting Retreat to order at 9:01 a.m. on Saturday, February 21,
2026. The meeting was held both virtually via video conferencing and in-person in the Council Chamber
at City Hall 380 A Avenue.
2. ROLL CALL
Present: Mayor Buck; Councilors Afghan, Corrigan, Mboup, Rapf, Verdick, Wendland
Staff Present: City Manager Pro Tem Megan Phelan, Deputy City Manager Madison Thesing, City
Recorder Laural Hawkins, Police Chief George Burke, Finance Director Shawn Cross,
Fire Chief Don Johnson, Library Director Melissa Kelly, Parks and Recreation Director
Jeff Munro, Community Development Director Jessica Numanoglu, Chief Technology
Officer Weston Pay, Public Works Director/City Engineer Erica Rooney
Others Present: Amelia Wallace, Jensen Strategies

The Mayor thanked the public for their participation in the 2026 goal setting process.

The Council discussed continuing the goals established in 2025. Consultant Amelia Wallace polled the
Council on proposed initiatives for each goal.
8. INITIATIVE FINAL SELECTION
A ranked list of initiatives was presented to the Council and twenty-one were accepted for 2026.
