May 20, 2026
The Parks Board meeting was held at George Rogers Park, Lower Picnic Shelter, 611 S. State St., Lake
Oswego, OR 97034, and the meeting was recorded on an audio recorder.
Recorded Minutes: The audio recording constitutes an accurate record of the Parks, Recreation &
Natural Resources Advisory Board at the above date. The following summary is provided as an overview
of the meeting.

1. CALL TO ORDER:
The Chair called the meeting to order at 4:00 PM.
2. SAFETY PROTOCOL:
Safety procedures were reviewed, including guidance for moving opposite a storm during emergencies
and general safety measures for meeting participants.
3. ROLL CALL

Members Present: Patrick Gutierrez (Co-Chair),Jymn Meier(Co-Chair), Jason Dorn, Rebecca
Green, Sarah Ellison, Matt McGinnis, David Walters, Aditya Deepu (Youth
Member), Logan Nelson (Youth Member), Lee Redmond (Alternate), Karen
Sampson (Alternate), Councilor Massene Mboup
Absent: Jim Desmond, Greg Wolley
Staff Present: Jeff Munro (Parks & Recreation Director),Jan Wirtz (Deputy Director,
Recreation), Eric Hirshberger(Parks Superintendent), Robin Krakauer
(Communications Coordinator), Kyra Haggart (Parks Planner), Dina Balogh
(Administrative Supervisor)
4. APPROVAL OF MINUTES
The Parks, Recreation and Natural Resources Advisory Board reviewed and unanimously approved the
minutes from the April 15, 2026 meeting.
5. CITY COUNCIL UPDATE
Councilor Massene Mboup provided updates, including:
• Tree Code (DRC)Task Force: Discussion on discretionary tree removal applications and ensuring
community input is maintained.The current DRC process allows appeals to council; future
amendments may change this approach.

• Forest Management: Discussion of Oswego Lake Country Club tree management.Accountability
measures are being considered for tree removals;the current classification of"forest"was
reviewed.
• Foothills Study Session: Updates on long-term vision for Foothills Park, including public plaza
planning and sustainable housing initiatives with alternative energy considerations.
• Arbor Month Activities: Recognition of student art contests across local schools with prizes
awarded at the farmers' market.
• South Shore Fire Station: Voter approval remains strong("'68%). Projected completion and
occupancy expected by 2028.
• Library Improvements: Current library structure is deteriorating,with hazardous roof leaks; staff
and council are exploring relocation options. Engagement with stakeholders is emphasized to
ensure community buy-in.
• Council Appointments: Applications submitted for upcoming council appointments; selections
expected at the June meeting.
6. YOUTH MEMBER REPORT
• Logan Nelson reported that the Lake Oswego Farmers' Market is operating; he will run activities
at the kids' booth on Saturday.
• Aditya Deepu reported that Green Team activities continue at local schools, including recent ivy
removal efforts.
7. PUBLIC COMMENT
No public comments were received.
8. STAFF & BOARD UPDATES
Staff updates included:
• Events: First Live & Local concert and food truck event scheduled for Thursday,4:00-8:00 PM at
LORAC,with music from 5:00-7:00 PM; ongoing monthly through fall.
• Willamette River Greenway Project: Contract approved; bids were lower than expected.
Groundbreaking anticipated in June.
• Board Working Groups: Recruitment for new members in Accessibility Group and Natural
Resources Group.
• Board Working Groups Discussion: Board members discussed ethics training requirements and
public meeting regulations related to Board working groups. Staff noted that meetings involving
Board business may be subject to public meeting requirements and advised members that City
facilities are available for scheduling working group meetings.
• Emerald Ash Borer(EAB): Confirmed in nearby King City; early emergence due to mild winter.
Board anticipates need for additional funding.
• Parks Operations: Efficient response to water fountain repair at West Ridge City Park
appreciated by staff and children.
• Summer Park Ranger Staffing:Additional park ranger coverage planned, focusing on river
properties; rotational presence at Millennium Park to educate public.

Willamette River Greenway Project Site Tour:
Kyra Haggart led the Board on a walking tour of the Willamette River Greenway Project site.
Participants reviewed planned improvements,trail easements, and access areas. Portions of the trail
involve natural, uneven terrain; participants were advised to skip challenging areas if necessary.
ADJOURNMENT
The regular business portion of the meeting adjourned at approximately 4:24 PM, after which Board
members participated in the Willamette River Greenway Project site tour.
