EXECUTIVE SUMMARY
On March 31, 2026, City Council approved the funding plan for the Willamette River Greenway
Trail project. Ten bids for construction were received and opened on April 28, 2026, with the
successful bidder identified as Daybreak Construction with a bid amount of$688,000. Staff
recommend that Council authorize the City Manager to sign a contract with Daybreak
Construction in an amount of$688,000 for construction of the Willamette River Greenway Trail.

BACKGROUND
This project will fill a critical gap in the Willamette River Greenway Trail through Lake Oswego
and will complete the connection between three of Lake Oswego's riverfront parks: Foothills
Park, Roehr Park, and George Rogers Park. With this missing gap filled, Lake Oswego will offer a
continuous 2.25-mile stretch of regional multi-use pathway along the Willamette River that
provides recreational opportunities, improves access to nature close to homes, and enhances
safe walking and biking connections between the riverfront and downtown Lake Oswego.
The City has been planning to complete this trail connection since at least 1994, when the
project appeared as a recommendation in the City's Comprehensive Plan. This recommendation
was carried forward into the 2013 update of the Comprehensive Plan, which is still serving Lake
Oswego today. Recommendations to complete this project also appeared in the 2001 Open
Space Plan, the 2002 George Rogers Park Master Plan, and the 2003 Trails and Pathways
Master Plan. In 2012, the project was identified as a need in Parks Plan 2025, and it also
appeared as a pathway project in the 2014 Transportation System Plan. Most recently it was
identified as a top priority in the recent update of the City's Park and Recreation System Plan
(Parks Plan 2040) adopted by City Council on June 3, 2025.
Parks & Recreation staff began working with a consulting team in 2023 to develop a conceptual
design and a planning-level cost estimate for the trail. The design and the associated estimated
project costs were refined over the next several years. In March 2026, City Council approved
the funding plan for the project. Bidding for the project's construction was advertised on April
8, 2026, and 10 bids were received and opened on April 28, 2026. Staff evaluated each bid
received and determined that nine of the bids were responsive and responsible. Bids were
evaluated based on the scoring criteria identified in the request for bids and staff identified
Daybreak Construction as the successful responsible bidder. Staff issued a Notice of Intent to
Award letter to bidders on April 30, 2026. In accordance with Subsection 00130.15 of the
General Conditions, bidders had seven calendar days from the date of this notice to submit to
the City a written protest of the intended award. The protest period closed on May 7, 2026, and
no protests were received.
FISCAL IMPACT
Construction costs for this project were originally estimated at approximately $1,400,000,
including a 20% contingency. This estimate was based on recent project costs from 2025 with
an added escalation factor for 2026 construction that was consistent with year-over-year
escalation rates seen over the past several years. Bids for the construction of this project came
in lower than anticipated, with the apparent successful bid submitted by Daybreak Construction
at $688,000. Including the $688,000 contract with Daybreak Construction, an added 20%
contingency, and construction of a portion of the project's fencing that will be contracted
separately by the City, construction is currently estimated at $860,000.
The approved funding plan, which covers the total project estimate of$1,760,000 presented to
Council in March 2026, allocates $240,000 of City Park Development fund dollars and $300,000
of Parks System Development Charge (SDC) fees to this project. Of the remaining estimated

$1,220,000 needed, approximately $1,140,000 is funded through Lake Oswego's Metro Local
Share dollars, and $80,000 is being provided through a grant from the Mt. Hood Territory 2026
Strategic Investment Program. Metro approved Lake Oswego's Local Share request for this
project on March 31, 2026, and the Intergovernmental Agreement between Metro and Lake
Oswego is being finalized.
Although the bids for construction came in lower than anticipated, staff recommend keeping
the approved funding plan in place as additional contingency to address any significant issues or
unknowns that could arise during the construction process. If the project comes in under
budget, remaining Park Development dollars and SDCs can be used towards future parks
projects identified in the CIP, and remaining funds from Metro's Local Share program can be
reallocated towards the other projects on the Local Share project list that was approved by
Council in April 2024. Potential projects include the West Waluga Neighborhood Connector
Trails and the Luscher Farm Access & Parking projects.
RECOMMENDATION
Authorize the City Manager to sign a contract with Daybreak Construction for an amount of
$688,000 for construction of Work Orders 357 & 370 Willamette River Greenway Trail.
